Salute the honesty of IPS
Appropos Shashank's observations about Police in general and IPS in particular. Well public has worse experience vis a vis Municipality, Electricity undertakings, PSU. Unfortunately Police being a uniformed service does not go on strike at the drop of the hat because of statutory provisions or black mail government like army. Does he know the reality of Chinese debacle conveniently laid on Nehru by the army. When Police fails, its brass takes the blame. Unfortunately when others fail which is quite often looking at our poverty alleviation programmes, SEZ evictees rehab programme, Elementary education, providing subsidised houses to weaker sections, inability to provide weapon systems in time (DRDO- remember they were hopeful of delivering Barak like system in 1999, something they are yet not able to do), guess who takes the blame? Well nobody in general. So at least salute the honesty of an IPS officers to come out boldly about the short comings of his service

IAS as First choice.
True, every aspirant wants to be an IAS but after entering in service we realise that all IAS officer are out to prove themselves better than SHO Police, postman, tax inspector, forest guard, custom appraiser, accountants and other service. They try to become prove themselves expert and forget that their strength is genralist. So dear aspirants of civil services give only one choice i.e. IAS and none other.
Is there any IAS officer who gave only one prefrence i.e. IAS and not any other service. If there is any then genuinely I feel that he should be immediately appointed cabinet secretary and be assured of becoming PM one day as he deserves. But the arguments of little heart other IAS officers needs shake up to wake them up and tell them to stop messing up things.

Increasing the age of retirement in Central Government Offices appears to be a mockery. I want that no government employee should retire before his death.

Retirement age should not be raised
The analysis and reasoning given by the sixth central pay commission against increasing the age of superannuation is excellent. With all its faults about which almost all the employee unions, except those of IAS, are unhappy about, this is one recommendation of not increasing the retirement age that is very good. Government should not consider to increase the retirement age at all. I prefer the age to be reduced to 58 instead. In their place the government should recruit the youth, instead. This idea of increasing the retirement age appears to be the brainchild of top bureaucrats, who wish to continue their exploitation of the system by sitting pretty at the top.

The caste system perpetuated by Indian Police service
1. I totally agree with the comments given by Shashank regarding the Caste system perpetuated by IPS against the officers of CPMF. His comments made me read the article of Abhinav Kumar and I find no merit in his grouse against the IAS.I hope the officer will have some views on this after reading what I have to say.
2. It is a matter of common knowledge that the IAS and IPS join their respective services through the competitive exam conducted by the UPSC. The IAS gets a slightly better start of increments upon joining the service and reaches the level of Joint Secretary to the Government of India after about 18 years of service. The IPS on the other hand reaches the equivalent levels in about 21 years of service. In the states, however, they reach this level even earlier. The IPS Officers also become DIGs in their 14th year of service. Perhaps, the IAS reaches the equivalent levels a couple of years earlier in the 11th or 12th year of service. So is the cribbing of IPS only for these two year advantage that the IAS gets over them? I find no reason for the IPS to crib.
3. Compare this to the discrimination that the IPS heaps on the officers of the CPMF who also are selected as Class one Gazetted officers through an all India competitive exam held by the UPSC. These officers join at the same levels that of the IPS but get promoted through different ranks at an excruciatingly slow pace to become Commandant before retiring. Only a few of them become DIGs after putting in about 33-34 years (The IPS becomes in 14 yrs). Only one officer in hundred becomes IG and that too for a period of few months after putting in 36-37 yrs (The IPS becomes in 21 yrs) of service. Compare this to the career prospects of IPS. All of them irrespective of their career profile rise to become Director General. The IPS officer with just 14 years of service and with no experience in the task assigned to the particular CPMF comes to that organization and starts commanding officers of that organization who have spent years in practicing and working on ground to carry out these tasks. The IPS to perpetuate their hegemony and to advance their own career prospects have made such rules that almost all the senior supervisory posts in these CPMF are reserved for the IPS. The cadre officers are totally deprived from becoming the Directors General or Additional Directors general of their own organization in which they have spent a life time. The field experience and insight gained by these CPMF officers into the psyche of the Jawans thus goes totally untapped. Not only this, the IPS have ensured that the cadre officers are not able to reach anywhere near these Senior Supervisory and Direction level posts by adding a plethora of new ranks which have no real functions, or, enhancement of pay and which have no equivalence in any other organization whether Police, or, Military, or civil. This has been done to give pseudo satisfaction of a so called promotion to the cadre officers and to ensure that the hegemony of IPS officers remains unchallenged.
4. The IPS has a cadre strength of mere 3000 for which there are more than 100 posts of Directors General, more than 300 posts if Additional Directors general, Almost 700 posts of Inspector general, and about 1000 posts of deputy Inspectors general. The operational level posts of Superintendents of Police are only about 900. So you have a small state of Punjab or Haryana having 4-5 Directors General and a number of Additional directors general. The posts of Superintendents of Police remain vacant because all the officers keep getting promoted in 14/21 years to the level of DIG/IG irrespective of their professional capabilities, or, lack of it. Their promotion prospects also remain unhampered by their poor record of service. As against this, the CPMF have combined cadre strength of more than 7000 officers and they have only about 100 odd posts of DIG, 15 odd posts of IG and nil posts of Additional Director General or director general available to them. The remaining posts are all occupied by the upper caste service of IPS
5. So why is Abhinav Kumar feeling discriminated? Does he really have a case for thinking that IPS belongs to lower caste than the IAS? He is lucky to have gone into IPS and achieved the status of a 'Brahmin' albeit a little lower than the Brahmins of the highest type. Is his own service not guilty of treating these hapless CPMF officers as the Dalits of service fraternity?

Why is IAS number one choice ?
Why is IAS the number one choice of all? Is it because it is deliberately made the most powerful service? What is the net impact of such a system? All other jobs are of productive nature and relegated to the back seat in importance. Is an institution as powerful as IAS compatible with democracy? Certainly not because it reminds one of the black days of feudal monarchies and is well constructed to fit the feudalistic inclinations and tastes of few.

These services are blown out of proportions

Your website is full of discussion on IAS/IPS/IRS/IFS and their perks pay and other service matters. Don't you think these services are blown out of proportions. What is the contribution of these services to the nation building and lifting the fate of the masses in this country. Most of them in these services are minting money out of the government funds and enjoying at the expanse of other less privileged parts of the society. None of the constituents of these services join to serve the public or to build the nation but for the furtherance of their own well being. You talk of administration or law & order it will speak volumes of the inefficiencies of these administrators and law enforcers. In fact all these service created by the British are no longer required and sooner they are disbanded the better it will be for the country. All the functions should be manned by persons expert in the relevant fields & selected on the basis of merit rather than the quota system which is largely usurped by the IAS though the are generalist & know nothing about the intricacies of many of the posts to which they get themselves installed due to self decided quota system. Will the PMO do something to liberate the nation from such rouges.

1. Your News that Two new posts of JS likely in Commerce
Two new Joint Secretary level posts are being created in the Ministry of Commerce. With this the number of Joint Secretary level officers will be nine is true.
These posts have been created in view of managing some of the autonomous organisations like EIC (export inspection Council and Agencies) from the Ministry to have better control over the corruption prevailing in this statutory organisation. Recently various exports specially Marine and agriculture sector alone-with organisation like MPEDA and APEDA have made serious corruption allegations on the organisation functioning. Please have a look on and provide relevant information in your columns .
2. It would also be of great interest to the users if you could list the most corrupt organisation in the country by doing some research with CVC /CBI etc.
