U.N. Panjiar who is presently Secretary, Border Management, Ministry of Home Affairs has been posted as Secretary, Ministry of Water Resources.Panjiar is an IAS officer of the 1973 batch who belongs to the Bihar cadre.

Surendra Pal Gaur will head Inland Waterways Authority

Surendra Pal Gaur who is presently Secretary, Union Public Service Commission has been appointed as Chairman Inland Waterways Authority of India, Department of Shipping, Ministry of Shipping, Road Transport and Highways, in the rank and pay of Secretary.Gaur is an IAS officer of the 1974 batch & belongs to the Uttar Pradesh cadre.He has succeeded S.B. Mathur, IAS(1971 batch) officer of Jammu & Kashmir cadre who superannuated on January 31, 2008.

CAT reinstates IAS Officer
Prabhakar Karandikar, IAS officer of 1973 batch of Maharashtra cadre, who had opted for voluntary retirement with effect from 28th February 2007 but was compelled by the State Government to retire on 31st January 2007, had challenged the State Government's decision before the Central Administrative Tribunal [CAT], Mumbai bench. CAT has ruled in favour of Karandikar and ordered his reinstatement in service. His contention that an officer has the right to choose the date of voluntary retirement and the Government can not impose an earlier date of retirement, has been upheld by CAT. Karandikar personally conducted his own case in the Court. Karandikar's last posting in Government was Divisional Commissioner, Pune. After he was forced to step down by the Government, he had joined Mahindra & Mahindra Ltd., as Corporate Adviser. It is not yet clear whether the Company will allow Karandikar to terminate his contract and relieve him to go back to Government. It is also not clear whether the State Government would challenge CAT's ruling in appeal.

A K Singh to be DG of Karnataka
Grapevine has it that A K Singh is being appointed new DGP of Karnataka. He is 1974 batch IPS officer.

Sarkar promoted in West Bengal

Sujit Kumar Sarkar has been promoted to the rank of DG in West Bengal. He is 1972 batch IPS officer.

A feather in the cap of Sanjay Dube,Collector Jabalpur has been added as the "Tele-Bhugtan"scheme in Collectorate,Jabalpur has won the award in the category- innovative usage of technology in E-Governance.Dube will receive the award from A. Raja Minister for Communication and Information Technology during the 11th National Conference on E-Governance to be held at Panchkula( Haryana) on February 7-8, 2008.This is one of the awards that the Government has announced under the National Awards for E-Governance for 2007-08.These awards seek to recognise and promote excellence in implementation of E-governance initiatives.Tele bhuktaan was launched by Madhya Pradesh Chief minister Shivraj Singh on June 30,2006 in a function at Collectorate Jabalpur.Incidentally, Jabalpur Collectorate is the first ISO 9001:2000 certified collectorate in the country and has won the 'best e governed district award' in the state in 2007.Besides this,there has been series of National and state awards that were bagged in last three years by district Jabalpur under the leadership of Sanjay Dubey. They include National award for rehabilitation of handicapped and retarded children by Ministry of social justice and empowerment and some of the initiatives like 'Samadhan one day governance' by CSI Nihilent in year 2007.

N.S.Sisodia gets 3 years extension

Extension in tenure of N.S. Sisodia as Director, Institute of Defence Studies & Analysis, for a further period of three years beyond August 16, 2008 has been okayed by the Government.He is an IAS officer of the Rajasthan cadre who belongs to the 1968 batch.

Additional charges to CCITs
Ms.J.D.Sahay CCIT -I Ahmedabad will hold additional charge of CCIT-II Ahmedabad following retirement of Ajit Kumar.Likewise,D.S.Rastogi CCIT-IV Ahmedabad will hold additional charge of CCIT-III Ahmedabad as R.C.Sethi has retired.

1 nabbed for assaulting IT department's search team in Gurgaon

Income Tax(IT) department had carried out a search operation against a group of Gurgaon engaged in development of real estate and running a private airline. During this 21 premises of the group located in Delhi, Gurgaon, Sirsa, Chandigarh and some other cities were covered.The operation resulted in seizure of large documentary and digital evidence indicating acquisition of large tracts of land in the names of over 50 benami companies through on-money payments, introduction of share capital in bogus names in group companies for purchase of land, receipt of unaccounted money on sale of commercial plots, investment of unaccounted funds in purchase of hotel plot from HUDA & circulation of funds to boost share capital so as to meet the mandatory requirements of DGCA for private airlines were seized. Besides cash and jewellery of over Rs 1 crore has been seized and six lockers have been sealed. Preliminary investigations indicate that while the main group companies have not paid any tax for several years the market value of the land holdings of the group is over Rs 1000 crore. Further investigations are in progress.At the main office of the group at Gurgaon the Managing Director of the group and his accomplices assaulted the search party in which a Deputy Director of Income Tax suffered injuries. An FIR has been registered against three named accused persons. The Police authorities are on the look out of these persons. It is learnt that one of the accomplices has been arrested.

The post of Chairman in Vishakhapatnam Port Trust will fall vacant in August with the superannuation of Kumar.

DPC is delayed
The regular DPC of 1991 Batch of Indian P&T, Accounts and Finance Service for SAG promotion may take some time due to change in ACR policy, being formulated by DOPT. But SEA Section of DOT is trying to give Adhoc SAG (which was not given to earlier batches) to 91 batch before 06.2.2008 as Member(finance) is getting VRS on this date.

Government should take urgent measures
Drought conditions in Bundelkhand region and suicides in large numbers by debt ridden farmers and large scale migration is indicative of failure of NREGP to provide relief to poor and starving people in the region. The government should take urgent measures on war footing to save lives of suffering people. Instead of taking officers to foreign countries as part of mid career training , they should be taken to places in Bundelkhand region so that they can learn about the gaps in the planning and implementation process and do some thing concrete and useful in alleviating the misery of people .The biggest drawback in the present system of training is that it makes officers more and more self centred e.g., increase in retirement age , more pay and perks regardless of what happens to the poor people.

Older and far more serious than the kidney racket is the testicles racket which effects the upper levels of the government and politicians all over India. Think of any politician or secretary to the Government of India and this shameful and tragic fact becomes apparent. All such people have been compelled to sell their testicles as they were in financial difficulties. The consequences to the country in terms of good governance has been disastrous.

NALCO's net profit is Rs.329.44 crore
NALCO, the flagship PSU of Ministry of Mines, Government of India has achieved Rs.329.44 crore net profit with a sales turn over of Rs.1220.97 crore in 3rd quarter of 2007-08 financial year ending December. As per the unaudited financial results. The downward record of NALCO's profit and turnover was attributed to low global alumina, aluminium prices and importantly a rising rupee was revealed at it's Board Meeting held at Bhuwaneswar on January 29,2008.
