ACR Business

The Economic Times conducted a Poll on: "Is the Performance Appraisal System in your Organisation Fair?" The result published on 07.2.2008 was- (i) Yes-22%, (ii) No-73% and (iii) can't say-5%. This is true to a great extent in respect of all government departments. The targets or parameters for ACR are never fixed in the beginning of the financial year or the ACR period. So writing ACR becomes very subjective, where face value and other factors matters a lot. In most of the cases, it is seen that the Reporting officers award grading below the bench-mark where their subordinates come on their way or their interests are clashed. In most of the promotions, the bench-mark is Very-Good, so such Reporting officers normally give Good grading because 'Good' is a positive entry and under the existing rules, it is not communicated but badly affects the promotion of the concerned officer. The ACRs are the assets of the employee and are linked with the promotional and the extensional stage of his service career. So one should not play with anybody's career. Here it is also required that the Civil Servants should be given proper role playing field and they should be made more responsible and more accountable by providing proper delegation of administrative and financial powers, giving additional responsibilities, reviewing their performance by calling weekly or fortnightly meetings. This would be the great service in the interest of the country.

All CMDs suffering from "Extension Syndrome "
Former ONGC CMD, Subhir Raha was not an Exploration Engineer. NTPC performed well under non-technocrats Bami, Rajendra Singh and CP Jain rather than under Operation Engineer Shankaralingam. Same was for SAIL under MRR Nair. IOC CMD Sarthak Behuria, Ashok Sinha of BPCL and Arun Balakrishan of HPCL are not Refinery Engineers. RS Sharma of ONGC is not a Downstream Engineer. They all lead their companies better than technocrat RP Singh leading POWERGRID. Therefore nothing prevents Chaturvedi, the HR Dircetor to become CMD- POWERGRID. Raji Philip has turned around 2 loss making companies during his tenure as CMD HPC and he should be considered as the best performing CMD of this decade. Both these people are better than the current CMD of POWERGRID.
All existing CMDs of NAVARATNA Companies are suffering from "Extension Syndrome". AK Puri, Shankaralingam, RP Singh the list goes on...

Whispers not pro-BJP

Tanmay's observation that whispers is "PRO BJP" (WIC; 9-2-08) is as unwarranted as it is inaccurate. When a person records such observation he should also place on record factual evidence to support the remark which Tanmay has apparently failed to do. As a matter of fact the views aired on the site have the benefit of academic freedom usually associated with such sites because of which occasionally you find ideas not necessarily in conformity with the declared policies of the government. But then this precisely is the websites USP. I don't think your viewers want to see a lengthened shadow of the establishment in the website. Please keep up the spirit of freedom of expression you have been upholding till now. Also give full space to your critics as you have given in case of Tanmay. The elite referred to by Tanmay may be spurious if they don't believe in the dictum, "I may not agree with you but I shall give my life to uphold your right to express it".

Pl tell China to get off---

It is time that India told China where to get off. Instead of always behaving like a defeated and timid country India should take some counter -measures to put China in her place. India should give diplomatic recognition to Taiwan and send high level official delegations frequently to Taiwan to irritate the Chinese . We should also demand the return of Chinese occupied areas of Ladakh before any talks on the so-called border issue. Actually there is no border issue except the border aggression by the Chinese in 1962. When, even little Vietnam so fearlessly threw the Chinese out of its border areas occupied by the Chinese, why is India so petrified of war with the Chinese to recover what is ours? Are we so craven and so utterly lacking in self- confidence that we dare not call the Chinese the aggressor? Sardar Patel was right when he warned Nehru not to give in to Chinese pressure and give up India's rights over Tibet, but Nehru was a theoretician and idealist who did not understand the arrogant and aggressive psyche of the Chinese. Like an obliging woman he gave into Chinese demands over Tibet and then over Ladakh and now we have to suffer the disgrace of China protesting over an Indian PMs visit to Arunachal Pradesh! Why doesn't India protest over the Chinese PMs visit to Tibet? We have more reason to do so. We should also follow an openly pro-Taiwan policy closely aligned to that of USA to neutralise China . We should be under no illusion that China has any pan-asian feelings of brotherhood for us in opposing western imperialism. China is a self -centered and selfish nation -state intent on dominating the world stage by hook or by crook. India is the first item on its menu, we are part of Chinas food chain only if we agree to become so.The nationalism of Chinese Communists borders on fascism . It is time our own comrades woke up to this fact. Remember the Nazis called themselves National Socialists to fool the world. The Chinese Communists are like the Nazis in every way except in name.

Rahul Gandhi's imaginary stay in an Aam Aadmi's home

I'd just come back from a hard day at work and was surfing the TV when the door bell rang. As is usual my dog Napoleon, with whom I share a telepathic relationship, ran barking to the door. In dog language he was saying , "Whoever is at the door bug off." I shooed him away and when I opened the door I was shocked to find Rahul Gandhi at the door. I ushered him into the house.

Rahul: If you don't mind can I spend the night here?
Me: Rahul Baba what's the problem …….
Rahul: Actually I've decided to stay in a Aam Admi home and your house has been selected!!!
Me: Care for a glass for water???
Rahul: No thank you (taking a swig from the Mineral water bottle he was carrying with him)…. I cannot drink outside water and so I carry my water with me!!!
Napoleon: Boss but for a minute I felt I saw a nipple on the water bottle!!!
Me: Shoo Napoleon ……Rahul I was just going to have a cup of tea would you like one???
Rahul: No please……. actually on Doctor's advise I cannot eat or drink anything outside!!! Don't worry I'll get something for myself!!!

Rahul made a call from his Mobile and I went into the kitchen to make tea. The wife had taken the kids for a cousin's marriage and my servant Ramu had taken the day off. The door bell rang again and when I opened the door there was a fruit vendor with a fruit basket on his head. He put it down and handed me a thermos and a box and said it was for Rahul. Rahul took both.

Rahul: My coffee and cookies.... yipee!!
Napoleon: Boss the box is from Barrista …. didn't he say he cannot eat or drink anything from outside. He's drinking coffee and I bet it's from Barrista too. Should I give him my third degree???
Me: (waving Napoleon away) Rahul Baba now that……
Rahul: Please call me Rahul.
Me: Okay…… Rahul now that we have time on our hands why don't you answer some of my questions????
Rahul: Well I was looking forward to viewing the Twenty Twenty match on TV…. chalo we'll do both!!!
Me: Your demand that Congressmen should not take the 'no booze' oath and should not wear khadi surprised me!
Rahul: Actually I was at a Party where there were many Congressmen and to my surprise I found that all were enjoying alcoholic beverages…. 100% were drinking. So why be hypocritical??? And please don't give credence to the rumor that the Alcohol Lobby paid the Congress Party a huge amount for this!!!
Me: What about Khadi???
Rahul: Well this was on popular demand!!!! And please don't give credence to the rumor that I get an itch when I wear khadi and so Congress is moving on from Khadi!!
Me: What happened in Gujarat ????
Rahul: You want a frank answer…. Congress got whipped….. partly because of our over confidence on the BJP rebels and partly because of no credible Leader in Gujarat !!!!
Me: Congress lost and BJP won … in the literal sense!!! Congress lost because it was no match for BJP in Gujarat !!! By the way who was responsible for the Mauth ka Saudagar comment made by your Mom???
Rahul: I was surprised at Mom making this comment…. it's just not her!!! Recently she's taken to viewing Bollywood movies so it could have been from one of the movies she saw. The other day she saw a Dharmendra movie and when her dog peed in the house she shouted out ' Kuttey mein tehra khoon pee jaoongi'!! Must get her unhooked from Bollywood movies!!!
Me: Its only 7 but I have a very early dinner what would you like to have????
Rahul: No no I' cannot eat anything from outside….. I'll get my own!!
Napoleon: What's the fruit vendor going to get this time… if he's going to order a Pizza dinner for himself tell him to order a Pepperoni one for me…… I just went to pee outside the building and there's a huge Media presence outside!!!!
Me: So you've told the Media that you are going to sleep and eat at an Aam Admi's home!!! Well you've been eating and drinking your own stuff here but how did you manage to do so in the Dalit's home you stayed in recently!!!
Rahul: Well there the houses had common walls and my people took up station in the neighbor's house and I got my goodies via a small temporary window made for this purpose in the common wall between the two houses!! Where there is a will there is a way!!!
Napoleon: And especially if have the power and are willing to pay!!!
Me: Why hasn't your Mom heeded your advice of going on a holiday????
Rahul: She's planned to go twice but on each occasion some problem has cropped up and she's had to postpone the holiday!!
Me: Looking at Congress's condition I don't think she can go for a holiday till the elections are over.... some problem is always going to be there!!!
Rahul: Why do I get the feeling that you too share a telepathic relationship with your dog… I have a similar relationship with my dog!!
Me: Yeah I do and you would not like what this fellow has been saying…… he's very friendly with dogs of Politicians who live in the neighborhood and is very politically aware!!

The door bell rings again and the same fruit-waala is there and this time he hands me two boxes of Pizza and a Coke.

Napoleon: Hope the second one is for me???
Me: Shut up mutt……. no no Rahul not you…. its my mutt I'm talking to!!!
Rahul: Well just give him some Pizza….. it silences my mutt!!!
Me: You said you were going on an all India Yatra….. what prompted you to take announce this Yatra????
Rahul: You see I'm the outdoors kind of guy and so I felt why not politick and indulge in my hobby of travel at the same time!!!
Me: Good you later cancelled the Yatra because its way too dangerous!!!
Rahul: I was really looking forward to this Yatra….. I was planning to photograph extensively and later hold an exhibition!!! I was hoping TIME would cover my Yatra….. then I would have held an exhibition of my photographs in New York … wow man that would have been mind blowing!!
Me: Now you've announced that you are planning to hold a 'Gramin Cricket League' Amethi????
Rahul: Yes ……. it's rural India 's IPL!!!
Me: Your detractors say that you are just deflecting attention because you've not been able to deliver on your promises in your constituency!!
Rahul: How mean……. Manmohan Uncle has given me very good marks as an MP!!!
Me: Manmohan Uncle is not going to vote for you and neither are the Congress MPs or your chamchas…. its the people of your Constituency who will decide your fate!! Though its only ten I'm pooped….can I show you to your room???
Rahul: No thank you…….. you see I've been advised to sleep on a bed with certain specifications!!!! ( and he makes a call from his Mobile ).

Within a jiffy the door bell rings. And outside is a man dressed in a watchman's outfit. And from the bag on his shoulder he takes out a watchman's uniform and hands it to Rahul. Rahul gets into this outfit.

Rahul: He's an aide…..give him the room you were offering me. I'll be back in the morning and then I'll walk out of the building as Rahul!!! Good night!!!

And Rahul slinks out into the elevator.

Napoleon: Boss hope outside he shouts the watchman's chant ' jaagte raho'….. with his unique squeaky voice he'll be caught in a jiffy!!!
Me: How did he mange to slip out at night from the Dalit's home???
Aide: Well the hole in the wall was made to order!!!!
Me: Does he plan to stay in more homes???
Aide: Yes…. very soon he'll be staying in the home of a person belonging to the majority minority community!!!
Napoleon: Boss when I'd gone out of the building Rahul's dog who had come along with Rahuls' aides, was loafing outside. He told me that tomorrow Rahul's going on a parachuting vacation and then he'll be going to Austria for a Conference!!!!
Me: Yes maybe he needs to detoxify after staying in the homes of people he shows that he's doing a favor to stay in…. what if I tell the Media that this is all a sham and that he does not sleep or eat in the homes he says he's going to literally live in for the night!!
Aide: I'm here to ensure that you don't do anything of the sort and in the morning once Rahul walks out its your word against his.
Me: What about his alienating the people in whose homes he stays in???
Aide: You loose some and gain many many more….. imagine the adulation he got when he stayed in a Dalits home and now the adulation he'll get for staying in a Aam Aadmi's home???

PCRA's CTC to open tomorrow

The Conservation Technology Centre(CTC) set up by "Petroleum Conservation Research Association (PCRA)" will opened today by Vice-Chairman, PCRA and Addl. Secretary, Ministry of Petroleum &Natural Gas S.Sundareshan on the first floor of Sanrakshan Bhawan at 10, Bhikaji Cama Place,Delhi on February 12, 2008 at 4 p.m. The CTC is a state of the art permanent display center for energy efficient Products and Technologies. The centre has provided a common platform to the manufacturers of such items that have the potential to contribute significantly towards savings of energy. Across the country, such products are being developed not only through research and development works in established laboratories and workshops but also through innovations and entrepreneurship at individual levels with little or no support. The CTC has been set up to fill up the gap of effective information dissemination on energy efficient products and technologies to general public. Apart from products, the CTC is also intended to be a nodal point for exposition of energy efficient technologies, both nascent and in different stages of development. The CTC will be first of its kind in North India.The Centre will fill the gap of effective information dissemination on energy efficient products & technologies to general public.

SAIL'S Rs. 11,262 Crore expansion for BSP launched by Paswan

Indian Minister for Chemicals & Fertilisers and Steel, Ram Vilas Paswan has inaugurated the Rs 11,262 crore expansion programme for Steel Authority of India Ltd's(SAIL's) flagship Bhilai Steel Plant(BSP), Bhilai recently. Nearly two decades after its last expansion to 4 MT which brought with it the Plate Mill as the country's only mill producing wide and heavy steel plates, Bhilai has now entered the third phase of expansion in capacities - one that will strengthen its steel-making capabilities and introduce new products into its basket. Present on the occasion as Chief Guest was Chief Minister of Chhattisgarh Dr Raman Singh. Speaker Chhattisgarh Assembly, Prem Prakash Pandey, Tarachand Sahu MP from Durg, Secretary Fertilisers & Steel, Government of India, Dr J.S. Sarma, Additional Secretary & Financial Advisor to the Ministry of Steel, B.S. PM for sustainable development at TERI's summit

At the Delhi Sustainable Development summit 2008, an annual event organized by The Energy and Resources Institute (TERI), Indian Prime Minister, Dr. Manmohan Singh, said, "Government of India will adopt a responsible and forward looking stance aimed at promoting sustainable development." Delivering his inaugural address at the summit in Delhi, the Prime Minister said that the impact of climate change falls differently on people and the poor are the worst hit. We need technology innovations for reduction of energy use by industry and other user sectors, he added. Finnish Prime Minister Matti Vanhanen, his counterparts from Denmark Anders Fogh Rasmussen, Prime Minister Jens Stoltenberg of Norway and the presidents of Iceland Olafur Ragnar Grimsson and Maldives Maumoon Abdul Gayoom were present at the summit.Focusing on the theme "Climate Change and Sustainable Development" Dr R.K. Pachauri, Director General TERI, said that the world has seen a major enhancement of awareness related to climate change which has reached an all time high, resulting largely from the Fourth Assessment Report of the IPCC. It is a result of this awareness that the recent Conference of the Parties concluded on December 15 in Bali has resulted in a firm plan of action at the global level. Agreeing to Dr Pachauri's remarks, Norway Prime Minister Jens Stoltenberg said "The world has to address mitigation in such a way that we do not have to choose between development and environment." President Gayoom of Maldives was awarded TERI's Sustainable Development Leadership award for 2008 for his pioneering work on alerting the world to climate change.
