Joint Secretary Information Technology in the Government of India, Maheshwar Sahoo, has been appointed Development Commissioner SEZ in Gujarat. He is 1981 batch IAS officer of Gujarat cadre. Will Sahoo go to Ahemdabad ?.

Ramesh is DIG CRPF in Hyderabad
B Naga Ramesh is new DIG CRPF in Gujarat. He is 1988 batch IPS officer of West Bengal cadre.

Grapevine has it that E Raghotham Rao is being appointed Chairman of the State Electricity Regulatory Commission. He is 1970 batch IAS officer.

IPSWWA is a social & welfare forum and would work for common issues identified by members. Health checkup of IAS in private hospitals allowed
Bowing to the pressure of IAS officers, the Department of Personnel and Training (DoPT) has allowed them to get themselves medically checked up as per their convenience. The private hospitals too have agreed with the DoPT proposal to charge an amount lower than what they charge from other citizens. Earlier, this checkup was done in Government hospitals free of cost.

CBDT's office complex in Mumbai in a limbo

The office complex of the Central Board of Direct Taxes(CBDT)which is supposed to come near Bandra-Kurla in Mumbai has been in a limbo for the last one and a half years.The department had okayed a plan of Rs.100 crore for the complex.

TDS/TCS returns

All tax deductors / collectors are required to file the TDS/TCS returns in Form No.24Q (for salaries), Form No.26Q (for payments other than salaries) or Form No.27EQ (for TCS). These forms require details of all tax deductions with name and permanent account number (PAN) of parties from whom tax was deducted.It had earlier been decided that Form No.24Q with less than 90% of PAN data and Form No.26Q & Form No.27EQ with less than 70% of PAN data will not be accepted for the quarter ending on 30.09.2007 and thereafter.The said decision has since been reviewed. It has now been decided to enhance the threshold limit for PAN quoting without which TDS/TCS returns will not be accepted. The limit has been enhanced to 95% from 90% n case of Form 24Q and to 85% from 70% in case of Forms 26Q and 27EQ. The enhanced limits will be applicable for and from the quarter ending 31.03.2008. These threshold limits will also apply to all those TDS/TCS returns, which are filed for any of the earlier quarters on or after 01/04/2008.Tax deductors and tax collectors are, therefore, advised to obtain correct PAN of all deductees and quote the same in their TDS / TCS returns. Deductees are also advised to furnish their correct PAN with their deductors, failing which they will not only have difficulty in getting credit of TDS/TCS in their income tax assessments but will also face penal proceedings under the Income Tax Act.

IT is ridiculous
Once again I find it ridiculous to even think that IRS officers are getting some justice. Over the years, there has been so much proliferation in the posts of secretaries that even Ayurvedic medicine department has a separate secretary . But the services both income tax and customs have never been given a single secretary level post. A transpalnted creature who hardly knows anything except the measurement done by Patwaris finally takes over as a revenue secretary with only motive in mind ,that is how to humiliate these two premiere services. If rank alone is the criteria to decide promotions, I fail to understand why Audit and Account officers are getting faster promotions because in civil services they lag far behind the IRS. IRS is next only to IAS in rank in civil services yet it is the worst in infrastructure and housing . So I fail to see the so called justice which thy are supposedly getting.

IRS to be blamed

It's only the mighty IRS that has to blame itself. The service itself is based on the premise that the officers have to defend themselves, irrespective of bonafide activities. You very well know the havoc caused by one of our colleague at Madras, in vigilance matters. No elaboration needed on this. Income-tax is the only service that charge sheets its officers for using cars, without providing them to eligible officers. Fear of audit & vigilance is like cancer pervading the department. It has no dearth of self professed honest officers who lose no oppurtunity, to degrade & pass diatribe against other unfortunate officers. Dignity, unlike in the IAS, is sadly missing in income-tax department.

Discrimination to IRS

This is high time for the government to consider the total available manpower for assigning higher responsibilities. This is a fact that IRS stands in total discrimination, so far as their career prospects are compared with other services of the central government. The government should take the benefit of the entire available resources of the Civil Services rather depending predominantly on one. A mix of resource pool consisting of varied experiences would certainly boost up the Administration & governance. At least at JS level the entry be made available on merits.
