IPS agitated over the discrepancies in the CPC
IPS officers are immensely agitated all over the country. The recent
batches of IPS many of whom have been very high in their merit lists
and half of them above the IAS in the merit lists are feeling that
Justice Srikrishna has written the obituary for the IPS. In these
circumstances, it won't be surprising that we may see some desperate
and drastic actions from the IPS officers.

In the din, noise and hoopla created by the VI CPC report the important subject of violence unleashed by the Chinese State on innocent Tibetans seems to have gone completely unnoticed by our babu fraternity. I felt anguished when instead of raising our voice against the brutal repression we started toeing the chinese state sponsored line that Tibet is an integral part of India.
To say that Tibet is an integral part of China is to go against hard facts of history. Tibet has all along been a nation in its own right and never a part of China because of its own history, socio-cultural milieu and even ethnicity which have been completely distinct from the Chinese.
Perhaps because of their isolated geographical location the Tibetan people have always been loners and to an extent mavericks. They have never liked to mix up or interact with any social group or nationality outside their own fold. The only exception has been India with whom they have had very close socio-cultural ties for over 1500 years. These ties have been so intimate and uninterrupted that it won't be an exaggeration to say that Tibet has been and still is a cultural extension of India. It is therefore all the more ironical and hurtful when the Indian State takes (or accepts) the position that Tibet is an integral part of China.
Tibet's association with India dates back to 7th century AD when Songtsen Gampo sent to India (and not China) a select group of scholars to bring home a writable script so that the vast knowledge acquired by their society in diverse fields over the years could be preserved. Thume Sambota, the only one from the group to have survived the rigors of the journey and the hot climes of India took back home the Devnagari script and from it evolved what we call the Tibetan script today. It has survived all the crude attempts by the Chinese to impose their own script in Tibet. Thume Sambota also brought with him ASHTADHYAYI (literally meaning the book of Eight chapters) of Panini, the father of Sanskrit grammar and himself wrote down eight volumes (ASHTADHYAYA) on Tibetan grammar which again are rooted in the basic structure of grammar laid down by Panini. The core of the Tibetan mind has evolved over centuries based on the norms of individual and social ethics, metaphysical world view and the theory of knowledge contained in Buddhism as preached by scholars like Shant Raksit and Dipankar Srijnan from Nalanda and Vikramshila in India. No doubt the Tibetans who are basically peace and knowledge loving introverts further refined and developed the Buddhist teachings into a distinctly Tibetan school of thought. Fact remains however that for the last nearly 1500 years India is the only country with which the Tibetans preferred to have social and cultural interaction. No other country including China has ever enjoyed such privileged position.
As against such intimate ancient ties with India, the Chinese association with Tibet barely dates back to 1790 when the Chinese Forces marched to Shigarte, then about a week's distance from Lhasa to repulse an aggressive contingent of the Nepalese Army determined to over run Lhasa. The Chinese chased the aggressors right up to Kathmandu and before the Tibetans could decide the manner in which to say thanks to them for the unsolicited protection thus provided, the Chinese declared that Tibet shall be their protectorate. In 1856 again the Chinese helped repulse a Nepalese aggression on Tibet but this time they persuaded the Tibetans to agree to pay an annual tribute to the Nepalese as part of the conditions for peace. It was only in 1949 that the Chinese army forced its entry into Tibet after Mao-Tse-Tung's ascendance to power. A treaty was entered into between the Chinese and the Tibetans but even as per this treaty the Chinese were committed not to interfere with the political, religious and cultural institutions of Tibet. This was as late as 1952 and to say that Tibet is an integral part of China barely after 50 years is a somewhat strange proposition. If it is accepted by a country like India with whom Tibet has had close ties continuously for over a millennium during which Tibet has never even looked at China, it is ironical and even bizarre.

Letter of Verma is an eye-opener
The letter of Mr. Verma on behalf of Indian Statistical Service Association is an eye opening letter for one and all. He has rightly summarized the lapses of the Sixth Central Pay Commission in terms of the benefit being highly unequal (ranging from 15% to 81%), pay fixation formula being discriminatory, no respect to seniority in a scale, reduced annual increment, reduced promotional benefit, etc. In fact, the Commission report lacks consistency and purpose and has even violated the constitution of India by departing from the reasonable parity within the system. It has in effect widened the gap for no reason.
As per its own admission, the Sixth CPC was not only to evolve a proper pay package for the Government employees but also to make recommendations rationalizing the governmental structure with a view to improving the delivery mechanisms for providing better services to the common man.
On the name of rationalizing the governmental structure we find nothing in the report except reduction of layers within the governmental structure at lower levels. There is no reduction of layers in Group A. In Group B the layer of section officer has also been retained. Therefore, the proposed reduction has nothing to add in the delivery mechanism simply because the delivery mechanism does not depend on the layers reduced. In fact the task of restructuring has been passed on to the government by the commission as can be seen from para 6.3.15 in which the commission has observed as follows.
"The Commission is not making specific recommendations regarding restructuring of individual services and cadres as this task will be better performed by the Ministries and departments. …."
Therefore, it has only attempted to evolve a pay package where its failure has already been dissected in the letter. In case of performance based incentive, the commission's base for performance measurement is designed to benefit only those who have their placement in Creamy Departments having huge budget and wasteful expenditure pattern in the base year.
Fortunately, Mr. Verma has come-up with a reasonable and just solution which needs to be considered by the Prime Minister in the interest of the nation.

There is no mention about IRS
Surprisingly most of the services inculding IAS, IPS, IFS, Railways, IAAS have Secretary level posts except IRS be it IT or C & CE. This is has not been addressed in 6 CPC at all.
Now all the service entrants write the same examination with meger difference in marks and capabalities and hence there is no justification in dispartiy in pay and promotions of Central serives vis a vis IAS

About IIMA course
You have reported about the officers graduationg from IIMA one year course. However, you missed out other bureaucrates who have graduated from IIMB. This is a two year program started 5 years ago by UNDP and DoPT for bureaucrats by establishing Centre for Public Policy at IIMB. IIMA program is only a poor copy of this, basically an attempt to take advantage of their brand image. IIMB program is residential for one year and the second year consist of a dissertation which is done by participants while being on job/postings. Both the programs are not MBA in strict sense, rather they are PG program in Public policy management.
IIMB course is the flagship program of DoPT & UNDP and admits 30 bureaucrates/technocrats only each year from differetn services. The class of 2008 graduated on 25th March and consisted of 6 IPS, 3IAS, 3 IRS, 1 Custom&Excise, 1 IFS, 6 Railway services (IRTS, IRSME,IRSE), 3 IIS, 3ISS, 1 IES and some other services. These officers (including those who graduated form IIMA) are bright spots of indian public systems.
I hope you would also recognize the graduating class of IIMB. I can provide you the list. Obviously, I am one of them.

There is a disparity
We fully agree with the comments and concerned. In addition to that, we would also like to elaborate further that there are huge disparities in the principle of merger of scales by sixth PC. One such example is: scale S-21, S-22 and S-23 which is the most affected scale and explained below.
Disparity in the principle of merger of scales by 6th Pay Commission:
1. The scales S-31 (22400-600-26000) & S32 (24050-650-26000 ) have been merged with the justification that "The two scales had common maxima. The difference was in their span and the rate of increments. Running pay bands and increments, payable on percentage basis left no functional justification for continuing the two scales as distinct entities".
2. The scales S-26 (16400-450-20000) & S-27 (16400-450-20900) have been merged with with the justification that "The two scales are identical with a slight difference in span which will have no meaning in a running scale".
3. Similarly, the scales S-21 (12000-375-16500) & S-22 (12750-375-16500) have common maxima and the same rate of increments. The only difference is in their span. In terms of percentage of similarity the scales S-21 & S-22 are 66% similar as compared to 33% similarity in scales S-31 (22400-600-26000) & S32 (24050-650-26000). In view of the more similarity, the scales S-21 & S-22 have more preference to merge avoiding any disparity between these scales.
In para 2.2.11 of report, it has been stated that "Rates of grade pay have been generally computed at the rate of forty percent of the maximum of the corresponding pre-revised pay scale which is rounded off to the next multiple of hundred. In a few cases, the rates of grade pay have been computed differently. This was necessary to fit the system of grade pay in the scheme of revised running pay bands". It has been observed that the grade pay of the most of the scales have been rounded off/adjusted on higher sides except in case of new scale i.e. Group A Entry and S-21 where exactly 40% value of the maxima of the scale has been taken. This does not look logical.
In view of the above stated disparity in principle of merger of pay scales, there is a need to merge the scales S-21 (12000-375-16500) & S-22 (12750-375-16500) with a grade pay of Rs 7500 or following scales may be merged into one scale having a grade pay of Rs. 7600:

Merger of Cadre of CSS & CSSS- a welcome step
The merger of CSS and CSSS cadre is a very important recommendation of the 6th Pay Commission. This will be of great help in boosting the morale of CSSS cadre (Stenographers) who had no chance of reaching at Director's pay scale. The anomaly have long been continued. CSSS cadre had fewer chances of promotion in general. While Sr.PPS (DS Level) and PPS(US Level) are attached to the senior bureaucrats that demand high level of dedication and work efficiency and by that virtue are more proficient but were disgraced as mere stenographers or PAs only till their retirement.. Moreover, there are only fewer posts at this level, so the promotion prospects were also fewer. With merging of cadre, whereas there will be better future for them as far as promotion is concerned, this will also give them more self esteem by keeping them in the same categories as Director/DS/US/SO which has always been denied to them for reasons attributing to the particular skill. This will do away with the obscure terminology-Personal/Private/Principal Private/Sr. Principal Private giving the impression as if they are working with private proprietors. Therefore, 6th Pay Commission has rightly considered merging the cadre which was never undue. The reservations of CSS cadre are not reasonable on the hollow ground that they have different functional requirement. Going into history of both these cadres, it will be clear that earlier the cadre was same and that the CSSS people when turned into CSS have worked far better that CSS people who have always worked at subordinate level. The decision taking ability is far better in CSSS people because they have worked with very senior officers instead of just dealing with the officer of the rank of US / S.O. /Asistants/ UDCs/ LDCs. Nomenclature of posts is nothing new and there is nothing wrong in emulating example of Army and Delhi Police where ranks are general irrespective of the functional requirement. Hence, there should not be any cause of CSS Cadre's resentment. Therefore, the recommendations of 6th Pay Commission on this point should be implemented by the Govt. of India without any change.

Lacunae in UPSC recruitment system
fully agree with the suggession of Sh. Gopi Krishna that
IAS-Non IAS anamoly is due to lacunae in UPSC recruitment system.There has always been resentment about IAS vs. others that former get a better deal. The CPC have repeatedly maintained that to attract best brains an incentive of higer pay needs to be given to IAS vis-a-vis others. If marks in Civil services are the sole criteria of judging a best brain and there is no change in the caliber of an individual officer over the period of his service does not improve at all (which some may feel to be true) then definetly the
the allotment of services be based on rank and not on individuals preference.The Govt. should also rank the services as to which service is to be given what position in the hirarchy vis-a-vis all services (which has not been mentioned anywhere in black & white). As argued by 6th CPC for the case of IAS officers, those who get highest rank should be forced to join IAS depending upon vacancies and others should also be forced to join other services as per the rank given by the Govt. It will obviate the possibility of any resentment on this count throught the various service cadres. Its difficult to understand that a specific service gets higher pay scale and others do not particularly when the DPSP stipulates that the state should give 'equal pay for equal work' All, India Services which have their genesis in specific All India Services Act, 1951 and have same all India Nature, wihtout mentioning that which service is superior and which is inferior. While there should be same pay scale for same service, different allowances can be given depending upon challeges of specifc services and environment where officers belongging to a service have to perform their duties.

Will IFS show some fairness ?
It is quite interesting to read the reaction of people on the sixth pay commission. In this regard I will like to comment on the veiws of RK Singh on IFS. Most of these officers slog and work very hard in the remote areas. But what about the degeneration they and other services have witnessed. I viist the Minsitry for corporate works and find that the present dispensation in incompetent and the secretary totally biases against honest and capable officers. This is the story of India's babus in every Ministry. Will IFS show some fairness and guts so that the people working in the field admire their colleagues.

Govt.employees - Bank Employees - PSUs
There is so much hue and cry against the Central Govt. employees about the pay commission report. This is being given after 10 years and not much benefit they are getting. It is high time, these persons should think about the salaries paid/other facilities given to the employees of various Banks/PSUs. Nowadays, because of the habit of saving even among the lower sections of the society, these Banks are thriving on their money deposited and at the same time give their employees the maximum benefit like good salaries, medical facilities etc. Apart from this their pay is also revised once in 4 years; that too very silently and even the newspapers do not publish this and if at all they do so, it will be somewhere at the corner of the page. These persons should realise that it is from the money deposited in the Banks, these facilities are provided to Bank employees. Wherelse, these Govt.employees working in the Ministry are at the mercy of Minister and other bureacrats and work without any time limit and also without any promotional avenues.
So, now it is high tme, that these persons instead of pointing their fingers against the Govt.employees, better know the benefits given to the Bank employees from your deposited money and start asking why so much facilities is given to them and PSUs;instead of giving a good rate of interest for your money deposited at the Bank.

NALCO-BEML pact to produce Aluminium wagons & coaches
Two Central PSU's- National Aluminium Company Limited (NALCO) and Bharat Earth Movers Limited (BEML)have signed a deal for production of Aluminium rail wagons and subsequently aluminium rail coaches and Metro Coaches.The Memorandum of Agreement was sisgned by C.R.Pradhan , Chairman Cum-MD , NALCO and R.K.Rustagi, Director (HR) BEML at Bangalore.The products would be jointly developed by the two leading PSU's and NALCO would supply the aluminium raw materials through a third party, according to NALCO sources.
NALCO Achieves Highest-ever Metal Production and Sales
National Aluminium Company Limited, the flag-ship PSU of Ministry of Mines has reported 104.12 per cent capacity utilisation of its aluminium Smelter at Anugul with a prodction of 3,59,213 tonnes of aluminium cast metal in 2007-08 fiscal compared to 3,58,734 tonnes in previous years.Similarly Alumina Refinery at Damanjodi has reported 100.04 per cent capacity utilisation with a production of 15,75,500 tonnes of Alumina Hydrate during 2007-08 as against 14,75,200 tonnes in the previous years. During the fiscal the NALCO has also achieved thehighest-ever metal sales of 3,58,878 tonnes earning the all time record export turnover on primary aluminium at USD 270.46 million against the previous high of USD 247.05 million in 2006-07 .This represents an increase of 3.12 per cent against the MoU target of 3,48,000 tonnes set by the Ministry of Mines, according to NALCO sources.During the last financial year the Company's 960 MW capacity Captive Power Plant (CPP) at Anugul has also reported has achieved a net power generation of 5609 million units.
