by IPS officer It was interesting to read Shashank's and Ms Sweetie's comments
on the website regarding an article I had published in the Indian express. They
raise some very valid points regarding the low credibility of the police and the
responsibility of the IPS for this state of affairs as well as the cadre management
issues of CPMF officers. However there are two things I wish to take exception
to. First Shashank insinuates that the views I express are sponsored by the "powerful
IPS Association." This coming from a person who does not have the courage
to state his full name and service/profession whereas I have written my article
in full public glare without any attempt to disguise my identity strikes me as
cowardly and hypocritical to say the least. It is very easy to express views from
the comforts of anonymity Shashank and Ms Sweetie. For the record the IPS Association
may or may not agree with my views, I hope they do but to imply that this is some
sort of a spin job betrays Shashank's and Miss Sweetie's own anxieties. Second
I have repeatedly in this article and in previously published pieces pointed out
the failings of the IPS and our policing system as a whole but Shashank chooses
to glosses over them or is perhaps unaware of them. But having said that I think
given the very real resource constraints, the political constraints, and the sheer
volume of work our district police forces work under, I think it is far to easy
and a sign of intellectual laziness to criticize the police in this country. We
all have our favourite anecdotes of police highhandedness or incompetence. Shashank
draws the example of the CPMFs to highlight the greater respect and credibility
they enjoy and also blames the IPS for oppressing the legitimate aspirations of
CPMF officers. First of all wherever the CPMFs have had to undertake grassroots
level responsibilities, their conduct has come under the same kind of criticism
as state police forces. Drug trafficking, gun running, human trafficking, you
name it and there exists a huge body of evidence that raises a finger at the conduct
of our CPMFs. Ask the women of Manipur or Kashmir and they will tell you what
they really think of the BSF and the CRPF. My point is not to insult these proud
institutions but to point out that at the grass roots level irrespective of the
organizations we belong to we are all guilty of abuses of power. To compare the
role of direct ACs of the CPMFs to the constitutional role of the IPS where it
serves as the link between the various internal security related institutions
of the country is I think tilting at windmills. As an IPS officer I am not asking
for the same posts as the IAS, the basic point was that the Founding Fathers of
our Constitution envisaged two All India Services to serve as the custodians of
the unity of this country and the values espoused by the Constitution whereas
in the world view of the 6th CPC only the IAS is worthy of this responsibility.
Shashank can check up the relevant articles of the Constitution of India and the
relevant extracts from the debates in the Constituent Assembly and then debate
this point. As far as brother and sister officers in the CPMFs are concerned,
I suggest they read the fine print of the 6th CPC. If the 6th CPC has its way
the CPMFs would become the exclusive territory of all those jawans and officers
from the Armed Forces who fail to make the next grade. Also as far as promotion
prospects are concerned I think things have improved considerably since the CPMF
cadres came into existence and I am sure there is scope for further improvement.
However there is a caveat, the CPMFs by definition form a tighter pyramid closer
to the armed forces compared to other police organization due to their para-military
nature. Therefore to compare themselves to the All India Services is not entirely
accurate. As far as being treated like dalits by the IPS is concerned their own
conduct towards the non-gazetted ranks and those gazetted officers who are promoted
from non-gazetted ranks calls for a great deal of introspection. In a perfect
world we would all be recruited as constables and patwaris with an equal chance
to become Cabinet Secretary or a DGP but I think the demand for parity between
the All India Services is something that finds backing in our constitutional history
and the issues raised by Shashank and Miss Sweetie from the comforts of anonymity

Honesty
of IPS Officer??????? Very interesting comments of the IPS Officer on my
comments. Is it the case of the officer that since other services are corrupt,
hence, the IPS have a right to be corrupt? Does he know that Police is perceived
to be 6th most corrupt organisation in the country? The leadership of the IPS
has to take the blame for this. Since they want illegal gratification, they force
their subordinates to be corrupt. They live in palatial houses but do not care
for the accommodation of their constabulary. They enjoy tenure pool accommodation
at Delhi even when they are serving in their states which is against the rules.
The hullabulo over 6th CPC is a case in point. The IPS are only shouting for enhancement
of their pay and perks even to the extent of threatening to go on strike. This
in fact has been stated by Abhinav Kumar in another article published in Indian
Express dated 23rd April 2008. The IPS scratch the backs of Politicians for their
own benefits but never fail to blame the same very politicians for interfering
in their work. Why is the IPS leadership maintaining a deafening silence
over the raw deal given to the Constables and subordinate officers in Police?
We haven heard their association raising any noise about that. Why hasn't the
IPS leadership said anything about the raw deal given to the Jawans and officers
of CPMF which they command and which they covet? The only agenda of IPS is
to denigrate the IAS, yet, they want equality with them! Shashank Illogical
arguments It is very strange to understand that people are using illogical
arguments to prove the supremacy of IAS and then continued superiority. One of
my friends wrote yesterday that every body wants to be IAS hence IAS should be
kept superior. It is very immature way to understand entire thing or its dynamics.
Every body wanted to be absolute king. Therefore kings and monarchy should have
been retained then what would have been the fate of democracy. Anything has to
be superior on the basis of requirement of society and not as per the desire of
beneficiary. Now after more than 50 years of independence, to understand issue
of problematic governance, we must try to do introspection and pathology of situation.
It is said when majority is not with you, either you are wrong or you need improvement.
People want to be IAS because it can afford to dominate and deprive legitimate
career expectations of other services and grow on their cost. Naturally given
the choice why any one will like to be victim but powerful. However depending
on the moral personality of yours, you may try to be judicious. Most of IAS officers
are sinking in the ocean of their ego while they are supposed to behave and conduct
themselves very fairly so that every one gets due. But, they just grab best for
them and keep others deprived of their reasonable needs and this is the problem.
It is true that only political executive can bring IAS to its size. When will
it happen. let us see. I believe strongly in the victory universal morality ultimately
and that makes me feel sure that no wrong and unfair order can be perpetual what
so ever powerful it may be. M N Tiwari Only judiciary tames Police This
is in response to what Ashok has mentioned about the honesty of Indian police
and IPS in particular. No doubt that IPS is facing certain difficulties and hardships
and require various kinds of reform, but i may like to add that branding police
as honest and oppressed may not be very appropriate. If you want to know the real
face of indian police just approach any Judicial officer(a judge or magistrate),
in front of whom they are stripped nude regarding their claim of psuedo protector
of law and order. The judiciary is the only organ which tames police and if it
is not there for the rescue of common citizen then God knows what will happen
to them. It is commonly said that if in any locality there is no instance of crime
then just open a police picket there and see the result, the crime graph of that
area will shoot up. Do a survey of the villages and small backward towns(and not
metros) and get the feedback of the local SHO and police there and ask them that
which department oppress them most - police or administration or electricity or
else, they will definitely say police. No doubt the police is also working very
nice job in controlling the crimes at various places by some good individual efforts,
but that is minority. Also it is said that if police is corrupt and insensitive,
so are the other departments, but here we should not forget that impact of inhuman
response of police is much higher than other services. If somebody is denied ration
from PDS then it hurts him, but if the same person is implicated in false case
and handled physically just on the basis of doubt, it hurts immense. Mansoor Good
IAS aspirants have joined the debate It is interesting that aspirants to
the IAS and only IAS have also joined the debate. However, they would be well
advised to be more objective in analysis and approach the issue(s) with an open
mind if they wish to succeed in the civil services examination and also score
a high rank! The subject of the debate itself may very well feature in the forthcoming
examination. Is it the "pull" of the IAS that is attracting the
brightest minds to it or is it the abysmal state of affairs prevailing in the
other organized services and elsewhere within the system that is responsible for
pushing away talent from them? Is entry into the hallowed precincts of the administrative
bureaucracy so coveted universally? What explains the spate of resignations from
the IAS recently? Why is it that the so called bright minds in India are no
longer enthusiastic to take up the calling as teachers, academics, engineers,
doctors, scientists, economists, statisticians, accountants etc. in the Government
as a profession of choice? Why is it that people who have been trained at great
cost to the nation and are employed in the service of the Government feel stunted
and frustrated at every level? Do the conditions of service and pay differentials
vis-a-vis the private sector constitute the only source of discontentment in their
ranks? It is a common remark that if restrictions as to age and the number of
attempts at the civil services examination were to be removed, perhaps everyone
in the Government will keep trying till retirement to gain entry into the IAS.
What implications do such lofty aspirations have for the growth of the system,
especially one which professes democratic decentralization? The Pay Commission
has not reasoned that the IAS constitutes a superior service in that it is the
first choice of the candidates appearing in the civil services examination. It
has not advanced the argument that the Constitution of India, wherefrom the service
derives its mandate, provides special dispensation for it. Therefore, the basic
resentment against the recommendations of the Sixth CPC appears to be essentially
on account of the explicit duplicity in its stance rather than the innocuous sounding
so called "slight edge". For example, in Para 3.2.7, the justification
offered for recommending higher pay to the IAS is, "it will ensure that IAS
officers near the beginning of their career are given slightly higher remuneration
vis-à-vis other services and act as an incentive for the brightest candidates
to enter this service." However, in Para 3.3.16, while rejecting the demand
for higher pay for entry grade in the organized services, it has reasoned, "the
contention that higher pay scales are essential to attract the best talent for
these posts is not totally convincing. The Government job provides many other
benefits apart from challenges and opportunities which cannot be strictly measured
in pure monetary terms." Therefore, wishing you good luck, better reasoning

formed Appointing a JS to exclusively look after the affairs of an autonomous
organisation goes only to undermine its autonomy. Besides, it does not control
corruption. Let an expert committee deliberate on the causes of corruption and
the remedies thereof. Vox Populi IPS and IAS-let the people decide For
the last few days many readers have written many things about the pay commission
report and that too especially comparing IAS with IPS. An IAS officer on his posting
to Centre gets his basic pay, DP, DA CCA TPT Allow. Etc. only. When he comes to
Delhi, till he gets a house he has to stay with some friends, or hire some accommodation
or stay in a hotel etc. etc. Up to the rank of DS, he has to travel in DTC or
the infamous Blue Line or share the vehicle with some of his friends. One can
see DS standing in the queue in North Block Bus stand. Of course, JS and above
gets transport provided by the Department/Government but they may not be of AC
cars. Once he is allotted a house, if there is open space, he has to engage a
gardener, a sweeper and for household work, a maid etc. the amount paid to them
monthly from his pocket. He has no other source. Now compare an IPS officer. Once
he comes to Delhi, till he gets an accommodation, he will stay in the Officers
Mess and if he is of DIG level, he will have as many rooms as he likes, but minimum
two is his right, at the cost of the departmental officers of the CPMFS. In certain
cases, he also draws HRA though he is paying paltry amount or sometimes no amount
at all. He has never seen a taxi, auto or a public transport in Delhi. He is provided
with AC ambassador car not only for him but for his mem saheb i.e. two AC cars
and sometimes another spare vehicle earmarked for him to ferry his children to
school and back. Whenever his relatives visit Delhi, they are provided accommodation
and vehicle and the duties are shown as official. In addition, he is also given
one or two cooks, one sweeper, one dhobi, one gardener and even one barber. The
number of dhobi and cook may vary. Plus, PSO in the rank of SI/Inspector not only
for him but for his mem sahheb and one for brining children from school. Gypsy
is also placed at the residence for normal day to day purchase of subji, milk
etc. and a Motor cycle. There may be six drivers at his disposal and the vehicles
allotted to him are furnished not by the dept but at the wishes of the mem sahib
who furnishes and sends the bill for payment. What a piquant situation.? So the
total pay comes to nearly about two lakhs when we take into consideration the
pay of all the personnel deployed at his residence. The pay commission has therefore
rightly6 recommended abolition of these posts. But who will stop them from using
AC cars. He never spends even a paisa for entertaining is friends, for routine
tea and lunch and even dinners/lunch for his batch maters arranged at his respective
messes. Even ACs. Fans and other5 furniture are also pro vided from the department
and also mobile phone, cordless phone. What they have to say now on these things.
Who are honest and efficient whether IPS or IAS. Let the readers who have no idea
of the life S K Nayar Again out-of mind perception: It seems
the general problem of the respondents shows how much less informed they are on
the police related issues. The so -called discriminations are not perpetuated
by the IPS but again by the babus sitting in Home ministry. If IPS is made incharge
of MHA all these woes can be sorted out. Unfortunately these issues are handled

states. In Orissa, the PCS officers who joined in 1978, are still rotting with
out being able to be inducted to IAS.The pay commissions being primarily AIS driven,
don't take note of such important aspect. It is now time that the All India Federation
of PCS officers should take up the case for parallel and perpendicular promotion
upto the rank of at least Principal Secretary of the State Government. Similarly,
the pay scales and promotional avenues of PCS officers of all the states governments
