Will Harinarayan succeed C S Rao ?
Latest buzz is that Andhra Pradesh Chief Secretary J Harinarayan who is retiring this month end will succeed IRDA Chairman C S Rao . His week long stay in Delhi has fuelled speculations to this effect. Tenure of 1967 batch retired IAS officer C S Rao is coming to an end in May. Headquarters of the Insurance Regulatory and Development Authority is in Hyderabad. Harinarayan is 1970 batch IAS officer.

C.B.Bhave assumes charge as SEBI chief

C.B. Bhave has assumed charge as the new Chairman of Securities and Exchange Board of India (SEBI) for a period of three years .He has succeeded M.damodaran whose term ends on February 18, 2008. Bhave who is former IAS officer of the 1975 batch from Maharashtra cadre was so far the Chairman and Managing Director(CMD) of National Securities Depository Limited (NSDL).Damodaran is an IAS officer of the Manipur -Tripura cadre & belongs to the 1971 batch.

Mrs. Shaukat A.Tirmizi (Advisor-Finance) and O.P.Veer (Sr.CCA, Delhi Region), both from 1975 batch of Indian P&T Finance Service are in the race of Member(Finance) Telecom Commission. If any one succeeds as the Member(Finance), the other shall be the Advisor(Finance) in DOT.

Vasundhara reposes confidence in women IPS officers

While central leaders of the BJP are talking about women's empowerment, Ms.Vasundhara Raje, Chief Minister of the BJP government in Rajasthan has walked the talk by reposing confidence in the women IPS officers posted in the state.In the IPS reshuffle effected two days ago Ms.Nina Singh, 1989 batch IPS officer has been posted as IG, Ajmer Range.She is the first ever woman to have been posted as an IG of any Range in the state. Besides Ms. Singh, most of the other women IPS officers have also been posted as districts SPs in Rajasthan.

Six police officials get President's medal in Maharastra
Maharashtra Governor S M Krishna has presented the President's medal for distinguished services to six police officers from the state. The recipients of the President's medal this year are: ADG Ajit Parasnis of the ACB, ADG K P Raghuvanshi, who heads railway security, IG Meera Borwankar from the state CID, Joint Commissioner of Police (Mumbai) K L Prasad, Assistant Commandant with the SRPF Madhav Kalanke and PSI Kiran Dhote.

Gyanesh Bharti is Addl Commissioner CT,Delhi

Gyanesh Bharti is new Additional Commissioner Commercial Tax(CT) with the Delhi Government.Gyanesh Bharti who is 1998 batch IAS officer of the UT cadre has come in place of Chandrakar Bharati(1996 batch,UT cadre IAS).The latter has joined the Department of Industrial Policy & Promotion (DIPP) as a Deputy Secretary.Earlier,Gyanesh Bharti was Deputy Commissioner with Delhi Municipal Corporation.

Former IRS officer is no more

Mr Kalyan Sen, a retired senior Income Tax officer passed away in Calcutta. He was 82. He was Commissioner of Income Tax in places such as Shillong, Calcutta and Bombay and was the first Chief Commissioner of Income Tax in Bombay when the post was created. He then was Member Central Board of Direct Taxes and later Member, Settlement Commission.

Why IAS is preferred ?

During the past 8 years only one topper (of 2001 batch) has opted for Indian Foreign Service. Last year only 3 out the top 50 candidates chose IFS over IAS. Why? Answer may lie in slow promotions. IFS officers face dual disadvantage. Firstly, they don't work State Govternments where promotions are much faster. (IAS officers will now get SuperTime Scale after 14 years). Secondly, even in the Central Government they are almost a year behind in promotions, despite their small cadre size. With IFS the only semblance of competition out of the way, IAS will really stand for I Am Supreme!!

Time has come to re-assess the situation

Going over all this heartburn expressed by various services on your esteemed site, I am reminded of what used to exist in the days of yore, long before short sighted political decisions put a stop to head hunting for the Government of India. The office of the Establishment officer, now so much desk based used to be a touring job in pre independence India, where the EO would go scouting the districts for talent to man the Government of India, this step was supplemented by having the Finance and Commerce pool in place, manned by the officers of the ICS, Audit Accounts, Customs and Income Tax Services. Once the officers had been seconded to the pool they never went back to the parent cadres/ departments, they manned senior positions in the economic ministries of the Government of India. The Finance and Commerce pool was abolished by Morarji Desai. Alas, these salutary systems no longer exist, perhaps the time has come to reassess the situation and put similar systems in place again.

Only performance can bring IRS into reckoning

What is all this fuss about IAS/IRS? We must admit and accept that IAS by virtue of their rank got the best service. There is no point cribbing about it..nothing succeeds like success. It is just like one is born in a poor family or affluent family and has no control over the parameters one is given to play around with. Secondly, there is no point talking about corruption in the services. It is purely a matter of opportunity that segregates an honest officer from a corrupt one. Each individual knows how much honest or corrupt he/she is. If IRS has to really command respect then it must raise its standard. There is no point begging before the government or complaining about the status of IRS. Only performance can bring this service into reckoning!!

NHPC officers rush to private sector ?
Private Companies entering hydro sector are inducting in large numbers workers and engineers from NHPC. There is wide discontentment in the NHPC against the style of working of S.K. Garg, CMD. The employees are considering it advisable to quit rather than suffer day-to-day humiliation. Will the Power Minister, Shinde, spare some time to look into the working of NHPC?.

For newly inducted chief of Securities & Exchange Board of India (SEBI)C.B.Bhave practice is better than precept as he has dissociated himself from SEBI's probe against National Securities Depository Limited (NSDL).Bhave who tookover as SEBI's Chairman on ebruary 18,2008
has requested to be recused from these proceedings and to put in place a mechanism to oversee the conduct of these proceedings.Following Bhave's request, the India Government has advised the SEBI board that in order to ensure objectivity in the handling/conduct of these pending proceedings, these matters be handled by a team of non-Whole Time Members of SEBI who were not party to the initiation or processing of such proceedings. It is learnt that neither Bhave who was heading NSDL nor the nominee of the Ministry of Finance on the SEBI board will be involved in this special arrangement. These proceedings will be overseen by a three member team comprising of part time members of the Board. The team will associate an eminent legal expert for professional advice.

Symposium on cerebral paisy organised

A symposium on cerebral paisy was organized by pediatric orthopedic society of North Zone at Chandigarh. More than 40 delegates from Chandigarh, Punjab and Haryana attended the meeting. Inaugurating the symposium, Prof. S.S. Gill, Head department of Orthopedics informed that the incidence of cerebral paisy is to the tune of about 2-3 per thousand live births and the incidence with pre-maturity. Dr. Anju Gupta from the department of Paediatrics PGI Chandigarh spoke about the importance of holistic and multidisciplinary approach. Dr. Bhatia, Director Saket Hospital told that most patients would recover if managed correctly. Dr. Bobby john spoke about knee problems and their management. Dr. Sanjay Sarup mentioned that by timely intervention, painful dislocation of the hips could be prevented. Dr. P.N. Gupta from GMCH Chandigarh dwelled that it is essential to assess the overall function of a patient with cerebral paisy and the foot deformities are amongst the commonest of deformities in cerebral paisy. Dr. Wadhwa from PGI stressed about the rehabilitation aspects of cerebral paisy should be sent to normal schools. There should be more centers undertaking treatment of disease. Genral medical facilities be improved for safe deliveries and care of children.
