FORUMPlease
restrict to Sixth Pay Commission I have read with great disdain the comments
of RK that certain services are corrupt and others are not. The perception is
a created one. So dear friend let restrict to Sixth Pay Commission and not astray
to broader socio economic problem prevalent and society so in the services. Shantanu
Ghosh Allegation against IAS not correct For those cribbing about the
alleged pro IAS bias of the 6th pay Commission, let me provide a reality check.
First, the constitution of the Commission is overwhelmingly oriented to the Central
services both in the Secretariat and among the members with one member being a
retired IAAS officer and the secretariat being packed with central service officers.
Regarding the IAS's edge, this has existed from the first pay commission onwards
and is retained at the below SAG level only to ensure that District Collector's
leadeship role at the field level is recognized. The present Commssion has in
fact diltued this edge by removing it from the pay scales and putting it in the
grade pay that too at a measly Rs 700. I am sure every IAS officer can agree to
give up this edge- let the armed forces officers give up their free rations and
canteen facilities and our IPS colleagues their orderlies. These uniformed services
who are doing unbridled trade unionism about the report do not realize that their
real edge is much more as the XLRI report on cost to government of these services
details. Finally, for the cribbers from the central services, the pay commission
has spoken of a new more open deputation policy which will allow group A services
to compete for deputation posts at the SAG and above levels without being empanelled
and presumably without having any experience in these departments at the field
level. That is quite a bonanza, isn't it! As my rejoinder makes it clear, perpetual
cribbers become bores and that is what some contributors are becoming, sometimes
without even reading the Commission's report. The other suggestion I have is more
radical. With our country reeling under inflation and farmers under debt, why
don't all civil servants forego the Pay Commission's hand outs or at least the
arrears. May be the wider public will then appreciate public servants for a change
and not see the term as a joke! An IAS officer Imperial to the core; The
comments of M N Tiwary are highly appreciable. Please continue. But the comments
of promotee IAS officer smacks of existence of imperialism and colonialism till
date in our system. We should do away with such tools of executive who start thinking
of themselves that they are the government. Ashwani-IPS Do not post objectionable
comments I strongly object to and denounce unrestrained comment with un-parliamentary
overtones by "a promotee officer" in regard to Vijay Kumar and the IPS.
I hereby request the esteemed editor of this popular site to not to post such
objectionable comments more so when it is personalised as well as generalised
against any entire-service. Forum of this site is meant for constructive debate
and discussion and not for mudslinging and belittling each-other. The "promotee
officer" must have responded with concrete facts and logic if he had any
view contrary to Sh. Vijay Kumar. I hereby ask the "promotee officer"
that can he cite any feat of achievement in the field of administration by the
promotee-officers, of course including himself? Can he name any of his peers who
has excelled in the field of profession? If yes, than that will be a reply with
substance as well as in the good interest of discussion here on this site. Sir,
we here not to count whether promotee officers are ten times better than IPS or
twelve times better. Kailash Ratnoo, IRS No representation to IRS The
Biggest Group A Service IRS is unrepresented in this, while the smallest organisations
are well represented P S Singh Promottee and RR I agree with the
view that promotee officers into the IAS or any other service need not be given
the same pay and perks as the RRRs or Really Regular Recruits. Due to lobbying
and the resultant political pressure there has been a promiscuous increase in
the number of entrants from the ranks. In Haryana ,PCS officers are absorbed into
the IAS in just 4 years. This scandalous practice is followed in some northeastern
states also, especially Manipur. Such promotees loudly proclaim to the world that
they are IAS officers. Their strutting around is vulgar in the extreme and their
vulgarity is equalled only by that of the Reserved Category upstarts. D
Choudhury Let the GoM decide Let a GoM decide the issues raised by the
IPS association and not the same old people who have drafted the 6th Pay Commission
Report in the first instance. AK Singh Take up the case in judiciary
and media All this cribbing about the 6th pay commission recommendations
on this forum, while good for letting out frustrations, will not result in anything.
Since the pay commission or political masters are not sensitive to the concerns,
how about judicial forum and courts? If someone with good analysis and evidence
takes it up, and media follows the process, there would be better chances of change.
Personally, I think higher bureaucracy positions should be not limited to any
particular cadre but should be open to competition both from within the government
and also outside it. S Singh Do we need the post of CS ? Do we
really need the post of Cabinet Secretary or Chief Secretary. All the secretaries
report to their respective ministers and ministers in turn reports to PM or CM. T

Aaj
Ki Aawaz There's always been on Prime Ministership a Quota in
Congress!!! No surprise that to make Rahul India 's next PM Congressis karr
rahe hai press! Does Congress feel that by projecting Rahul as PM it will gain???? And
votes ki hoegi rain! Does Rahul feel that he's ready to take on this responsibility???? To
become India 's PM does he feel he has the ability??? These questions they'll
have to contemplate on!!! Contemplation by both Mother and son!!!! But aren't
they putting Rahul into the spotlight at the wrong time????? Because anti incumbency
has coated Congress with a lot of grime!!! Grime that in my opinion cannot
be washed away!!! For its poor performance Congress will have to on the electoral
front pay!! And I'm not too convinced about the line being taken by Allies!!! Knowing
their past stands this support for Rahul could just be a pack of lies!!! One
thing is for sure post next elections Allies still have power ke hopes!!!! Congress
will be left standing as with UNPA one ally after the other elopes!!! And matters
get even more puzzling because Rahul himself wants a Dalit Lady for PM's post!!! Or
is this just a vote getting boast???? If Priyanka wanted to achieve closure
in her Dad's death so be it, To meet Nalini she showed a lot of grit!!! She
says she's above violence and hate!!!!! Rahul supported her and the same he
also did state!! Priyanka think about all the 1984 riots victims who want a
closure too!!! But in the face of Congress protecting the riot's protagonists
don't know what to do!!! Priyanka just visualize their pain and helplessness, And
don't forget it was your Dad and now your Mum who have put their lives in a mess!! Wouldn't
Priyanaka and her bro be filled with hatred if Rajiv's assassins walked free???? And
everyday their mocking faces they'd have to see???? Don't you feel that Commies
stand on inflation is one big farce or sham!!! Commies care just for power
they are enjoying and for inflation they care a damn!!!! Because if they really
cared they'd have pulled the plug!!!! But hands cannot pull the plug as with
both hands are clasped as power ko karte hai hug!! Now PC is damning high oil
prices and booing!!!! The spurt in prices in many ways is his doing!!! Had
he listened to the alarm bells and not been so fixated with growth, He could
have ended up handling both!!! Now inflation is going up and growth will take
a beating, So now on rising oil prices why is he indulging in chest beating??? And
then we have an economist PM who is fixated on growth and obeying CP!!!! In
Congress circles Congress President is how they decipher CP!!! Rahul Gandhi
is called RG...RG going to CP does not mean he's going to Connaught Place !!! But
going to Congress President's or his Mom's place!!!! What should be Manmohan
Singh's code
.MS or Mr. Substitute???? Don't we all know kyon Manmohan
ko kiya Sonia ne PM post ke liye institute!! As the IPL commencement dates
draw near!!! Team owners are filled with fear!!!!! From where is the revenue
going to come is what is worrying them sick???? Now running expenses will light
the other end of the candle's wick!!! On one end the cost of players has already
lit the candle's wick!!! So time is money or money goes out with clock's every
tick!!! Confucius says
.. You can say IPL is on the bleeding edge!!!! Balanced
precariously on a ledge!!!! Bharat Kumar aaj_ki_aawaz@yahoo.com CORPORATE R.S.Sharma
