about power crisis in India? Who is bothered about the severe power

is sad to see the standard of debate It is sad to see that the debate on
the Pay Commission has degenerated to mud-slinging, some by name, and some to
particular service(s). What are we pointing at? Are we debating the issues like
professional officers or are we shrieking and screaming at each others like street
mongrels? What are we trying to prove? That IAS or IPS or CPMF or IRS, etc are
full of corrupt officers; that IPS has failed because the constable on the street
is extorting money; that IAS is a pompous bureaucrat because he thinks no end
to himself; that CPMF officers and men are doing unpardonable things in the Extremist
areas. I may be excused to say, but we are washing our dirty linen in public.
As one very explicit statement on this forum mentioned - 'Is hamam mein sabhi
nange hain'. It pains to see that we are not discussing issues like professionals.
Are we talking what the country needs? Are we talking of good delivery systems?
Are we talking of ensuring that the last man out there is relieved of his pains
and tribulations, because of our correct deeds? I beseech you to examine these
issues. There are good officers in every service and every service is good. Good
officers, in which ever service they are in, are trying their best. I have seen
honourable IRS officers, CPMF officers, IPS officers, IAS officers, IRTS officers
- each and every burn their midnight oil to provide good, efficient services and
fighting tooth and nail to ensure justice. It is the black sheep in all the services
that are bringing bad name to the noble cause we all set out to perform (remember
what we said for the UPSC interview?). In my present posting, I see intelligent
and well meaning IAS, IRTS, IFS and IIS officers doing wonders in ensuring good
governance. I have also seen in my previous postings how IPS officers have cried
their heart and soul to ensure justice to the downtrodden. I stand to salute such
officers. There are good and bad people across services and in the same proportion.
We see officers aggrandize to themselves what all they can from the system in
terms of 'perks' - from IAS officers leeching onto PSUs and respective Departments,
to Police officers from their forces, to others from their means. While this,
I also see many noble officers in the Police (I am sure there are similar officers
in other services too), who leave no stone unturned to ensure safety and comfort
of their men. In fact, we in the Police are proud of one thing - most of us think
first of our men and then for ourselves. Again there are a few black sheep here
too which come to public notice. Having said this, I wish to bring to fore
the issue of Pay Commission. I think the Pay Commission had an historic opportunity
to set forth a new era of governance - where people chose their jobs not because
of the career progression, pay and perks attached to a particular service, but
because of their aptitude to deliver and perform. The Pay Commission could have
been a harbinger for change that could have acknowledged the role of each and
every in governance and given each its due - and that due is - DIGNITY and RESPECT.
Can we, in this 21st century, still afford to talk of 'edges'? While on one hand,
the Pay Commission has been progressive and has spoken of open and transparent
mechanism to fill up senior posts in the Central Staffing Scheme, it has been
retrograde and regressive in still hanging on to the 'edge' to the IAS. Ashish

accusation and counteraccusation - this is all that our "worthies" are
capable of!! No wonder the nation is in the bureaucratic rots that it presently
is in. However, all will agree without doubt about the service whose constituents
are the "one-exam" wonders, who not only do what they have to do, while
in service, but never seem to retire!! PESB panels, and virtually every government,
non- government, and quasi- government organisations are staffed by these people
- their inefficiency while in service is perpetuated on hapless India even after
they "retire"; sorry that should read "re-tyre" - good for
another decade or two!! For God's sake when will these people stop leeching
on the state exchequer under the garb of "full exploitation of human resource"
meaning their personal needs/egos - cars, bungalows, staff et al, and extension
after extension, even when the purpose of a commission is dead & buried!! K
S Sindhu Rejoinder to Sashank's comments 1. It is not correct
that the IPS has only expressed concern about IPS pays. In fact, the IPS officers,
under the banner of the Central IPS Association, have submitted a consolidated
proposal for all ranks, including that of constables. If he wants he may contact
the association for further details. 2. The attempt to divert attention from
the core issues by raising how direct recruit Assistant Commandants are treated
should be ignored and Abhinav should not have joined issues. The IAS have CSS
and Provincial Administrative Officers under them; let's not get into comparisions,
which are not helpful. 3. The pay commission has given a 'slight edge' to the
IAS. If the IAS ask one of their accountants he will tell them that 'slight' comes
to about a crore of rupees during the service period and is as high as 16 to 18
thousand rupees at the mid-career stage. If earlier the gap was eight thousand,
it has now become 18 thousand. Even in percentage terms the gap has widened substantially.
So, the word 'slight' is misleading. This is why the IPS has reacted so strongly
and enlightened IAS officers, like the MP IAS association have supported the IPS
demand. 4. Since the 2nd CPC the pay of military ranks have been decided on
the basis of pay scale of the IPS. So, military ranks will not get better pay
without the anomaly in the IPS pay being solved. 5. The IPS have not asked
for better pay for themselves; they have asked for a better deal for the police
as a whole. I advise Abhinav not to waste his time in debating with people
with parochial world views. This nation is far bigger that a few parochial characters
who may have unfortunately joined a service like the IAS that is viewed generally
as a service with liberal ethos and public spirit. An IPS officer Dear
Abhinav and Shashank, Why to fight on such trivial issues. Whatever one
gets is the end result of his present and past karmas. So let us all do our duties
religiously and let the law of karma prevail. Let us not forget that nothing

I would like to add that the Castiesm in Indian Social System is fading but in
the Government new caste system has emerged with IAS at the top in the hierarchy.
Only God ( our system which is advised by the IASs) knows how long it will take
to fade away to bring equality for all services. Varun PESB- what
could be the motive ? It is reliably learnt from top sources in the government
that a well planned conspiracy is being hatched to systemically dilute the importance
of PESB by not maintaining the sanctity of its merit panel. The government has
now delegated powers to ministries to tinker with the PESB recommendations compelled
by extraneous and political considerations. Can someone guess the reasons for
this volte face in the ministry's stand by reversing its earlier recommendations
about CMD of NTPC? What could be the motive? Fair minded PSUs executives are sore
about the change in its policy without even consulting The PESB or The DPE. Dr

for Govts reconsideration. Aroon Don't Play With Anybody's Career
The ACRs play a very vital role in the career of a government servant. Timely
promotion and recognition are the basic motivations for a government servant.
Therefore, DoPT should evolve such a transparent Performance Appraisal System,
which should have least subjectivity and no room of unfairness and prejudices.
In Central Staffing Scheme, the DoPT has fixed minimum bench-mark of ACR as 'VERY
GOOD' for empanelment of Deputy Secretary, Director, Joint Secretary. If some
officer is appointed as DS/Dir/JS, it means his/her performance had been Very
Good and above. So such officers are fully capable to deliver the results. Our
duty is to provide congenial environment. There are examples in some ministries
that some officers could not adjust or not allowed to get adjusted in the new
department. Some high-headed people forget if such treatment was given to them,
what would have been their reaction? First of all, provide them stage only then
they can perform better." So the moral of the story is that one should not
play with anybody's career. Our approach must be positive and supportive. We should
try our best to create congenial atmosphere in the offices. This will be fruitful
