I have read with great disdain the comments of RK that certain services are corrupt and others are not. The perception is a created one. So dear friend let restrict to Sixth Pay Commission and not astray to broader socio economic problem prevalent and society so in the services.

Allegation against IAS not correct
For those cribbing about the alleged pro IAS bias of the 6th pay Commission, let me provide a reality check. First, the constitution of the Commission is overwhelmingly oriented to the Central services both in the Secretariat and among the members with one member being a retired IAAS officer and the secretariat being packed with central service officers. Regarding the IAS's edge, this has existed from the first pay commission onwards and is retained at the below SAG level only to ensure that District Collector's leadeship role at the field level is recognized. The present Commssion has in fact diltued this edge by removing it from the pay scales and putting it in the grade pay that too at a measly Rs 700. I am sure every IAS officer can agree to give up this edge- let the armed forces officers give up their free rations and canteen facilities and our IPS colleagues their orderlies. These uniformed services who are doing unbridled trade unionism about the report do not realize that their real edge is much more as the XLRI report on cost to government of these services details. Finally, for the cribbers from the central services, the pay commission has spoken of a new more open deputation policy which will allow group A services to compete for deputation posts at the SAG and above levels without being empanelled and presumably without having any experience in these departments at the field level. That is quite a bonanza, isn't it! As my rejoinder makes it clear, perpetual cribbers become bores and that is what some contributors are becoming, sometimes without even reading the Commission's report. The other suggestion I have is more radical. With our country reeling under inflation and farmers under debt, why don't all civil servants forego the Pay Commission's hand outs or at least the arrears. May be the wider public will then appreciate public servants for a change and not see the term as a joke!

I strongly object to and denounce unrestrained comment with un-parliamentary overtones by "a promotee officer" in regard to Vijay Kumar and the IPS. I hereby request the esteemed editor of this popular site to not to post such objectionable comments more so when it is personalised as well as generalised against any entire-service.
Forum of this site is meant for constructive debate and discussion and not for mudslinging and belittling each-other. The "promotee officer" must have responded with concrete facts and logic if he had any view contrary to Sh. Vijay Kumar.
I hereby ask the "promotee officer" that can he cite any feat of achievement in the field of administration by the promotee-officers, of course including himself? Can he name any of his peers who has excelled in the field of profession? If yes, than that will be a reply with substance as well as in the good interest of discussion here on this site. Sir, we here not to count whether promotee officers are ten times better than IPS or twelve times better.

I agree with the view that promotee officers into the IAS or any other service need not be given the same pay and perks as the RRRs or Really Regular Recruits. Due to lobbying and the resultant political pressure there has been a promiscuous increase in the number of entrants from the ranks. In Haryana ,PCS officers are absorbed into the IAS in just 4 years. This scandalous practice is followed in some northeastern states also, especially Manipur. Such promotees loudly proclaim to the world that they are IAS officers. Their strutting around is vulgar in the extreme and their vulgarity is equalled only by that of the Reserved Category upstarts.

Take up the case in judiciary and media
All this cribbing about the 6th pay commission recommendations on this forum, while good for letting out frustrations, will not result in anything. Since the pay commission or political masters are not sensitive to the concerns, how about judicial forum and courts? If someone with good analysis and evidence takes it up, and media follows the process, there would be better chances of change. Personally, I think higher bureaucracy positions should be not limited to any particular cadre but should be open to competition both from within the government and also outside it.
