FORUM

It is high time for all of us
Hats off to Sudhir Kumar for articulating the pulse of the Nation
through this Forum (See the Reality dated 23.04.2008). In the
scheme of governance, largely orchestrated by the one-exam wonders, such sane voice is generally ignored, ridiculed and eventually crushed or buried alive by the powers that be. Writing on the democratic wall though has prophetic connotations and it remains to be seen as to how and when it fructifies. It is high time that all concerned join hands to expedite the same.

Civil Service officers

Dear DK
You are lucky that after completing 20 years of service a DPC has been held to induct you into IPS. In fact if you consider and think about your friends in states like WB & UP, some officers of 1980-1982 batch are still working in the same rank i.e. DSP in which they started their carrier and will retire as such because after the age of 54 they are not eligible to get IPS. The State Civil services and State Police Services & State Forest Services are the worst sufferers in respect of promotions and career growth. Their promotion chain can start only if they get IAS/IPS/IFS otherwise they are stuck at the rank of Addl. Collector/ Additional SP/ Additional DCP/DFO throughout their career and retire as such. The present and future for these services is that the quota for promotee officers in IAS/IPS/IFS cadre is so small that only few lucky officers of one batch will get inducted to AIS that too after a service of 25-30 years and retire as DM/SP/DFO. They are not like their counterparts in state Government who become HoDs of their department like Director Agriculture, Engineer-in-Chief Irrigation, PWD etc. as it is the position going to a person of their own cadre nor they are like persons from Central government for whom post have been reserved at all levels. In Paramilitary forces all post upto Commandant is reserved only for inservice officers, rank of DIG ratio is 50:50(Inservice : deputationist), , rank of IG 40:60(inservice: deputationist), rank of ADG as per availability. So an inservice officer has a fair chance to retire as ADG or Addl. Secretary in GOI while a state service officer of today will be very happy if his dream to get only IAS/IPS/IFS is fulfilled no thought or dream for any promotion to Secretary/DIG/CF rank. Today in central government direct recruits of CRPF of 89-90 batch are DIGs while in some states the Direct Recruit State Police Officers are fighting to become Additional SPs. Why so much anomaly without any fault on the part of State Service Officers. In fact all States must either demand increase in quota for State service officers form present 33% to 60-70% till a condition comes when a State service Officer gets into AIS after 10 years of services with a seniority difference of 5 Years between DR of AIS and DR of SCS. Or else if they are not inducted into AIS in time, posts upto the rank of Additional Chief secretary/ Additional DGP (joint CP),/ Additional PCCF be reserved for the officers belonging to State services.
Sunil

Kudos to Sweetie
Kudos to sweetie in bringing out the double standards of IPS officers so clearly.
Radhey Shyam

Dear sweetie,
Do not grouse against IPS as CPMF officer. These policies are made by IAS only about your carreer plan and use divide and rule policy. Read between the lines and between the words as well.
IPS officer.

Aaj Ki Aawaz
Coalition compulsion does not mean you have to stoop to please!!!!
But then who will tell PM on such kind of pleasing to desist and cease!!!!

Because in all probability 'please Baalu' was an order from High Command,
And seems Baalu ne kiya tha High Command se yeh favor demand!!!

There was a two pronged attack as Baalu spoke to MOPNG and Sonia Gandhi!!!
And then from PMO to MOPNG there was requests bordering on orders ki aandhi!!!!

Wish Sonia was so accommodative when it comes to Public's demands!!!!
And issues to PMO on these demands similar 'do it' commands!!!

And wish PMO was so tenacious when it comes to Public's interests,
But then Baalu is an ally and Public till next elections are treated like pests!!!

And the crowning fact is Baalu wants gas for his son's power plant that does not exist!!!
Would Manmohan Singh ji and his Boss like to clear the mist????

And can't PM attack inflation with the same tenacity!!!!
But he does not and neither does his FM and this is a pity!!!!

PM says inflation should not be politicized and PC is being extra careful!!!
He does not want to take any step jiss se Share Market neeche ho jaye pull!!

Otherwise by now interest rates should have gone northward,
But his Banker pal says the interest rate upward cycle is up and interest rates will go southward!!

Share punters need not worry,
Any step that can bring Sensex and Nifty down PC's not going to take in a hurry!!!

PC's not worried about the inflation spurt,
What worries him is any step that Stock investor ko karr saktha hia hurt!!!

Why do you think they say PC's full form is Punter Chidy?
His dream is to see Sensex and Nifty at heights that would make us all feel giddy!!!!

The Indian Farmer has come to the Country's aid!!!!
In farm output a new record's been made!!!

Seems India 's farm output will stabilize price of wheat worldwide,
And where the Farmer can thump his chest in pride our Sarkaar needs to hide!!!

Hide in shame because despite this Government the Farmer has delivered!!!!
Just a month back on account of food security fears the Nation shivered!!!

Of course now Sonia, Manmohan , Pawar and PC will try to do a credit grab!!!!!
All four on solving farmers and agri output woes have just used the gab!!!!

Why are Manmohan and his gang of economists saying no to commodity trading ban???
In fact when the first inflation blips came up commodity trading ko karna tha can!!!

But then these Capitalist economists are working for the day,
When in Malls for a slice of Mango Rs. 27 we'll pay!!!!

Fruit will then not be bought by kilo but by piece or slice,
And we'll only be able to afford kilo packing of wheat and rice.

Manmohan and his sidekick Montek dream of this day,
And are paving the way!!!!

And Fernandes Ji Manmohan Singh is not a traitor,
More apt description would be ' from a technocrat he's now a smooth operator'!!

Sonia's sympathy for us is just for show!!!!
Otherwise to find solutions for our woes she'd have made Sarkaar look high and low!!!

She just sits in her citadel and sometimes she comes out,
And when she comes out her Security clears the route of people who could 'shout'!!!

Congress's Yuvraj eats at Dalit homes but does he know the cost of dal and grain???
And does he know to get these their pain????

Veggies are a dream for this lot,
All that you'll find is gruel in their cooking pot!!!

And Yuvraj goes back to his comfy life after showing them dream pe dream!!!
Today's Mary Antoinette because instead of dhoodh malai he promises them ice cream!!!

Hope he contemplates on their bhook as he eats a hearty meal at home or at his Mum's place!!!
After such a meal don't know how he shows the Dalits his face????

Bar girls were banned and now IPL has its own kind of Bar Girls,
In a skimpy dresses the new kind of Bar girls do twirls!!!

Cricket is no longer a game it's a tamaasha!!!
And the girls via their provocative dress and dances speak tamaasha ki bhaasha!!

IPL now means Indian Perverts League because of the Cheering gals,
Now lets see what will be the response of Pawar and his pals!!!

Confucius says….. IPL badaa toing hai …hope you remember the Amul 'toing' underwear ad!!
Like in response to this ad for IPL's 'Bar Girls' too the decent lot are appalled and the voyeurs are mahaa glad!!!

Bharat Kumar
