Two IPS officers were promoted to the rank of DIG Police on April 5,2008 and are likely to get their new postings this month. They are-Yeswant Kumar Jethwa SP Balasore and Sanjeev Panda SP Baragarah.

Sir, I am proud of my service. I was allotted Indian P&T Finance and Accounts Service and I have no regrets. It was and is one of the best services in terms of versatile exposure to modern technological and financial practices which other services can not even dream of. Its slim, trim and energetic service, with average age below 40 . The officers have behaved like true civil servants during phase of turmoil in communication sector. Till recently it provided one of the fastest promotions equivalent to IAS and IA&AS. We serve a ministry which has revolutionised the Indian economic and social scenario. It is a democratic cadre unseen in non-democratic iron clad bureaucracy which paved the way for senior time scale officer to head All India association long back in 1998.
But only one thing hurts. There should be no discrimination on remuneration side for officers from same examination who prefer to join Indian Police Service or Indian Audit and Accounts Service or Indian Revenue Service or who accidentally lands in IP&TAFS.
Does big brother concept still works in a sovereign, socialist, secular and democratic country? The answer is yes but is this rational?

Verify facts ,first
In response to Malhotra's comments on Government employees - Bank employees-PSUs, Ii would like to clarify that the Bank employees get their pay up graded every 5 years and not every 4 years. There is also stagnation in all grades and the allowances like HRA etc. are not at par with Government rate. I request Malhotra to verify all the facts from Bank employees before coming to a conclusion. Besides, all the Bank employees are not having the facility of pension option and other benefits like Government employees. It is totally a wrong notion that they are enjoying more benefits than Government employees.

ISS Grievances with CPC
Verma and Manmit Singh have given a thorough and detailed analysis of the recommendations of VI CPC, particularly with reference to ISS. The way analysis has been carried out by Verma shows the spare time ISS officers have for such personal matters after the recent cadre review of ISS with 327% increase in SAG level posts and more than 100% in HAG. Most of these officers are sitting idle and whiling away their time with higher perks in field offices and headquarter at MOSPI.

Now some drastic action by IPS ?
Apropos a comment posted by 'An IPS officer' that "obituary" of IPS has been written by the CPC and that the IPS is agitated over the CPC report. The officer has pressed for parity in salary etc for IPS vis-a-vis IAS but the logic forwarded is skewed and based on wrong appreciation of the facts.
By arguing that " half of (the IPS) have been above IAS in merit list" the learned IPS officer is making false claim. Yes, there are certain officers every year who prefer the IPS over IAS but to say that half of the IPS are above the IAS in merit is not a true claim.
If he/she is hinting towards the persons coming from reserved categories, than it can very well be said about the IPS also that half of the IPS are bellow, say IRS in the merit list.
Moreover, if learned officer wishes to verify than I would bring to his kind notice that every year almost 30% of the IRS officers are those who due to choice as well as medical reasons do not join IPS; to which rank wise they would have been entitled.
The point therefore is that, if "the IPS officers are agitated" over CPC report and wish for parity vis-à-vis IAS on the ground of merit; by same logic many central services such as IRS, Civil Accounts etc. can also make the same claim.
Now we all have to wait to see some desperate and drastic actions from the IPS officers to which the IPS officer has cautioned (warned!) in his comment.

We have ignored two events
In the din generated by the Pay Commission, the babus have ignored two important events-----one, as pointed out by Ojha is India's groveling before China over the Lhasa massacre and second, the dropping of all charges save one ,against that Beast of Nathari , that man eating Cannibal of Noida ,Pandher. As citizens of free India and under the RTI we want to know who all figured in Pandhers dinner guest lists? The names would then explain why there is such unseemly haste to close this case. No doubt the capitals elite is involved in the dreadful feasting on human flesh late into the night in Noida. YUK! The human organs left over after the nights feasting were donated next morning to the hospital next door in a rare gesture of compassion by the Beast of Nathari. Who knows after his release the Beast of Nathari might even get a Padma Vibhushan for philanthrophy?

Matter of choice
This is for Ram Kumar. For your consumption, I may like to tell you that there are various instances where officers have higher ranks and have chosen IP&TFAS, eg. Suchita (87 rank) and Shilpi (92 rank) ....and I think they could have easily got IPS, if not IAS in this post mandal era. And to remind you had this rank been obtained during 80s, these girls might have been sitting in Administrative services. So the matter of choice still holds gravity.

Give fresh look to the issue
This is with reference to the write-up "Can India afford militarisation of Police" by N Sharma (WIC Forum: 4-3-08). Sharma seems to have oversimplified the issue by assuming that the induction of PBOR into CPMFs after certain years of service under the army is meant only for saving some money. His other assumption that these men are unsuitable for such lateral induction as Army trains its men to kill whereas the Police trains to control is equally simplistic.
It is not just the question of saving some money. There is the larger question of addressing the problem of rehabilitation of a large number of PBOR made to retire annually for keeping the Army young. PBORs joining the Army (or the other two Services) at the age of 17-18 have a maximum color service of 20 years and they are retired when they are barely 35-38 years old leaving them out in the cold at a time when their family commitments and other social liabilities are at the peak and resources severely limited as the pension is a pittance irrespective of the huge pension bill for the government in macro terms. It leaves a large mass of highly trained manpower in a state of frustration. Their vulnerability may come in handy for exploitation by anti social and anti national elements of whom there is no dearth in the present scenario. Their plight so conspicuous in the social circles also deters others in the recruitable age group for volunteering their services for the armed forces. It is because of these reasons that the proposal for redeployment of men from the services to not only CPMFs but also in some other non-combatant segments (ASC, EME etc) within the services has been under consideration of the government for quite some time. I was myself associated with the exercise in my own humble way some 10-15 years back when I was on central deputation with the MoD.
To think that the Army trains its men to kill indicates total lack of knowledge about the training scenario in the army. If one takes a holistic view of training in the army, one would notice that it strives to inculcate courage of conviction, high standards of discipline, exemplary levels of commitment to the job and above all highest regard for human values and human lives. Respect for human rights occupies no less space in the training manuals than the techniques for use of weaponry. To say that Army trains its men to Kill is an insult to the highest traditions of humanity and the over all ethos painstakingly nurtured by the army as part of its glorious traditions. Indian Army is not a band of killers. They are soldiers with a high degree of respect for traditional Indian ethical values which includes utmost respect for human life. One has to be barely truthful and not unduly charitable to accept this basic truth.
Induction of highly disciplined and well trained personnel from the army, air force or navy into our CPMFs should be a welcome step in the larger interest of all concerned. If the bosses in the CPMFs so desire they may request the government to associate with the recruitment process at the time of initial induction of the men in the army so that the qualities they consider indispensable for service in the CPMFs are also catered for. They may even suggest changes if any deemed essential by them in the training modules to render the men more suitable for their lateral induction in the CPMFs. But to reject the idea on the plea that army trains its men to kill whereas police trains its constabulary to control is unfair and unjust. I am sure Sharma and others who believe in the views spelt out in his write-up shall like to give a fresh look to the whole issue.
