Sixth Pay Commission Report. More than 200 IPS officers, from DGs to ASPs, coming
from the length and breadth of the country, many having taken leave to attend
the largest ever General Body Meeting of the Central IPS Association on 10.4.08,
expressed their anguish at the recommendations of the 6th Central Pay Commission
report. They have asked the Government not to implement the recommendations in
its present form. They have demanded that a Group of Ministers be formed to look
into the demand of the Police Service. They have also demanded total parity at
all levels in terms of pay, promotion and pension with the IAS. The Association
expressed their satisfaction that Chief Ministers of States of UP and Assam have
also written to the Prime Minister that IPS officers should be treated at par
with the IAS with regard to the service conditions. They have further demanded
that the Government recognize the role played by the Police in safeguarding National
Security and ensuring development. Pay and allowances of all ranks should be made
commensurate to the arduous nature of their duties. 27 IPS officers and ten thousands
of police personnel have laid down their life in the Service of the nation." Yadav

Commission has created more problems VI Pay Commission has created more
problems and more anamolies. I would suggest that there should be following pay
scales in whole of India including the States. These pay scales are very simple
and include all the elements of DA HRA CCA Transport. The increase in percentage
after this should be DA for all so that accounting procedures are simplified and
there is less wastage of time in Government for just making pay for officers/officials.
If you have a Government accommodation 30% of basic be reduced and there should
be no licence fee except electricity and water etc charges. The following are
the suggested pay scales: S1-S3 8000-400-16000 S4-S8 10000-500-20000 S9-S12
18000-800-34000 S13-S14 26000-1000-46000 S15-S17 34000-1500-64000 S18-S27
34000-2000-74000 S28-S32 42000-2500-92000 S33 100000 S-34 125000 Lalit
SURI Why injustice to Middle level officers ? Why injustice to
Middle level officer only: Pay commission was so biased to middle level officers
of NFSG grade that it has butchered their salary structrue beyond recognistion.
My basic pay is 16700 at present and I take home 32000 per month. After the new
pay scale such officers will be placed at the bracket of 15600 plus grade pay
which along with DA will total to Rs. 35000. So there is meagre increase of Rs.3000/-.
So for for the hue cry in media that there is 40% increase in salary. On the
other hand the officers at super time scale of 18400 having gross of 40000 thousand
at present will get a basic of 39100 plus grade pay which alongwith basic will
Rs. 52000 which Rs. 12000 increase. Compare it will the meagre Rs 3000 I will
get. Similar handsome increase has been given to entry level class I officer.
Why there is step motherly treatment for NFSG officers only. Secondly just
two months before the pay commission award, IAS have been rewarded by a notification
from DOPT for getting super time scale in 14 years instead of the present 16 years,
so a major chunk of their NFSG officers have moved up to super time scale which
has been given a good upgrade by the pay commission. Shantanu Unhealthy
controversy I have seen unhealthy controversy in these columns on the recomendations
of SPRC; services criticising the role of each other. Politicians gain in this
atmosphere and take pleasure. There is no doubt IAS has failed in its duty
to support the honest Govt servants of all categories giving them their due. A
large number of Senior posts have been created for them which should also benefit
other services. We know of earlier days when for IAS/ IFS one had to opt for
two more advanced subjects in the competition and the IAS had also to clear minimum
standard in interview. In that situation other services knew the difference and
had no grudge. I would suggest the Govt should introduce the same system to allow
healthy difference in the services. Senior Citizen Same bias will
be there It is interesting that while the commission thought it proper
to merge the pay scales of various cadres demolishing the conceptual/psychological
sense of growth, it has retained special grade pay for IAS. What a report. Hope
someone in the govt. is looking into it. We though have not much hope from the
committee of three IAS who will coolly decide on the grievance of 'other services'.
They would sit in judgement with same bias against other services. Raghu Everybody
wants better pay scale If mail to this site is to be believed then everybody,
from Group D to Army, wants better scales than IAS. IPS officers who could have
joined IAS, opted for IPS for reasons not to be disclosed here. Officers joined
IRS or became state civil services guys, in preference to IAS, again for reasons
which can not be indicated here. Bright girls opted for non -executives services
and do not wish to tell the reasons for their selection of cadre, lest their sanity

Ram, let us raise our concerns against injustice by Govt. and pay commission and

agree with Raj about downgrading 18400 - 22400 to 14300 - 22400. Is the system
really fair? We have lost all measures of propriety. sadly Govt. is part of it
else how can it explain such step when Pay Commission report was expected and
still this was done. Have they done this to any other service? Sadly while
in other services officer gets 14300 scale after 13 years, IAS chaps get 18400

by referring to the dogs sniffing backs of each other at the halwaaee's shop.
What all this signifies is how we have perfected the art of hypocrisy, and we
bureaucrats are its best practitioners. It is sad that all blemishes are passed
on to the politicians. If honest introspection is made it will become clear which
one of the two is more forthright and less hypocrite. Our golden rule is "YOU
SHOW ME THE FACE, I WILL SHOW YOU THE RULE". CPC has confirmed this with
full emphasis and advanced arguments that insult our intelligence. The more their
fallacious arguments are mocked at, the better. I agree to the points made
by contributors like Ashish, Rahul, Arun and Anil. I will further add the following: 1.ICS
officers in the past, though a stooge of British imperialism were highly professional
in those times. Also they shouldered strenuous responsibilities including judicial
and police functions. That is not the case now. 2.It is not only our society
that is caste ridden. Our bureaucracy is more caste-afflicted, in a different
sense. It wants to perpetuate the distinction amongst the services on similar
lines. There are Brahmins - twice born, then there are other castes, and finally
there are outcastes. Keep the other two subjugated and deprived of all the privileges.
It is established that we have neither imbibed the scientific temper advocated
by Pandit Nehru nor the egalitarian & secular values. India has entered the
21st century with a backward and moribund civil service that values perpetuation
of its privileges at the cost of others. 4.I think the wasteful expenditure
on Administrative Reforms Commission & Pay Commission should be dispensed
with at once. We have made a mockery of all such institutions by such self-serving
and divisive policies. A fellow civil servant What is Sixth Pay
Commission ? The report of the 6th CPC is Of the IAS, For the IAS and By
the IAS. When every thing was written at the IAS officers club, where did
the purported Rs 60 Crore meant for the commission go? Rajesh Kumar IAS
Committee to look into grievances of Non-IAS by 6th Pay Commission !!! This
is a perfect example of asking a Thief to guard the House. How does one expect
an IAS committee to give themselves a demotion when the IAS controlled 6th Pay
Commission gave them a promotion !!! The strategy is simple, delay the process
until it cools down, then implement the recommendations through the back door.
I wonder whose brilliant idea this was. Probably another IAS officer. What
can we expect from this IAS committee - some kind of window dressing and word
smithing but in principle everything is going to remain the same. The moral of
the story is that the bowler, batsman and umpire are all IAS. Until that changes
nothing is expected to change. Do the other services see through this ? Palani

in Govt knows how unpunctual our Gr. C and Gr.D colleagues are ,interestingly
one peon came to report for duty in my office today,I asked him what time you
would come and go .She replied I come between 10 to 10.15 AM (agt schedule time
of 9AM ),and leave office between 4.30 and 5 PM(agt schedule time of 5.30PM).I
think Mr.Chauhan is talking of 10% exception ,not the rest 90%. 2.Unfortunately
in secretariats attendance registers are not maintained I dont know why.But in
the field offices where attendance registers are maintained ,situation is no better
.Govt should introduce the system of smart cards for both staff and officers(any
deviation from official timing should be approved by Supervisor). 3.As far
as I can recollect ,such move was resisted by staff associations,for obvious reasons. 4.Pay
commisssion would have done well to leave 20% bonus at the discretion of Reviewing
and reporting officers,then only productivity can increase 4.While I agree
that some senior officers are of the type described by Sri Chauhan but they are
exception,and ACRs and bad posting take care of delinquent GrA and Gr B officers,but
no disciplinary or HR practice is able to enforce discipline on Gr C and GrD officials. Sanjay About
Pay Commission I am highly amused by the 6th pay commission award. However
I am more amused by the stance of non IAS service associations. Why are they now
cribbing about IAS officers manipulating the report. They already knew that an
IAS officer was to pen this report as always. Mind you the IAS will ensure that
the report is examined by the IAS and implemented. All the non-IAS services beware
of the fine print of pay fixation howlers that are in the offing.It will take
care of the rest of the damage that still remains to be caused to them by the
IAS who treat this exercise as one of pure and simple one- up-manship. Dr

suspension for reasons of his security should be viewed in the background of treatment
being meted out to him . His frequent transfers and harassment in every possible

nahin kaunsi duniya aur kaunse north south block kee baat kar rahe hain. The peons
are the most obnoxious and disobedient lot in these blocks. They not only do not
work, but even dare to reply back to their bosses at a drop of the hat, obviously
in most arrogant manner. The opening of rooms, switching on lights / AC and
switching them off, as referred by Kaushal is a myth. 95% officers do this on
their own. If the officer leaves AC on in the evening, in most cases he will find
it on when he returns in the morning. The saahab going for lunch is a rarity and
the fore noon and after noons' work being done in the officers rooms is to be
seen to be believed, when he is struggling with group C staff to type a couple
of letter or notesheets or seeking a much needed cup of tea / coffee from the
actual sahib called peon. By chance if any guest comes (official guest) lo behold,
the mr. peon will usher him in and disappear himself, knowing fully well that
now is the time tea is required. Also 80% of them will promptly leave the office
by 5 pm citing reason of long distance to be travelled to reach home. The other
20% are the ones who consider office to be theri home and hence do the door locking
work, as if it is some act in nuclear technology research. Most of the superiors
prefer to keep quiet thinking "apnee izzat apen haath mein hai". Yes,
Kaushal is correct saying that laxity in peons is due to superiors not disciplining
them properly. Though it is difficult in the begining, my suggestion to all
officers of level of Under Secretary and above is to confront the habitual late
coming, non working, unkempt apperance, unhygenic working etc. by their group
d staff, and take action against them. Once a few of them will get sacked, the
message will go across to all them that they too are accountable and not there
just to collect their salaries. Ofcourse, Govt should take a policy decision
to route out all the entire gr C/D cadre. We really do not need them, including
the drivers. Their salaray can be re distributed to Gr B and A staff, who can
do theri own typing on computer these days. As far as tea coffee water is concernced,
suitable dispensers may be provided in offices where self service can be done.
Believe me Govt will still gain in terms of less use of its space, less telephone
calls (as these people are maximum users of telephone being idle whole day) and
host of other ills (card playing in gardens for one). Drivers are the worst lot
for Govt and most envied by their other C/D colleagues, because these hi flyers
have a vehicle at their disposal all the time, even at home and can get good share
