do not agree with Roy Sudripta Roy has pointed out that PT Usha and
Milkha Singh could never win medals at the world stage. He should be very well
aware that all the top performers like Roger Federer, Rafael Nadal our own cricketers
never became World No. 1 in their first few years. In fact all the top sportspersons
normally reach to their peak performances atleast after spending 4-5 years at
lower rungs. In any case, it's an altogether different ball game. Here Roy's intention
appears to shut out all others who have not taken the civil services exam. There
are many brilliant minds in the society who can make excellent leaders at the
top jobs in the government. Nagaraj I too wanted to join IAS I
too wanted to join IAS as first preference. I will be honest to confess that it
was out of so-called variety in job and challenges but to the very known fact
that it not as challenging and demanding as IPS, not out of status as IRS and
not out-of-the country as IFS. Its a known fact to all that IAS is a service designed
to be at top and without any responsibility. There is no match of perks. You may
enjoy cuts and commissions while so-called 'serving' the poor. Prabhat
Kumar Stop bitter services rivalary With reference to Logic
of IAS better than other services officers because of their superior merit in
IAS exam. May I extend this logic further? Caliber of an Officer should be checked
whether he has taken Coaching for the UPSC exam or he has qualified without any
tuition classes. (Naturally who has cleared it without any coaching class is superior
than others who joined coaching classes for taking IAS exam). So why not coaching
class candidates get lesser pay than others? What a bankruptcy of ideas and stupid
logic! One thing is clear formal this debate. Nobody is arguing about the
posts in their own service cadres. Like no IAS is going to join as Income Tax
commissioner or SP/DIG. Similarly, IPS/IRS are not going to be collectors and
magistrates. The heartburn is for the posts in Government of India at Central
Secretariat. The whole argument is for the posts under Central staffing scheme.
I want to ask one simple question. Is the salary provided to an officer for his/her
caliber or knowledge/experience? or it is for the work/services rendered by him?
I think Government pays to any officer for the work performed by him. So why should
be any pay scale for services or rank? Instead pay scale should be for the post.
A person posted as Collector should not get the same salary as a special secretary
sitting in cosy environment of state secretariat. Also by the logic of equal work,
equal pay, all collectors should get same salary, whatever it may be. Similarly,
pay scales should be for the posts in Central secretariat and all services can
be selected for these posts. I think the sixth pay commission has argued for the
same where an independent agency like UPSC will select officers in panel for central
staffing scheme posts. If you want to give some preference to a service like IAS,
they may be able to compete for these posts in less years of service compared
to others. But for God sake do not provide more money to IAS for doing the same
work compared to other services. This is against the natural justice and the principle
of equal work equal pay. Service conditions of different Group-A services may
be reviewed and improved if called for. But for monetary purpose, payments should
be made for the work/job performed by an officer and not on the basis of his service
cadre. All services are excellent, but in their respective fields of specialisation
only. IRS officers are excellent in tax collection or field work in their field
offices only. At Central secretariat, it is secretarial work (providing advisory
services to the Ministers, who are actually running the Government, as per constitutional
system). So for Central staffing scheme, all services are equal (difference may
be in years of service performed and here IAS can take edge of 2 years, which
is genuine and nobody may object to it). Proper selection should be made through
a transparent mechanism and nobody will object if IAS get all the posts, but please
through a transparent and judicious process only. Please do not bulldoze other
services as this will lead to rebellion in the minds of other services. How the
other services officers, who vent out so much venom on IAS will behave in Meetings
with IAS, Officers, you can only imagine. So please stop this bitter service rivalary
and work for the betterment of the country. SK Tripathi Aaj
