I think the debate should stop. All of us should think of the poor man on whose cost we are taking the salaries. Before joining every officer is supposed to know his responsibilities and the perks he gets. By virtue of ones rank, the services were allotted. every service can ask for better pay. But should not compare with other services.

No wonder a man sitting in Dhaka thinks so, perhaps someone sitting in Islamabad will also think alike. Sudipto appears to have joined the discussion rather late. He is also unaware of the fact that IAS has state quota of promotions apart from usual SC/ST/OBC reservation quotas. As such, which race is he talking of-or does he propose different pay-scales for different modes of entries ? Number of officers make it to the IAS in third attempt and get no AIS in the first two attempts-would you propose lower scales to them?

Going by this logic of Sudripto Roy, second preferred service should have second pay slab, third preferred should have third and so on. Why this logic starts and ends with IAS only. Is it so because they enjoy the status of Husband-wife relationship with the politicians.

Absurd Logic to give IAS higher Pay
The logic that IAS is given preference in exam and so deserves higher salary is absurd. We all are aware that IITs, IIM Ahmedabad are the first choice for any engineering/MBA aspirant out of school and AIIMS for any medical aspirant, does that mean that only IITans/IIMA graduates can becomes CEOs and AIIMS students become Head of Departments. These people have to prove themselves continuously throughout their career. Unfortunately, IAS do not have to prove themselves and most end up becoming deadwood very quickly in their careers. They fire from the soldiers of the Central Services and State Service officers.
The irony is that, the Army on the other hand have defended our borders and won wars, the IRS have collected record amount of Tax. The Railways function smoothly despite all the difficulties.

At particular rank we are treated equally
After the Pay Commission submitted its report, a hot debate has started as to whether the IAS Officers deserve a better deal or not. The most ardent supporters of the IAS lobby say that since they have to pass a difficult examination and the type of duties they have, they need a preferential treatment. Passing a difficult examination is not an indication of intellectual superiority. It all depends as to how well one has prepared for that examination. It is an established fact that most IAS officers belong to well to do families and their parents grind them well for preparing the examination and so they pass the exam. As regards duties, it is not the case that all IAS officers are doing well in their positions. There a lot of promotees in IAS and IFS who have not passed the IAS exam but they are also performing equally well. Performance has nothing to do with the IAS exam. ? So, stop talking about IAS supremacy. Once one reaches a particular rank, all are to be treated equally within that rank. Within the same rank some cannot be more equal than others.

There should be fairness and justice for all
To avoid perversion, discrimination and degradation in the matters of government, we should not depend on a ruler/king who may be philosopher and very intellectual but on the rule of law, was the belief of Aristotle. To be very much academically qualified does not necessarily mean that the person will definitely be virtuous. Of course, intellectually sound person is equally necessary for the system to add vision in its dynamics. What is required is dedication, honesty and the most uncommon thing i.e. common sense. Akbar the great was not so educated but had strong vision resultantly a great administrator. Aristotle became a great champion of constitutionalism and rule of law because he knew the fallibility of human nature what so ever intelligence he has or had.
I am sorry to say that our bureaucracy which boosts to be very intelligent and academic has totally failed not only in making the vision for India but also in its implementation. For this thing, I don't blame politicians, because their stay in power is not so long but a bureaucrat can not say this. See the DDA or MCD in Delhi; they have always been headed by IAS officers. These two agencies are single handedly responsible for the vision, growth and planning of metro city like Delhi. But what has happened to our city? We all know that the vision and development of city like Delhi has proved to be worst. In fact, these two departments have contributed only in negative terms to Delhi for all those purposes they have been meant for them. It is this leadership for which IAS people claim to be kept higher to all. What is the basis of their claim except that one lucky exam? If IAS people can not plan and develop capital city of India, we can very well know what they can and have done for the whole India. We will have to look alternate system of accountable bureaucracy and not post grabbing monopoly of IAS for no benefit to our nation.

My intention was to say that intelligence and intellectualism will never be infallible till the governance of the state is under rule of law and no body above law.
As IAS people are always judge in their matters so far as their structuring of service superiority is concerned but this is against principles of natural justice. No one should be judge in his own matter or dispute. To keep other services lagging behind and to maintain their superiority, they (IAS) always have been sitting in the chair which decides their matters. This practice needs to be cut. The issues of bureaucracy which might have intra bureaucratic ramifications must be either decided by a political or expert bodies keeping the entire process totally insulated from IAS or other services to make an objective study and improvement. The claim of superiority by IAS only on the basis of an examination gives them no absolute right to have superior career and pay etc all the time in their life. Only happened to be one time superior intellectual is not a guarantee for a perpetual intellectual superiority in everything throughout in the life. A virtuous bureaucracy is an equal necessity. The government must make adequate laws to regulate the career profiles, central staffing schemes, DPC, pay grades etc. and should not leave these things to be framed by IAS officers who will always be subjective in framing these rules in their favour. This "rules culture" gives IAS very much power to manipulate things escaping from legislative and executive. Their must be an elaborate and enforceable law passed by parliament to define each and everything of bureaucracy and only parliament should have power to frame those rules needed in continuation of that law so that IAS people remain away from this process. This will ensure the fairness and justice to all.

PM must take stand
I have been taking keen interest in the debate over the Pay Commission recommendations. Generally , the non -IAS officers have been sniping at the IAS.
Whether as service deserves a better pay or not has to be seen in the background of the efficiency in delivery by the service.
In the recent times, if we are to see what the country has been proud of we can list out the following:
i) Telecom- Sam Pitroda generated this evolution and he is not an IAS officer
ii) Software- Fortunately there was no Government intervention in the incipient stage and naturally no IAS officer was involved.
(iii)DMRC- This is strictly in the hegemony of Sridhiran and other Railway officials.
(iv) Bumper tax collections- No IAS officer is involved here too in the tax collection mechanism etc
This is especially jarring in the backdrop that today in the top -50 of the civil services merit list the service of choice of all is not the IAS. People have panned out to IRS /IPS/IC&ES. Then why this differentiation in pay scale to this 'know all' service called the IAS.
It is high time that the academician in Manmohan Singh stands up and takes a stand .

Empanelment is the biggest joke
It amazes me that people talk of service. One should talk of how the best person could be appointed to a post esp. in GOI. Empanelment is the biggest joke in the name of merit. If this is corrected most of the aberration sin the system will be rectified in due course of time. It is not a secret that after 20 years of service, 70% officers become useless and this is uniform all across the services including IAS.

Rejoinder to Roy's argument
This is apropos Sudipta Roy's argument that the IAS deserves a slight edge since 98% of civil service aspirants give IAS/IFS as first preference; secondly, marks in the Civil Services exam are like timings in an Olympics. Going by this logic should we say that the pay scales should be decided for different services in order of preference with as many pay scales as there are services. Also whether within the services pay scales should be decided in terms of marks. So, you should have a system where IAS gets higher pay than IPS, which gets higher pay than Customs and so on and within the same service the gold medallist gets more pay than the silver medallist, who gets more pay than the bronze medallist. How far can you take this logic Mr. Roy from Dhaka. Fortunately none of the Pay Commissions have been as stupid to put forward such a silly logic. Higher pay can only be justified in relation to job challenges that the service faces and other facts. Does Mr. Sudipta Roy know of any police force in the world that has sacrificed more than 10,000 officers in the last decade. About 30 IPS officers have been killed. Many have been injured and hundreds have been awarded gallantry medal. Police does not want mercy or parity, neither are we jealous of any service. We resent the pay commission report since it has ignored facts of our sacrifice and succumbed to silly machinations.

Role of services
Role of Services:- Sixth CPC has brought an evaluations on role and functions of different services and rewards in relation to 6th CPC recommendations. When seen in retrospect the role major AIS in nation's development is seems to be dismal. The major reasons for lack of developments and backwardness of Indian people should be attributed poor administration and lack of implementation of development projects. If this is taken as a yardstick the AIS can claim only very poor track records. Just carry forward the colonial rules and regulation has been considered their sincere duties. It has been uniform all over India. The small difference here and there may be due to political boss. Therefore the AIS can't claim higher rewards for their services. Common man's lack of faith in the system shows the poor records of these services. How many of them can claim good records except continuance of colonial practices. Except for the first decade of independence no AIS can claim to have any role in development of system of development oriented administration both civil and police in any of the Indian states, when they were enjoying all the privileges which was denied to a vast majority of Indian masses. On looking back they have very little to claim. So what for these people has to be rewarded, except for perpetuating the old practices. Still an Indian can't be proud to have a responsible administrative system on which he can rely upon. Everywhere the delivery is uncertain. All institutional mechanism has been corroded. Some of the Panchayat level institutions has been shown wonderful development. On the other hand any institutions upwards which are generally headed by an AIS officer can't have anything to claim as sample of responsible administration from small muncipalities to big corporations! In this respect a vast majority of Central Services has proved to much effective despite working within limited space given by AIS bosses.

Pay Commission and Engineering cadre services

This refers to the raw deal meted out to group A engineering cadre services of government of India by the sixth pay commission and designs to annihilate such cadre services.
Indian railways has been consistently earning handsome profits over many years now due to the stellar role played by its engineering service cadres. However, the pay commission has only to mention that the railways is to be corporatised and hence no comments!
Telecom commission of DOT is proposed to be considered for winding up since its relevance is gone according to pay commission. This, despite the fact that growth rate of telecom sector has galloped to 25% due to a vibrant telecom commission!
The major engineering cadre service of DOT viz, ITS, which is the mainstay of DOT today, is emphatically proposed for abolition! All these, despite justification for new engineering cadre services like Indian ICT Service.
The pay commission however says that, as the Indian postal services is deep into business development, the postal board is to be expanded. However, it's well known that the status of business-development of postal services run by the department is nothing less than woeful. Not a single new business launched, has taken off.
Summing up, a cursive reading of the report would reveal the systematic designs for annihilation of engineering service cadres of the Govt of India across the board, with calculated motive for reinforcing the myth of superiority of general civil services in the ICT era!
Can you save a country where generalists call the shots in a Cyber war, just like country going to war without Defence services? Network security is an agenda worldwide and essential for securing all kinds of infrastructure in our country too. Stopping of engineering cadres like ITS is not justifiable at all.
No doubt, vested interests were part of the pay commission, as its members and also as serving support officers.

We should remain civil in all situation

I welcome the views expressed by Partha Sarthi Sen Sharma. As a civil servant it is my humble duty to be civil in all situations. Fight for justice should not degenerate in to hatred for someone. As we all belong to the same society, we are basically similar. Every service including IAS has a number of excellent persons who stand for justice. The better pay and perks to IAS has its origin in the evolution of different services. As the situation over time has changed, there is demand for a review and parity. Today, the gap between the IAS and ISS is about 13 years. ISS officers with 25 to 26 years of service are still Directors in the scale of Rs.14300-18300 where as IAS officers with 14 years of service are Joint Secretaries. Other group A services are between IAS and ISS. ISS Association (EC) has already submitted its solution to these problem to all concerned. We just hope that the Government will take appropriate measures to ensure parity as well as harmonious relationship in the bureaucracy.

I am surprised at this debate of IAS vs others.. If IAS is not the superior service, why does everyone gives IAS its first choice in the Civil Service Exam. Ask all the IPS/IRS officers who are writing against supremacy of IAS, what was their first choice. At least I want to become IAS, and not IPS/IRS.

An IITJEE rank 10 got 210 . All others go in the same way. Please someone sitting at the helm take note. Why this injustice for taking science in civil services?

We got to understand the Chinese view about Tibet. Are the Chinese and the Tibetans not from the same race. Some one should tell us. If China claims Tibet a part curved out of China ruled by a Religious Leader-cum-King what good it was bringing to common Tibetans. The most Tibetans who fled during Chinese occupation were the cronies of this Dalai Lama and were in comfortable position before the so called occupation. They had come out from the Land Locked country, got educated by reiterating anti-China pitch, it suited American, got support and money. India doled out money in our land to further the cause. Is it desirable to keep a person in our land to launch an attack on the Chinese. We must not forget the Train connectivity China has done with Tibet to bring it closer to China. A thousand dalai lama could not have done this and the region would have remained poverty stricken, illiterate. At least there is now hope of development. Please do not forget that where ever in British Raj the Kings used to have Privy Purse are the regions in India most undeveloped and poor till today. The kings never did any development like Orissa, MP, Rajasthan & J&K. So Dalai Lama is no different.

Executive Directors for a brainstorming session on 5th April, 2008. The meet was postponed to 12th April and converted into reunion and lunch.
Again the meet was postponed to 26th April and again the so called reunion has been indefinitely postponed. While SK Chaturvedi is very keen to meet the retired officers, SK Garg does not want to face them for obvious reasons - non performance. Will the new minister of state for power
please look into this?
