Commission is a time waste Pay Commission is a time waste, money waste.
Merge the DP-DA. Arrive at a new scale. Srinivasreddy a balanced approach for
the government to handle the 6th pay commission I have gone through remarks of
all section of officers regarding this or that aspect of pay commission. It is
true that people have objected well. Any way, I do not want to waste my energy
by critisising or IAS bashing. Let us think about remedial measures to help political
executive to decide this deadlock. It is election year and government can not
afford to annoy any sizeable section of society and more if it is bureaucracy. All
heads of departments headed by their respective cadre service officers should
be given pay parity of secretary to the government of India. This will make each
and every specialised service officer to feel judiciousness. Group B officers
recruited through civil services examinations should be given Pyramidical status
and scale of joint secretary to the GoI so that their officers may end their career
and contribute some thing at the top level policy making bodies due to their vast
field experience and exposure. Right now, the planning functionaries in the departments
or in the government of India are dominated by high ranking officials who may
be very capable but do not have that experience and wisdom which is achieved only
through field experience living closure to the people at the bottom of pyramid.
In all posts of government of India under central staffing scheme, their should
be clear cut quota and identification of posts for all officers of different services
so that the same is not grabbed by IAS only. At the secretary level also, in GoI,
there should be some quota for specialised services like IRS, IPS etc. Why not
Secretary Revenue should alternatively be from custom or income tax services?
OK , let the IAS hold the finance secretary post but revenue or expenditure like
so many secretary posts must go for other suitable services. Why not in MHA, secretary
internal security or border be from police service? Let only Home Secretary be
from IAS . All FA level additional secreatary posts are held by IAS why? They
are purely technical and financial job and account service officers are most suitable
to hold them. IFS and IAS being equal can live in harmony and do coordination
then why not IAS with other services. The foreign ministry handles issues concerning
all departments of government of India and foreign policy of country is a composite
of all sort of interests of our country. Obviously, IFS and IAS people in all
ministries must be coordinating more than any other service together with IAS
but IAS people have no problem in coordination process with IFS. This means the
logic forwarded by IAS that they have to have superior scale to do their co-ordinational
and integrative role with other services, is false and trick to rationalise their
greed and ego. For group C and D employees, the government should also adopt the
pay model which attract people to feel that their cadre management have not been
left to the winds and if they are capable, they may rise to the level of director
or under secretaries respectively after clearing some sort of examination so that
quality is suitable .it is true that this promotion should be made available not
on the basis of seniority but on the basis of an objective and quality control
exam by the UPSC . Another thing government of India, in the long run should think,
is to down size the bureaucracy. This can be possible by introducing VRS schemes
at 15 years what is available as per 20 years scheme. Officers with chronic system
diseases like heart patients, diabetics,etc should be offered some humanitarian
packages like VRS so that they do not continue in the system as their performance
is bound to suffer and in this way the people of this country and national interest
will suffer. They should be given this VRS package plus something more and told
politely that they have to go on compulsory retirement with voluntary retirement
pension etc. this is very delicate issue but the country is first and moreover
they are being taken care of by pension etc. in the football field we need players
of the best capacity and not sick players who may gracefully sit in the pavilion
with pensionary support and some health support things. The IAS officer only in
the cabinet secreatary post, may get higher than any other service pay scale which
will make the officers of this service feel to be more first among more equal sM
N Tiwari In praise of Capt Rajat Sharma The 1 billion people
of India congratulate Capt. Rajat Rana for maintaining the highest professional
standards in the discharge of his official duties! May his tribe increase and
prosper! The MPs conduct was arrogant and boorish and such people have to be taught
a lesson. It might be a good idea if the Lok Sabha Secretariat had a crash course
in good manners and etiquette for such country bumpkins. The MP should be debarred
from travelling by air. Next time he wants to go to Jedda let him walk on water
accross the Arabian Sea like Jesus. How I wish IAS , IPS and senior Army and Defence
officers showed as much boldness as Capt. Rana when dealing with Ministers and
politicians! In front of Ministers these worthies have their tails tucked safely
between their legs. It is only before the Pay Commission that they start howling,
snarling ,growling and biting each other like dogs fighting over scraps of meat.
Shame on you! Learn from Capt. Rana! D Choudhury Don't get

A promotee IAS officer is definitely ten times better than an IPS officer. Anyday.
Reason, no promotee officer would write the kind of silly letter Vijay Kumar IPS
has penned. He bemoans "unabashed casteism" but betrays the same in
unabashed abundance by referring to a promotee with such uncouth sneer. Only an
IPS can be so idiotically uncivilized. Pay commission has rightly treated the
IPS by offering them what it did. If Vijay Kumar is their champion specimen, they
don't deserve any better. A Promotee Officer There should
be parity The difference between the payscale of IAS officers and other
officers is not a new thing. It was there and has been continued. The suggestion
that all class I officers should have similar pay scales and perks may seem popular
but the fact remains that the IAS is the most desirable and challenging service
as of now. If the logic is that other services also came through the same exams
then why not have same scales and perks and designations for group A and group
B services as well? And finally, all of the officers belonging to other services
did know of the difference when they applied for their jobs. And took their choices
or accepted their position. Now why cry? Let us have the courage to face the
truth that the services were never equal. Partha Sarthi Sen Sharma IAS-IPS
and IRS I have been following this site and the row over the higher pay
the IAS officers enjoy as compared to their (step?) brother officers. Well, the
IAS officer sleeps well at home, secure and comfortable due to the Armed forces
and the IPS. If the IAS is safe and surviving in Jammu and Kashmir, Nagaland,
the North East, Naxalite areas all over the country (Andhra, Bihar, Chattisgarh
et al), it is due to the services of the IPS. The IAS officer is paid his (higher)
salary out of the funds generated by the IRS, he runs around in his red/blue/yellow
beacon light cars funded by the income tax, excise and customs duty collected
by the IRS. Still he feels that the job he does (providing clean drinking water,
schools, healthcare) far less adequately than the IPS and IRS do theirs deserves
more pay than the IPS or the IRS! Defies logic. A K Singh Ram
Kumar may be well advised to peruse carefully the demands of officers from the
IPS, IRS, IAAS, IRTS and Group A services: it is not higher scales than IAS officers
but merely the same scales as them. And why not? The extra increments granted
to IAS/ IFS officers are a throwback to the days in which the IAS/ IFS had five
papers, the IRS/ IAAS/ IRTS three and the IPS two. This system of examination
was abolished in 1979. The 4th Pay Commission also accepted that the gratuitous
advantage had to be phased out and made a beginning. But instead of continuing
to do so, the Empire keeps striking back, now the IAS (and even their promotee
officers) will draw the pay of Joint Secretary to Government of India in 14 years
and Services like IPS, IAAS, IRS, IRTS will get it in 20 years. By what logic?
Perpetration of injustice cannot be cloaked in sophistry. And comparing the IPS
with the PCS is an affront to anyone above sub-optimal intelligence. Vijay
