the CBDT sitting on the file ? In a strange move and after pestering the
UPSC to hold the DPC of about 50 officers for promotion from Additional Commissioner
of Income Tax to Commissioner of Income Tax, the CBDT is sitting on the file and
not forwarding it to the ACC inspite of expiry of over 2 months of obtaining the
approval of the Finance Minister. The excuse dished out is the heavy workload
of the officers in Ad-VI. The real reason is the inefficiency and mis-management
of a middle level officer in CBDT who is on borrowed time . Manas Could
we debate empanelment debate on this site ? An analysis of shortlisted
officers as shown on the site on 18th/19th March reveals that some states have
fared much better than others. If you look at the number of officers in a cadre
and those empanelled, it is fairly clear that some states have outperformed others
by a wide margin. For example Kerala (3/3), AP (3/4), UP (14/19) and MP (3/4)
have more officers in the panel while J&K (0/3), TN (2/8), Gujarat (2/7) have
comparatively lesser officers in the panel. It is well known that officers in
some cadres (e.g. UP) get glowing ACRs while in others, the ACRs are written in
a conservative tone and tenor. Could that be a reason for this imbalance? Could
the process of empanelment not be more transparent so that the officers get to
know the reasons both for empanelment and non-empanelment? Could we debate

was interesting to read an Article titled "The other caste system" by
Abhinav Kumar, Superintendent of Police, Crime and Law & order, Uttarakhand
in the Indian Express dated 27th Mar'2008. I am impressed by the intellectual
honesty of the Officer and forthright manner in which he puts across his point
of view. However, I am tempted to ask whether the views expressed by the officer
are spontaneous reaction by him or have they been sponsored by the powerful IPS
association to advance their own cause?
2. Nevertheless, it was really
good to find an officer of the Indian Police Service honestly conceding (albeit
in pique) that the IPS today is not in a position to serve as the guardians of
public interest. It is indeed true that once the Indian public starts demanding
accountability from services like these that will be the end of repression and
daily ignominy that the Police heap on the poor masses. Why only poor masses,
even the elite are afraid and suspicious of the Police. Recently the father of
a friend of mine who is a DIG in one of the Central Paramilitary Forces (He belongs
to the original cadre of this organization and not an IPS Officer) was invited
for an interview to a Door Darshan station. He met a young well educated news
reader in the studios. After exchange of pleasantries, the young girl stumped
him by asking "Sir, Police wale acche bhi hote hain"? The officer told
her that he was not a Police officer and belonged to that particular CPMF. Her
answer stunned him further when she said " Aap isiliye itni acchi tarah bat
kar rahe ho. Police wale to kabhi sidhi tarah bat bhi nahin karte." On being
asked for the reason for this impression about the Police and whether she had
a bad experience? Her reply was "Police wale to kharab hi hote hain who kabhi
acche ho hi nahin sakte".
3. Why that perception? Why is Public
so suspicious of Police? Is it only the constabulary at the beat level which is
responsible for the lack of trust in Police? Isn't the leadership provided by
the elite of IPS (sic) responsible for the rot? I will go to the extent of asking
the Officer whether the IPS is really interested in ensuring uprightness amongst
their subordinates and whether they are doing enough to ensure that all measure
are taken for effective maintenance of Law and order? I am afraid that the answer
is a big negative. The Police leadership i.e. IPS has continuously failed to deliver,
but, it wants to retain its hegemony. Abhinav Kumar may think the IPS worthy of
appreciation, gratitude and dignity, but, the public thinks differently. I am
reminded of a couplet and it would be apt to reproduce it here. "Mujhe tum
apni babat jo bhi kah lo man leta hoon, yeh duniya to tumhari dastan kuch aur
kahati hai." (I will accept whatever you say about yourself, but the world
tells me a different story")
4. The sole reason for the officers'
ire against the 6th CPC is because he feels that the IPS has been discriminated
against by it vis-à-vis IAS. The IPS has been shouting from rooftops for
so called equality with IAS. It would be interesting to find out the extent of
perceived discrimination suffered by the IPS vis-à-vis IAS and it would
be even more interesting to find out the extent of caste system perpetuated by
this very IPS on the officers of the Central Paramilitary Forces. Shashank It
is an emergency A few disgruntled elements in bureaucracy can always be
handled, but if most of the Services start feeling of getting a step motherly
treatment or being left out like orphans, it's an emergency. If this problem is
not addressed immediately, we would fail to capitalize on the gains and the country
would go only that far and that to slowly. I am sure, all would agree that the
interest of the country is above that of anyone else. Any effort of bringing any
kind of exclusiveness, for any particular service, done howsoever successfully,
would only have a dragging effect on the governance. The question is, can the
country afford that at this crucial juncture? When the country is on the threshold
of becoming a World Power and a Word Leader, in order to ensure that to become
a reality in near future, an "out of box" review of the structure of
Civil Services, after shedding aside the colonial baggage, is an absolute must.
It is suggested that, instead of having so may services of different types, the
Civil Services may be divided into those which perform "sovereign" functions
and those performing "Service" function. Also, it is required to be
ensured that the relationship between the two has to be based on mutual respect
and harmony. Viney Kumar Paul There should be close scrutiny i
am reading with a lot of interest the various comments regarding pay commission
especially with reference to parity with IAS and other all India services. While
we have to concede that all India services are elite services which need to be
given better pay than compared to other services , the major problem is that the
domain of action of the IAS has spread to all sectors of government. That is to
say that instead of confining themselves to the Ministries and departments , even
outside posts which are in other attached subordinate offices , public sector
undertakings have come under the domain of IAS instead selecting officers for
manning them through open selection. This is done by issuing notification under
Rule 9 of pay rules of IAS and equating these posts with similar post and scale
in the service. There needs to be a closer scrutiny and check regarding the posts
which are equated under the above rule so that officers from other services can
also be considered. Sridhar See the reality It is an
incontestable fact of life that the difference of a split second makes an athlete
a medal winner and the others as also ran. However, in the given context, the
analogy besides not being apt also appears to be fundamentally flawed and fallacious
in the extreme. The higher rank obtained by an individual in the civil services
examination is only vis-à-vis the other competitors who have also qualified
in the same examination. Therefore, while giving the rankers their due, the achievement
cannot be raised to the level of an eternally absolute virtue that is invariant
across time and space. In the prevailing milieu, the benchmarks of performance,
efficiency, service delivery, accountability, responsibility and superiority (!)
are being constantly rewritten and these are competing against themselves. Therefore,
the hark back to a static rank that determines and justifies the notion of infallible
superiority and that is also held as constituting the claim to an accelerated
career progression appears to be more in the nature of chicanery than rational
justification based on objective criteria. The arena of sports has always
been fiercely competitive. Every sportsperson has to constantly prove herself/himself
at each level and against every one else in the field in myriad competitions.
It is simply not possible for either an individual or a team to rest on one's
momentary laurel for an entire life time. India established its supremacy in world
hockey by winning not just one gold medal at the Olympics. The victory had to
be reinforced by maintaining the winning spree in successive Olympics. However,
the subsequent fate of the erstwhile world champions is before us to rue. A Jesse
Owens, Mark Spitz, P.T Usha, Milkha Singh or Rajya Vardhan Singh Rathore competed
in their respective disciplines not for the love of Gold, per-se, but essentially
for the pride of the nation they represented. Moreover, their elevated status
made them more mellow, mature and humble. They did not construe it as an entitlement
to lord it over their fellow sportsperson in all other disciplines. In any case,
they had to undergo a tiresome grind every moment of their sporting career. Their
glory is not a reflection of a single win in a one off event. The Prime Minister
of the nation is only one among equals. The respective Chiefs of the Defence Forces
are basically soldiers to the core (It is a different matter though that the present
day Generals also appear to have fallen in the trap of emulating all that is venal
in the civil bureaucracy!). The Captain of any successful team is primarily a
leader who inspires and leads its members by personal example. As individuals,
all the above may have personal failings. However, the supremacy of the office
they hold and the authority that they wield is seldom questioned. At the same
time, they are held absolutely accountable for any lapses, whether real or perceived.
In sharp contrast, by common admission, the much hyped steel frame has been thoroughly
corroded. Yet, the super achievers who profess to have taken on them the mantle
of upholding the rickety frame absolve themselves of any responsibility in this
regard. They seem to be governed by a different morality whereby they feel called
upon to perennially justify their self proclaimed superiority even when objective
conditions have put paid to that belief. Worse still, the so called super rankers
(Medal winners!) and the so called 'also ranks' have to more often than not work
in close cooperation (!) with each other as members of the same team. However,
individual exceptions apart, the irony is that while they believe in belittling
and humiliating each other for their supposedly superior professional accomplishments
(or lack of it) and run down each other's contribution, they feel no compunction
in prostrating themselves in front of the ultimate powers that be-the political
masters-who are by and large still uncouth, illiterate, uneducated and are widely
perceived to be vile and corrupt to the core. Interestingly, so possessed is this
coterie of super humans, with the political class co-opted into it, of its omniscient
status that even Nobel Laureates are on record as having refrained from offering
policy advice to it. What purpose and whose interest does such superciliousness
serve is anybody's guess. History is replete with examples of how not only individuals
and interest groups but nations, empires and entire civilizations, which fancied
themselves as superior on account of their self inflicted belief in omnipotence,
hence, did not see reason and chose to insulate themselves from reality were wiped
away unwept, unhonoured and unsung. The glaring anomalies backed by weird justification
that have come to light in the report of the Sixth CPC are a stark reflection
of the inability of the superior credential holders to come to terms with reality
and see the writing on the democratic wall. On the other hand, that various service
associations, aggrieved at the recommendations which have gone against their interests,
have had to approach the Congress Party President for seeking redressal, is a
more telling commentary on the evolution of and of our faith in the democratic
(!) institutions of good governance. Amen! Sudhir Kumar Rectify
anomalies It is now clear that the pay commission is only meant for IAS,
IRS, IFS and all other group A officers. The Commission is entirely ignored the
lower classes without any mercy. I do not know the reason why the lower classes
are ignored. They are not a part of the Government? Can the Government run with
only Group "A" Officers? I must say that without the help of lower grade
officers the existence of bureaucracy does not arise. So the government should
take adequate measure to rectify the anomalies. Nambiar Transfer
Policy for Teaching Staff in Delhi Government The transfer policy circulated
by Dte of Education vide their circular no. DE-2(8)(178)/E-II/Trf. Cir./2008/155
dated 17.04.2008 smacks of arbitrariness with no application of mind. It is not
clear why transfers are being considered on grounds of marriage without any distance
criterion. If a teacher of about 25 years residing and serving at a school in
Kalkajee gets married to some one in GK-I just two kms away, she will be considered
fro transfer to GK-I school. However, an old teacher of 50 years or so, working
in the same school at L\Kalkajee but residing at Shahdra which is 20 kms away,
will not be considered fro transfer because she does not fit into marriage criterion.
It is being debated by teachers as to whether this marriage criterion has been
added just to suit some vested interests? Similarly, this criterion of mutual
consent looks like the brain child of an immature babu in Education. It should
be left to Administration to decide the transfer cases based upon well thought
of unbiased criterion like medical grounds, handicap status of employee, distance
from residence to place of working, age, vacancy position where transfer is sought,
etc. By encouraging mutual transfers, claim of genuine persons would be jeopardised.
Will the Chief Minister and Education Minister look into this and take remedial
measures so that this immature policy is withdrawn and corrected?" Kulwant
