of Delhi Government It was really amusing to read the item in the FORUM
with "marriage" and "mutual agreement" as criterion for transfer
of teachers in Delhi. It also simultaneously created anguish on the way top bureaucracy
functions in Delhi Government. This is the second case of bringing embarrassment
to Delhi CM after the BRT Corridor mess created by Delhi Bureaucrats. People
are wondering as to whether it is done deliberately by bureaucrats in this year
of elections to Delhi Assembly! Marriage criterion is okay for IAS when they marry
officers from other State cadres, and get their cadres changed. However, within
Delhi, there is no justification for having this criterion. Similarly, mutual
transfers are administratively bad as they take away the chances of genuine cases.
In my opinion, transfer policy for Delhi teachers should be simple with following
criterion, in that order: -- A teacher should be straightaway transferred to
a school for which the application has been made if there are no other requests
for that school and there is a vacant post there. -- If there are more than
one requests for a particular school, preference should be given to medically
sick, handicap, near retirement and aged ones. -- Distance of residence to
school should be the criterion in equally deserving cases. K K Chadha RTI

disagree with the comments of Shashank on the article by Abhinav. Whereas Abhinav
has been quite forthright in his views and is close to the reality, Shashank's
opinion is skewed. I would like to give an example of my posting as the Superintendent
of Police Poonch. We managed to get the surrender of a Lashkar-e-Taiba commander
who was a terror in the region.Besides the weapons including machine guns, grenades
and ammunition, a leaflet containing the hit list of officers for the Lashkar
was also surrendered. I was surprised to find my name and that of my DSP missing
from the hit list. At the same time the DC and the SDM and the tehsildar figured
prominently along withn the commanding officers of the army, the SHO and the SOG
of the police. When we asked the officer why my name was not on the hit list despite
operations against them and why the DC figured among them , his answer was simple.
We do not consider only the operational actions against us to make a hit list.
We also take a fedback from the people according to our ideology and the general
feedback was that the revenue officials were corrupt and would not move an inch
before they received money. The SHO figured in the list because he was operationally
effective and also corrupt. The DSP was an honest officer. The COs of the army
figured because of continuous offensive against them. The revenue officials figured
only because they were corrupt to the core. The point I was trying to emphasise
is that we should all do some introspection. It is not the policeman only who
is corrupt. In fact he is criticised more because he is more visible and wears
the uniform. Are the Patwaris and the Girdawars honest? We also at the same time
do not need the Lashkar to set our parameters. It was just given as an example
since it reflected the opinion of the common man.At the same time we should not
link the pay commission's recommendations with these type of allegations since
" is hamam mein sab nange hain". It is only because of some sincere
and honest officials that the faith on all these services is still existing. Mukesh IAS
and IPS The IAS does not bother about justice, it bothers only about how
to create more inequality between it and other services who are equivalent to
it especially the IPS. Their only brief is to treat the IPS as their factotums.
How can justice be expected from this service who believe only in aggrandizement
of their own tribe at the cost of all others? Vijay Kumar Please
grow up and be accountable I have gone through the perception and worthiness
aspect of IPS officers as reasoned out by one Shashank. It seems from the level
of writing he is a junior level officer or if not so, he has the intellect capability
of that level only. Why I say so because he refuses to look beyond perception
of public and then questioning the worthiness of a service. Responding to his
original points- 1. The father of his friend must be dying to get the tag of
IPS. And it is only because the respect an IPS commands. 2.The writer is happy
on the understanding of a young girl who finds behaviour of a Police officer unpleasant.
At the same time this is the level of understanding of the writer who refuses
to rationalise it. He should find some time to read the National Police Commission
reports which are gathering dust. His own friends in the IAS obstruct that to
be implemented as they fear supremacy of IPS. 3.For pleasant surprise to the
writer, IPS officers are widely respected to their any counterparts particularly
in the states of TN, Maharashtra. The states where anarchy prevails police
is blamed for all the failures of Babus as all the problems turn into a Law &
Order problem. 4.Going by the popular perception only, do the writer knows
what a Britisher felt of an Indian. Does he agree with them. 5.Going by the
perception, can one forget what a Brahmin thought of an cobbler, a sweeper. 6.The
IAS needs to prove its worth. Late Rajiv Gandhi said that out of every 100 paise
spent only 10 paise reaches the public. IAS is busy counting the missing 90 paise. So,
grow up and do some work and be accountable, as well. Prabhat Kumar IPS
should be given importance Paradigms of bureaucracy have changed from where
it should have been. The internal security and external security both used to
be the primary concerns of state. Earlier, the king used to keep personal rapport
with the people in uniform. The state itself originated to protect life, liberty
and property of people. Those service officers who protect these inalienable rights
have become victim of conspiracy in the name of so called civilian governance.
What is civilian government? Earlier, officers in uniform used to be very close
to political bosses because of their role in the administration of state, civilian
bureaucracy never liked this. With the advent of democracy and slogan of civilian
government, a class of bureaucrats emerged who usurped the earlier proximity of
unformed bureaucracy with the head of government, philosophically as well as strategically
distancing uniformed bureaucracy from political leadership in the name of democracy
and civilian government. The earlier system of proximity of unformed bureaucracy
with the king or the head of state was discarded in the name of democracy. It
was a very shrewd move, which has nothing to do with democracy. I do not understand
how come democracy will be affected if a police officer becomes home secretary,
army officer defence secretary etc. It was a vested interest move and nothing
else. Earlier, the head of government used to have personal relationship with
unformed people but the same has been high- jacked by cabinet secretary or secretaries.
No government can become popular with its people until and unless its police performs
well. How the police will perform well this should be the topic to arrive
at some factually correct position. Ø The police officer should be given
altogether different pay structure higher than any civilian employee so that he
is adequately compensated for his life, routine and family sacrificing duties.
Ø Secondly, the police officer should head the secretariat of Home
and should report directly to political masters i.e. minister to cut short the
gray route of IAS dominated secretariat which sits on each and every innovative
thing which police department proposes without any expertise. Ø There
is an urgent need of direct dialogue between head of police department and Home
Minister on routine and independent basis without being routed through so called
Home department which is trap of IAS officers to insulate political masters from
police so that they can take advantage of the communication gap between police
and political executive and exercise influence on the police. Ø Another
important thing must be done to subsidize fee as well as provision of admission
quota for police officers in all educational institutes starting from school to
higher level in all government as well as private sector so that police officers
can feel compensated about their 24/7 duties without leaving negative influence
on the career prospects of their children. Ø There must be strong medical
support by government to police officers on subsidized level in all private and
government hospitals as they develop lot of medical problems due to stress and
odd our duties disturbing their regular sleep etc on routine basis. If we are
looking for solutions of real problems there is need of some bold steps by political
executive without getting it manipulated by big babus. Otherwise our country with
such big aspiration to be a developed nation in coming two decades will remain
distant from the dream. IAS people alone cannot realize this big dream what so
ever they claim. It is very strange to believe that logic on which people
justify IAS to be given such massive superiority in pay scale etc. Ø
If the higher pay scale is given on the basis of tough duties and other such considerations
like political pressure etc, the police officer is far ahead in this field and
has better claim of superiority. Ø If the role of examination is the
justification for above superiority, why IFS people can live at par with IAS but
not any other service? Ø If the merit of UPSC is cited a reason for
IAS superiority then so many group A service officers may be given lesser and
lesser pay scale in order of merit of their services. For example an IRS service
officer has higher rank comparing to postal service officer. By this logic Postal
service should have lesser pay than IRS. Is it acceptable, no of course? Ø
If coordination is the logic of higher pay for IAS, how IAS people coordinate
with IFS and external affairs ministry. Why not similarly with other services.
It means except for the post of cabinet secretary IAS should not be given such
massive edge in the service if judicious bureaucratic order is a goal. M

is understood that you can't appreciate the well meaning article of Abhinav Kumar
and need more maturity to understand the nuances. Please think positively and
stop thinking of divide and rule mentality. An IPS officer IPS
supremacy over DANIPS An appeal from DANIPS service officers working as
ACP in Delhi police. It must be an issue, which may be cited as rare of rarest
cases. The DPC to induct DANIPS officers in to IPS has been held for more than
8 months ago but the notification or outcome is yet to come. It is great agony
for DANIPS officers who are stagnating on their entry grade rank of ACP for more
than 20 years. The IPS induction of DANIPS, which was already extremely delayed,
remains un-notified. What to say of removing acute stagnation and introducing
schemes of promotion for DANIPS officers policing the capital of India, the central
government is least bothered about this service and the career profile of DANIPS
officers have been left to deteriorate without any reason. This is the only civil
police, which is directly under MHA, policing the capital of India what to say
of other segments of UT Police. The career issues of DANIPS officers have become
worse in Delhi police, which works under MHA. The Chief Minister of Delhi also
has neither power nor interest in Delhi Police unlike DANICS officers who using
their proximity with Delhi Government, manage to draw the attention of Chief Minster
and get things rectified to some extent. DANIPS officers are orphan whom no one
cares. Neither Center nor State. Even the settled issues like notifications of
DPC of IPS induction have been kept in cold storage what to say of judicious management
of DANIPS cadre. The outcome of DPC of IPS induction has been kept in cold storage
for such a long time, which has brought the entire chain of promotion process
of DANIPS officers to a grinding halt. It is requested that these issues may kindly
be looked in to at the highest level to recover the lost morale of DANIPS officers
due to acute stagnation at the entry rank of service. The officers are in the
same rank where they joined the service 20 years back. It can very well understand
that UPSC recruit has never anticipated such worse career profile. DK IAS
is the first choice: If we check the preference given by present civil
service exam candidates, still everyone wants to join IAS, even the sons and daughters
of Other services. Any one can check that through RTI. That is an open challenge.
Grapes have always been sour for some. An IAS aspirant Pay Commission I
agree with Pillai: Pillai is right. I reading of the Pay Commission makes it clear
that the hidden agenda of the commission was to annihilate the specialist services
and patronise IAS. I would add that not only the technical service like Railways,
telecom but other technical services which has specialisation in some area which
IAS can not compete and so have simply attempted through pay commission to destroy
the challenger service. They have already usurped top post of Indian Foreign Service,
ITS. They already had top posts of IRS IPS (secretary level). They did not have
entry in railways, so now destroying railway services. IRS has better recognition.
ITS are highly technical and have good demand in telecom companies. Railway officers
are giving profit to the country. So IAS is destroying all these one by one. And
see the government response. The PM says in his speech that Defence and Civil
