Can this nation afford militarisation of police ?
CPC recommends Militarisation of Para-Military forces
Citing savings of valuable ruppes spent on recruitment and training
for CPMF, the CPC has recommended that all recruitments to the CPMFs
at Constabulary and lower ranks level should be done away with.
Instead, there should be a central recruitment by defence boards and
all recruits after serving for 7 years in the Army will move to
CPMFs.Now, isn't that we call Militarisation of the Police force? Did
anybody tell CPC that Army trains its men to kill while Police trains
its men to control?Can the nation afford this Militarisation of Police
forces just to save some money?.

IAS and the hypocrisy of the 6th Pay Commission
The IAS through the 6th Pay Commission has given themselves a big raise at the cost of the other services. Let's analyze this logic
1)The argument used was that IAS are posted in remote places, so give them a raise. This logic should apply to Armed Forces, IPS and Forest Service too. Foreign Service have also been given a raise but they work in London, Paris. So what is the logic.
2) The logic that the IAS have higher ranks is not correct. Several IPS, IRS officers have better rank that IAS.
3) The 6th Pay Commission used the 5th Pay Commission as a basis. We all know that the 6th Pay Commission had an IAS officer as a member Mr Kaw (you can read in his book of his bias against other services) who basically gave himself and his service a good deal. So using the 5th Pay commission as a basis is flawed. The 4th Pay Commission recommended parity. So why don't they use that as a basis.
It is time that the other services get together and fight against the IAS hegemony or it will be too late.

It is unfortunate that the 6th CPC has observed that IAS be given edge over the other AIS and Central Services with the logic that ". They hold important field level posts at the district level and at the cutting edge at the start of their careers with critical decision making and crisis management responsibilities. The leadership function, the strategic, coordinating and integrative role at this level requires the best talent available"
Unfortunately, the logic forwarded by the CPC implies that the best talent is not required for police or forest service or revenue services! In my opinion all wings of the administration must be filled by equally talented personalities. If the DM in a District is important so are the SSP and DFO.
On other hand one is bemused to comprehend that when I.Fo.S has parity with the IAS why other central services can not have it?
Fortunately graduates and post-graduates from IITs, IIMs along with MDs, MS, M.Phils. and Ph.Ds etc. are joining IPS,IFS and IRS as well. The Forest Service, Economic service etc. are manned by officers with background better than many of IAS. But if the CPC has its way, talent will certainly be discouraged to join other services!
It is unfortunate that the CPC has given in to the hypocrisy and myth perpetuated by the IAS that the IAS is premier service which co-ordinates between various departments and that it is the only service which can run the administration!
Reality is otherwise! As we all know that there have been many exceptionally excellent persons who worked as secretaries to govt. of India with no- govt. service background. There have been and there are many excellent officers in other services which are no less than any IAS officer if they are given the opportunity to work in the capacities hitherto jealously guarded by the IAS.
Let there be a debate on this suggestion. If there can be a lateral entry at the rank of secretary; why not at the levels bellow that. Given a chance a Forest Service or Police or may be even Information service officer will fare better than many IAS officers in the capacity of DM or divisional Commissioner or secretary forests, wildlife or home Departments or Information and Public Relations Department. What if Commissioner of state excise department is from the IC&CES or Commissioner of Sales Tax or Finance Department is brought from the IRS.
In many states in India several important principal secretaries are from services other than the IAS. Let there be an assessment of there performance vis-à-vis IAS and if there is nothing wrong with this idea than it must be replicated in other states as well.
It is unfortunate that instead of having a broader perspective and thinking with open mindedness; the myth of the superiority of the IAS has been perpetuated. It seems that People with mindset of socialistic era have no courage and vision to think beyond IAS!

For the first time, I am writing in your prestigious site. This has reference to the views of shri S K Gupta, who is vociferous about " Injustice to CSS Officers" . I convey My sympathy to shri gupta. In his views he has been mourning about the 6th CPC's recommendations on merging of CSSS and CSS cadres. I also convey my sympathy to him on this count.. May God bless him/them with wisdom.

Merger of CSS with CSSS
This is regarding the recommendation of VIth Pay Commission for merger of CSS with CSSS on the ground that with advent of computers, duties and responsibilities assigned to CSS Officers can also be performed by CSSS service officers.
This recommendation raises very basis question of the wisdom of the people who wrote the report.It is well known that officers of CSS have all along been holding the posts at the level of Additional Secretary/Joint Secretary/Directors/Deputy Secretaay etc in central Ministries/Departments. These posts are also held by Officers of all Indian servicesincludijng IAS and and other Gr.A services. From the justificaion given by the pay commsission for merger of CSSS with CSS, it appears that CSS officers occupying the higher level of posts are perfoming computer related job-WS word, MS excel etc which can be performed by CSSS alsoofficers also. In other words, does the Pay commission report suggests that officers of AIS and other Gr."A" services are performing the same clerical job as perceived to be performed by CSS officers. My humble suggestion for the then Member Secretary, Pay Commission now Secretary , Expenditure is that in trying to degrade CSS officers for the reasons best known to her, donot degrade the work performed by officers holding posts at the level of AS/JS/Dir/DS irrespective of the services to whom they belong.

I have been surprised to see the various comments levelled against the U.P.S.C Recruitment regarding who must be getting IAS...
Very paradoxically there is criticism against IAS getting better pay ( VI P.C)& at the same breath they talk about who must & must not get IAS...This looks more like frustration than logic...
Now what do they mean by saying IAS should be allotted on Rank & not preference...
There are instances of Toppers opting for IPS/IRS/IFS as first prefernce but at the same time average basis the prefernce is 1.IAS 2. IFS/IPS
3.IRS/ICCES....
UPSC has done a great service to the Nation by maintaing Transparency and Integrity of the Highest Order... Do not blame UPSC/ System if u failed to get IAS...

NOA's campaign against NHPC,CMD a whimper
Contrary to a drive Members of the "NHPC Officers Association(NOA) against S.K.Garg,Chairman cum Managing Director(CMD) of the NHPC there has been no action so far.It seems that the anti CMD campaign by NOA has proved to be a whimper.It may be stated that the NOA had shot a missive to Indian Prime Minister Dr.Man Mohan Singh .The NOA's missive had stated "…request for suitable corrective measures by immediately removing Sh. S.K.Garg from the post of CMD,NHPC so that this profit making company could be saved from turning into a sick company."The NOA's four page letter to Dr.Man Mohan Singh,a copy of which is with <whispersinthecorridors.com>, concludes with following sentence "with lots of hope in your justice we remain yours faithfully."

Orissa Govt signs MoU with AEPC
Orissa Government signed MoU with Apparel Export Promotion Council (AEPC) on April 3,2008 to set up five satelite Apparel training & design centres (ATDCs). These centres will be be set up at Berhampur, Rourkela, Baripada,Sambalpur and Cuttack.to meet the textile and handloom industry's growing requirement for a steady supply of trained workforce and professionally trained expertise to train human resource in various aspect of garment technology. The deal was signed by Ms.Anita Agnihotri, Principal Secretary , Textile and Handloom Department on behalf of Government of Orissa and Anil Kumar Bamba , ITS, Secretary General , AEPC sponsored by Ministry of Textile,

New MDC at IIM-Indore coming up
IIM Indore planned to establish a second Management Development Centre (MDC) at a cost of 8 Crore. This will serve as an additional facility to train managers of the country.
