MCGM registers record earning from Octroi

The Central Board of Direct Taxes(CBDT) has ordered for immediate repatriation of Manoj Joshi to the CBDT.Joshi who is an Indian Revenue Service (IRS) officer of the 1987 was on deputation with the 6th Pay Commission.

Very complicated report
The report of sixth pay commission is very complicated. The pay fixation on appointment & promotion is not only very complicated but disappointing. Employees who have joined or promoted after 01.01.2006 will not get any benefit from this report. I expect that the issue of pay fixation on promotion/appointment will be revived properly.

Such issues should be delegated to independent body
One of the most important grouse against 6 PCR is disparity maintained and extended between IAS and other services which are as important as IAS. It is surprising that a new committee is being set up to review the report headed by Cabinet Secretary and other Secretaries. How can any body expect justice when the judges are the highest beneficiaries of the report. It is high time such issues are delegated to an independent body rather than this façade.

Where is the parity for Indian Foreign Service?
The 6th Pay Commission has in its recommendations mentioned about the continued parity between IAS and the Indian Foreign Service (IFS). Isn't it only an eyewash when the officers of the IAS get SAG in the 14th year of the service whereas the officers in the IFS have to wait for another six years to get the same financial parity. Therefore, when an IAS officer comes on Central Deputation, his pay is protected and an officer in IAS junior to his colleagues in IFS draws a much higher salary. This becomes more pronounced when both of them are on deputation to the same ministry. How is this discrimination going to be fixed? In fact, why only IAS, there are other Central Services and AIS whose officers get the financial benefits of SAG much earlier than those in the IFS. I hope the IFS Association is looking into the possible way forward in this regard.

Pakistan Intelligence Bureau
Whispers has reported the appointment of Tariq Lodhi as Director General of Pakistan's Intelligence Bureau (Whispers 14th April 2008). Lodhi's appointment shows the manner in which the newly empowered group of politicians in Pakistan is taking their country's bureaucracy for a joy ride.
Like our very own IB, officers in the IB (P) are drawn jointly from the PSP (Police Service of Pakistan) and the IB's own cadre officers. In the agency's internal hierarchy the DG (who is almost invariably from the PSP) is followed by some Joint DGs below whom are placed the DDGs. The Joint DGs and DDGs are from PSP as well as from IBs own cadres. Tariq Lodhi, an IB cadre officer who has been elevated to the post of DG is presently only a DDG. Nearly half a dozen Joint DGs (three each from the PSP and the IB cadre) are in position superior to Lodhi's. Another 5 or 6 officers are DDGs like Tahir but they are also senior to him as they were promoted to the DDG's scale (BS-20 of Pakistan) prior to Tahir. It is thus a strange phenomenon that these officers to whom Tahir Lodhi was subordinate till Saturday will suddenly have to start reporting to their new DG Sir Tahir Lodhi Monday onwards.
Another important Police appointment cleared along with Tahir Lodhi's which perhaps has gone un noticed by Whispers is that of Dr. Shoaib Suddle as the IG of Karachi. Dr. Suddle presently the DG of Pakistan Police Bureau has a Ph.D in Criminology from Cardiff and an equally impressive professional reputation. He is however one of the accused in the case of conspiracy for the murder of Murtaza Bhutto, brother of the Late Benazir Bhutto. A co-accused in the same case is none other than the illustrious Asif Ali Zardari who has since been cleared of the charge. Dr. Suddle, the new IG appointed reportedly on the instructions of Zardari is however yet to be extended a similar dispensation.

The IAS is the majority 'caste' in Civil governance of our country. They head almost all the departments and take decisions on crucial matters reg. other services also. They are close to politicians at all levels. The system does not provide any competition to IAS or restrains the vested interest.
