Headquarter S.K.Singh has joined CBI at Delhi as SP on deputation to Government
of India (GOI). He is an Orissa cadre IPS who belongs to 1996 batch. Singh will
be on central deputation for a period of four years. FORUMPlus
and minus points of Abhinav Kumar This refers to Abhinav Kumar's write-up
captioned, "Rejoinder by IPS officer" (WIC Forum 28-4-08). Abhinav seems
to be a brilliant young man with a flair for writing very few bureaucrats can
boast of. Nevertheless his logic goes haywire and turns conspicuously self serving
as he strives to run down the grievances of the CPMFs vis-a-vis the guest artists
from IPS who dominate the higher echelons in almost every CPMF. Just look
at his reasoning. He argues that CPMFs form a tighter pyramid close to the Armed
Forces because of their para military nature and comparing the role of the officers
cadre of the CPMFs and the IPS may not be wholly accurate, yet he not only wants
IPS officers to occupy top slots in the CPMFs but also objects if the CPMFs become
the exclusive preserve of officers and jawans from the Armed Forces which is what
is going to happen if the fine print of the VI CPC is to be read according to
him. (It is another matter that the scare is artificial as I have read the fine
print and found that the VI CPC has only tried to address the long outstanding
problem of re-employment of Jawans from the three services who are made to retire
early for keeping the AFs young and not because they have failed to make the next
grade. In fact There is a simultaneous exercise going on in the services HQs as
well as the MoD for the re-deployment of these elements even within the non-combatant
segments of the forces themselves). To suggest therefore that the VI CPC has recommended
that those rejected by the Armed Forces are to be piled on to the CPMFs is nothing
short of an insinuation. The false scare may serve the short term interest of
a particular service (IPS) but it certainly militates against the basic dictates
of honesty and fair play. If the constitutional role of the IPS as asserted by
Abhinav is to uphold the values espoused by the constitution, the false scare
being created in this manner is a clear instance of failure of the role thus assigned.
Abhinav's reasoning on the alleged maltreatment of the cadre officers of CPMFs
by their IPS big brothers is equally unconvincing. "As far as being treated
like dalits by the IPS is concerned", he argues, "their own conduct
towards the non-gazetted officers of the CPMFs and towards those gazetted officers
who are promoted from the non-gazetted ranks calls for a great deal of introspection".
When you analyse the argument it tends to justify the ill treatment because those
who are being ill treated are in turn themselves ill treating some others. I find
it no less absurd than the generalised position that all IPS deputationists ill
treat their junior colleagues in the CPMFs. All of them or may be a majority of
them don't do. But to dismiss the perception by simply asking the CPMF chaps to
introspect about how they treat their own colleagues is not a fair disposal of
the issue. NN OJHA Why anonymous ? Dear Shashank and
VK Nayar, I thought the point of raining these issues on a popular and
prestigious website like Whispers was to have an intelligent and informed discussion.
However the tone and substance of your submissions on these issues clearly indicates
that you are merely content to trumpet your own prejudices and pre-conceived notions
about this issue. On the corruption issue I have repeatedly argued that the
IPS bears great responsibility for the sorry state of affairs in the police prevailing
today. However I maintain that being in a system where at the very top level of
the government people are enjoying all types of immunity, then simply to arrest
clerks and constables for accepting bribes becomes something of symbolic value
only. At the top level, bureaucrats (including both IAS and IPS as well as the
other services), politicians and judges have all created various types of privileges
and immunities that prevent effective action from being taken against them. In
the absence of such action whatever we do on the anti corruption front is limited
to cosmetic exercises. From time to time the CBI and other agencies to undertake
high profile actions but even these have political undertones and therefore lack
credibility. SO please don't put words into my mouth Shashank, the IPS has no
license to be corrupt, however given the milieu in which it operates without far
reaching institutional changes it is difficult to expect the IPS or any other
agency to check corruption in a meaningful way. As for the IPS Association,
I think you are displaying exemplary ignorance and bad manners. First of all the
IPS Association is created to be a platform to advance the interests of IPS officers
and therefore for non-members to complain about it is in slightly bad taste. For
your information the pay and welfare of ordinary jawans was a key point in the
memorandum submitted by the IPS Association perhaps my article did not highlight
it but that is because the focus was the widening disparity between the IAS and
the IPS in the 6th CPC compared to the 5th CPC. At the constable level the present
disparities have not worsened and therefore I did not highlight them in the same
way. As for VK Nayar's comments comparing the IAS and the IPS for honesty,
I think he is betraying his own personal frustrations at living in Delhi. Trust
me VK Nayar the abuse of perks and privileges begins at the very top. The day
we see our top ministers and civil servants refrain from abusing their perks it
would have a salutary effect down the line. You mean to tell me no IAS officer
in a ministry tries to abuse the perks of the various PSUs and Directorates that
are a part of their ministry? If you really believe so then I think you are either
a hypocrite or completely naive. The point is not to justify the abuse of perks
by IPS officers but to simply point out that the Armed Forces and Police Forces
are manpower intensive organizations and therefore their officers have traditionally
enjoyed these perks whereas in civilian organizations you enjoy different types
of perks depending on the ministry you are attached to. I hope you will agree
that both types of perks impose a cost on the exchequer and are a form of corruption.
They need to be curtailed but it would be difficult to do so unless the Government
starts compensating by hiking the pay and allowances substantially. But I think
both Shashank and Nayar are digressing from the issues I raised in my article.
My main concern was that given the fact that All India Services have a constitutional
status and a role envisaged for them by our founding fathers, what is the legal,
administrative or practical justification for difference in pay and promotions
of the All India Services? The anonymous interventions by Shashank and Nayar are

What are the requirements as well as challenges before India? 1.
We need, peace with law and order everywhere in our country 2. We need better
respect of human rights by all government departments and public to public also 3.
We need a good economy so that the government can easily afford expenditures on
welfare measures and development 4. We need strong army to defend us and make
us respectable in the world community. These above mentioned things are the
most important functions of the government now. If our government is capable of
providing theses things, the other functions of government will automatically
find path either through private sector or driven by profit motive organizations.
So far as developmental expenditures of India are concerned, now time has come
when we should adopt an efficient system of result oriented and not process oriented
as exists. We should outsource the developmental work from private or corporate
bodies so that if we provide expenditure we can catch their neck as well projects
remain materialized if the funds have been released and consumed. Otherwise heavy
penalty. I think the corporate sector of India is competent to do this job more
efficiently than our developmental bureaucracy. The existing developmental bureaucracy
has proved to be white elephant and has been collapsing on its own weight. The
admin expenditure of developmental administration is highly unacceptable and disproportionate
to the actual work entrusted. Neither there is any accountability nor guarantee
that the money spent would have definitively been converted in to the target,
which was planned. There are lots of invisible factors, which make it difficult
to explain failures of developmental administration in India. If we are to make
a bridge, we just offer tenders and those willing to provide quality services
come forward and they do the work in time and quality also remains good. As a
government, we audit their performance and as soon as we think that our requirements
were met, we release the money or other wise impose penalty. Why cannot we adopt
this model of expenditure regarding welfare and development of our country and
then I think the leakage would be minimum and work will be visible on the ground
also. I strongly believe that this is the solution of corruption and inefficiency
in our developmental administration .Our five year plans so meticulously planned,
do not get translated in to action despite that money scarcity not being the issue,
gives me clear cut reason to attack on developmental bureaucracy of India.
Now, all the core functions of the government of India have been discussed. Can
any one tell me where is the role of IAS in this prospectively, of course retrospectively
they have lot to explain. No service should be given importance because that
importance was a legacy of British Raj. After more than fifty years of independence,
we have to set our priorities as a democratic country and only then it will be
an improvement on colonial governance .ICS was a tool to perpetuate imperialism
and colonialism, but what is the role of IAS now, in a progressive country like
India in view of above-mentioned points. We all have to sit and introspect ourselves
and then decide M N Tiwari Real issues are not being discussed Its
amazing how the real issues are being obfuscated in the din created over the PSOs
and CPMFs. Let us understand the issues. One-Pay. The IAS and the IFS have historically
had two additional increments over other services of the same batch. The reason-
prior to 1979, everybody wrote five papers in the civil services exam, however,
lists of IAS and IFS were made taking all five papers, IRS, IAAS, IRTS etc lists
were made taking three best papers subsequently, IPS list was made taking best
two. However, this system was given up in 1979, now, the same number of papers
is taken by everybody and the list of selected candidates is one and the same,
service allocation depending on rank and choice taken together. So, the rationale
for the two additional increments does not exist since 1979. Then why is it continuing?
The 4th Pay Commission had agreed that it should not, and made a beginning by
abolishing the said additional increments in the lowest viz. junior Time Scale.
Why not at one go across scales? Because, the officers recruited through pre 1979
scheme should not be made to suffer the consequences of the change brought about
in 1979, however, post 1979 and post 4th Pay Commission, this evil has continued
without rationale (why does the government continue to dole out money gratuitously
without rationale? Because the Government is run by the IAS who see to it that
their illogical so called superiority remains extant). There is another motive.
All benefits, housing, travel, Dearness Pay etc are calculated on the basic pay.
Two additional increments (two years of increase in pay) translates to a lot of
benefits, apart from the preening they can do over the issue. Two-To add insult
to injury, the IAS is now to get the pay scale of Joint secretary to the Government
of India in 14 years (others of the same batch, higher in rank in the Civil Services
Exam, will get it after 6 further years, viz. 20 years).With the scale, add benefits
of housing, travel entitlements etc (all this additional expense for the Government
because the IAS makes all the rules for all the services). This even the promotees
will get, who have never cleared the Civil Services exam. There is no rule and
no justification for this, they have gone and done it, notably, this is not historical,
it is a fresh, novel idea. If rank in the exam is sacrosanct, let there be a rank
pay given to all officers of the same batch of the Civil Service Exam and let
rank one be paid more than rank 2 and so on, and let an IAS officer of rank 190
be paid lesser than an IPS officer of rank 4 (both OBCs).And let all officers
of earlier batches be paid more rank pay than all officers of a junior batch.
The tribalisation of the Services is a historical fact. The ICS used to think
of the Indian Political Service as being inferior and maintained supremacy (those
days the minimum qualification for the ICS was graduation and not so for the IP(Indian
Police, the predecessor of the IPS). The differences created then made some sense
because the qualifications, no. of papers etc were different. Now, there is no
sense, only illogic and ill gotten gain. Three- The IAS does not allow other services
to get empanelled for "open" central staffing posts (which, by definition
are not cadre posts for anyone, not even the IAS, remember, we are not talking
of DM, Divisional Commissioner posts which are cadre posts, these posts can be
manned by officers of any service participating in the Central staffing scheme,
including the CSS). 1989 batch of the IAS is empanelled for Joint Secretary, other
services 1983 batch is empanelled, six batches are not allowed empanelment. Reason?
No reason at all! Simple might. Simply because they man all senior positions of
the Secretariat at the centre. By hook or by crook, so why not crook! The
list continues. Housing, vehicles, posts, post retirement benefits, you name it.
The rules will be twisted, some sleight of the hand will be affected and lo and
behold, out will come a djinn (read the IAS officer, never mind his rank in the
exam, never mind him being a promotee). Pay Commissions are by definition for
the IAS, its members are members of the IAS, they even housetrain the Judges who
(nominally) head them. The reviewing committees are comprised of them! The king
is dead, long live the king.Three cheers for the king.1947 never happened. They
are all over the place. The Augean stables of the 6th Pay Commission will need
more than Hercules to clean them. Vijay Kumar Is it fair ? Is
it fair to let others perish just to maintain supremacy of someone. If someone
cannot utilize even his own expertise properly how can he claim to be the destiny
maker of others. Why don't we abolish all other services if it is not possible
to make their proper use? Suppressing creativity and promoting slave mentality
is in no way the best kind of administration. All services be treated equally
and given due recognition so that they could be used fully. Why do all want to
join only particular service? Is it not possible to do away with all special advantages
of any particular services over others so that incentives to work could be distributed
to all services to achieve cent percent utilization of all services. Much of the
collective potential of all civil services is either unutilized or lost and burnt
away in egoistic friction and unproductive unhealthy administrative practices

v/s promotee Police unjustified squabbles.Evry0ne aspires for career progressions
but with regard to performing the duties of Police organisation are concerned
I'm at pains. When I see the state of affairs in policing in the cities, I find
both the category are in wanting. Police meant for the beat duties are merely
concerned with more proliferation of squats n roadside vendors with obvious objectives
known to them rather than streamlining the smooth movements for general and law
abiding public. I hardy find any senior n middle level officer on the general
round n disciplining the dishonest and erring front level police staff in full
view of public. All other than Police agree that majority has negative view n
image for the entire Police organisation. This is more so with State Police than
CPMF. It seems that police department is meant for proliferation of anarchy than
bring about law and order. Only God save the poor public from the insensitive

Association duly flagged issues pertaining to subordinate ranks as well while
