I am a regular reader of your website and congratulate you for continuous improvements in the news contents. The site has been a must visit one for persons like us. I would however suggest you that more news on the affairs of Delhi Government should be contained in the news. Even though the site is for all India viewers but majority of the patrons are situated in Delhi . The transfer /posting in the Delhi Government and present posting of officers etc is sometimes more useful than merely a news about a IES/ IRAS service officer. Any news which is regarding a public dealing officer especially the DANICS officers must be placed on site, not only for the officers but for the general public also. Though the transfer /postings are available on the Delhi Government website of services department. But general public is not much aware and not concerned also as that site is not popular like yours.
I am sure u will appreciate my suggestion.

Indo-Bangladesh sign MOU in aviation sector

With a view to have detailed discussions in matters relating to the air services between the two countries, India and Bangladesh delegations held bilateral air services consultations in Delhi recently.The Indian delegation was led by Ashok Chawla, Secretary Civil Aviation.After detailed discussions both sides reached an agreement and an MOU was signed between the two sides. Both sides have agreed to further liberalize the existing SAARC offer and all existing caps for the operations of Bangladesh carriers to/from different points in India have been removed.Now, the designated airlines of each side are entitled to operate 61 services per week in each direction to/from any points in each other's territory specified in the Route Schedule with any type of aircraft, without any restriction or capping.Also, in order to facilitate tourism, the designation airlines of both sides can operate any number of services to/from 18 tourist gateways in India viz. Patna, Lucknow, Guwahati, Gaya, Varanasi, Bhubaneswar, Khajuraho, Aurangabad, Goa, Jaipur, Port Blair, Kochi, Trivandrum, Kozikode, Amritsar, Visakhapatnam, Ahmedabad and Tiruchirapalli.The Bangladesh side agreed to grant Sylhet in Bangladesh as an additional point of call for the Indian designated carriers.In order to enhance the air services operations and to make the operations more commercially viable, the provision of co-operative marketing arrangement has been agreed. Another important outcome of these discussions is reflected in the form an agreement on cargo operations where the designated airlines of each side are entitled to operate 7 all-cargo services per week between each other's territory with any type of aircraft.

Time has come for second service in India

Despite boasting of the highest ranks in the civil service exam after only the IAS, the IRS gets niether pay (IAS, IFS get that) nor perks (IAS, IPS, Customs, Postal, Railways, Defence get that) nor promotions (IAS, IFS, IAAS, Railways and all sundry accounts services get that), it survives merely on prestige. The time has come for the second service in India to get its legitimate due. Are the powers that be even listening?

All this fuss about IRS loses sight of vital dimensions of governance such as the rampant corruption in the tax departments. Ask any CA you know! Why the IRS prefer Mumbai postings? Come on ....be plain! Secondly, most of these departments are top heavy...hampering promotions. Finally, the real work is done by the Gr 2 officials(tax inspectors, ITOs) who are given a raw deal by the Gr 1 officers !!

Avoid comparisions

Ms. Neha, who presumably is a civil service officer, should have known better about I-T service rankings shown on the DoPT and UPSC web sites after the CS Exam results are declared every year; and then there are some things called the Indian Foreign Service and the Indian Police Service which come 'second'. Secondly, the IT in recent years have expanded vastly with around 350 posts of CIT/CCITs having been created ostensibly for more efficient tax collection (although tax collections are rising primarily because of the stellar performance of the private sector and the stock market boom; corporate tax collections also account for the bulk of IT in India unlike the personal IT that requires more staff). Most other services have not received such generous wholesale support. If despite such exponential growth, IT is unable to fend for itself, it should not vent their angst on other services to cover for their own shortcomings. If CS Exam rank were the criterion for improvement then, by Ms. Neha's logic, IT officers would live in Type VIII bungalows and get all salaries while other services would live in Seva Nagar and beg on the streets! Similarly, since IT earns the most, the CPC should give them the highest pay; by that standard army officers should have recoveries effected from their salaries for being the biggest spenders! That things have not come to such a pass shows the information on which Ms. Neha has based her argument is erroneous. Thirdly, all posts in the CBDT are under the Central Secretariat. If an IT officer could become India's top election officer as others serve in MCD, port trusts, etc, where is the problem if an IAS or any other service officer becomes Revenue Secretary (now or in the past)? Similarly, should there be any objection to JS (Personal) CBDT coming from the Railways? Comparisons are invariably odious and thus the need to avoid them.

Why they want private health check up ?

IAS officers who are at the helm of affairs in all walks of life including Public Health System are now asking for PRIVATE HEALTH CHECKUP. Is it not ridiculous? Do they accept at least now that they have miserably failed to improve the Public Health Services?

State of affairs in CGHS
I share Anand Agsrwal's concern about the state of affairs in CGHS. I have recently had the misfortune of having to suffer the trauma of dealing with an unexpected medical contingency in my family. I realised that the Doctors and staff in the CGHS are as humane, sensitive and decent as any one of us could be but the system through which they operate is absurd, dehumanised and utterly senseless. We have to remember that the system is not of their making and as such I find it unjust to blame the Doctors and staff of CGHS. My personal experience has been as follows. In the last week of December I came to Delhi on a month's leave from Kolkata for my son's wedding. While in Delhi my wife was dignosed with cancer and the treatment recommended was six cycles of chemotherapy each at an interval of three weeks. The drugs involved would cost nearly Rs. 3 lakhs for each cycle. As I was holding CGHS card from Kolkata I was required to undergo some formalities to procure the drugs through CGHS. And here are the formalities:
(i) A letter addressed to the concerned Zonal Director of CGHS having jurisdiction over the area in Delhi in which I was residing during the leave requesting the said Zonal Director to temporarily attach me with the dispensary having jurisdiction over the area of my residence. (ii) To obtain approval from the Zonal Director as per above request. (iii) To carry the Director's approval to the concerned Dispensary along with proof of residence at the given leave address and get the temporary card issued for attachment.
(iv) To visit the CMO of the concerned dispensary along with prescription card for procurement of the drugs. (v) To obtain information as to which of the prescribed drugs are of local purchase category and which are for MSD (a new term for me, a first time CGHS card user). (vi) To write separate applications addressed to the Additional Director MSD for each of the MSD items. (vii) Each application to be accompanied by xerox copies of the temporary card, prescription slip and the Dispensary CMO's forwarding recommendation to MSD. (viii) To make spare sets of each application with the enclosures for office copies to be retained in the dispensary. (ix) To carry the applications duly forwarded by the CMO along with INDENTS to the MSD near Gol market. (x) To wait for at least 10 days for the procurement of the drugs and occasionally visit the MSD to check up the position. (xi) To repeat the drill from indent stage for each of the six cycles of chemotherapy. I was embroiled in this drill even as my wife continued to wait for the drugs which according to the Doctors at AIIMS should have been administered without any further delay. Of course the drugs were supplied and the Doctors and the staff of CGHS at the Director's , Dispensary and the MSD level were extremely well behaved all the times but they couldn't help the time and energy consuming process which some one sitting higher up has devised. Just imagine the sense of relief I would have felt had the procurement of the drugs been possible by AIIMS through book adjustment against CGHS account. As I write these lines I am preparing the sets for the procurement of drugs required for the second cycle of the therapy.

Recognition is the Basic Motivation

Mishra has rightly mentioned that ACRs play a very vital role in the career of a government servant. Timely promotion and recognition are the basic motivations of a government servant Therefore, DOPT should evolve transparent Performance Appraisal System, which should have least subjectivity and no room of unfairness and prejudices. In Central Staffing Scheme, DOPT has fixed minimum bench-mark of ACR as 'VERY GOOD' for Deputy Secretary, Director, Joint Secretary and above. If some officer delivers outstanding results in her/ his department, it is beyond imagination that she/ he will not deliver in other departments. They may take little more time in learning the new work but definitely win the race. We are all government servants and should follow the policy-"LIVE AND LET LIVE". We should think for the nation and all of us should do our best.

Bureaucrats are more corrupt than Netas

Attention of Society, Government, Public is badly required towards rampant and increasing corruption in Bureaucracy, Judiciary and Government Officials. The corruption by the officials is far more dangerous than the corruption done by our Netas. Neta is looting public money only for 4-5 years, however, a corrupt Government officials drain out public money for 30-32 long years, moreover, they also teach the corruption to new Netas to serve their own objectives. We don't understand that why our Bureaucrats are corrupt? When Govt. is taking care of their requirements by providing good accommodation, transportation in addition to handsome salary, since their first posting to last posting than Why are they require to involve in corruption? A corrupt Bureaucrat is many times more dangerous to the society than a corrupt Laloo, Sharad Pawar, Mulayam or Mayavati because since beginning they are in key positions from where they can affect and alter the policy decisions to their vested interests. It is very unfortunate that more and more officials are turning towards corruption and honest officials are finding themselves in minority. This trend is extremely dangerous for India and we all to give a serious and honest thought to this, right now, delay may ruin our country & society. So let's start now for better India, improved India. Please circulate the content to make people aware.

Improve India Mission

New pay-scales are disappointing
The new scales appearing in here are disappointing. Successive Pay Commissions have failed to ensure` parity in the transit from old to new scales. Whenever, two scales are merged the officials in the higher scale are put to disadvantage. Sixth CPC was especially asked to focus on the question of parity with the corporate world. Therefore, the question of parity in the Government assumes special significance. We are waiting to see whether the sixth CPC has really answered this question. As far as scales are concerned, if Rs.6500 is raised to Rs.20000, on what basis Rs.14300 will be just Rs.33000 or Rs.15100 will be Rs.35000 ! What prevents the pay commission to put up its draft report on the website and invite comments from one and all to ensure better insight in many issues? This will definitely improve the quality of the report many times. This will also ensure unnecessary representations, litigations and amendments.

If the pay scales sent are true , then it is total injustice for Director level officers (Rs 14300-400-18300)of central services. They will be the worst sufferers. If pay commission is listening, please put us in separate grade as unlike IAS we have to spend many years in this scale and even retire in this scale. Please do not club with lower scales.
