(NRHM). Dr Raju has been deployed on deputation for a period of five years. He
has had the rare distinction of having served in three tribal districts of Chhattisgarh
namely: Surguja, Kanker & Raigarh .He is also a member in the national committee
on the "Panchayat Expansion in Scheduled (Tribal) Areas" (PESA). Dr
Raju has succeeded Samir Sinha, an IAS of Assam -Meghalaya cadre. (We

Defence Sundaram Krishna on his elevation has been posted as Additional

is Administrator USOF Ajay Bhattacharya on promotion has been appointed
as Administrator Universal Service Obligation Fund (USOF) in the Ministry of Communications
& Information Technology. Bhattacharya who is an IAS officer of the 1977 batch
& belongs to the Tamil Nadu cadre was so far Joint Secretary Animal Husbandary
& Dairy in GOI. Alok Rawat elevated in UPSC Alok Rawat on
his promotion from Joint Secretary's rank to Additional Secretary has been appointed
Secretary Union Public Service Commission(UPSC).He is an IAS officer of the Sikkim
cadre & belongs to the 1977 batch. (We said this on February 18,
2008) Pradeep Deb elevated in ADB Pradeep Deb who is Senior
Advisor to Executive Director(ED)of the Asian Development Bank(ADB)Manila has
been elevated from Joint Secretary to the Additional Secretary's rank. He is an
IAS officer of the Rajasthan cadre & belongs to the 1977 batch. Ms
Vas to Additional Secretary Economic Affairs Ms Loretta Mary Vas will
now be Additional Secretary Economic Affairs. She is 1977 batch IAS officer of

This controversy of IAS and IRS is not being understood and analyzed properly
as people have forgotten just 20 years back events. Firstly, the contention that
somebody is born rich and another poor is totally wrong. Today in civil-services
everybody is born from the same womb. Every candidate passes the same P.T.,same
main exam and the same interview. The difference is only of marks. What is the
difference between IAS and IRS marks--maximum 50.In an exam of 2400 marks how
the difference of fifty marks is created by UPSC is very well known to every examinee.
So any amount of good work done by IRS Officers can not solve this problem. The
solution lies in history. There was no such problem before 1979.The Satish Chandra
Committee did the Himalayan blunder in 1979 by recommending that the entire civil
services will be by the same scheme of exam. The British were far more intelligent
as there were three levels of exam. IRS had to appear in three optional papers
and IAS had to in five. There was no such complain at that time. This was birth
from a different womb and nobody complains why Ambanis are better. I am unable
to understand how Govt. of India and Committee of Secretaries accepted such wrong
recommendations of Satish Chandra committee. How an IAS and a Central Secretariat
Service Section Officer can be recruited by the same exam with same papers? It
created so much of problems that all the Group-B Services were finally removed
from the list of Civil Services. The GoI should again introduce the same old pattern
of different levels of exam for different levels of services as IRS-IAS and Railway
Traffic Service etc. are certainly different types of services with different
pay and perks. anonymous What is the meaning of CGHS Shobha,
the CGHS is not being wound up. Otherwise, how will they buy new computers to
replace the computers bought this year ( for nearly a crore of rupees) . Don't
you know, CGHS means "Corrupt Government Has to Survive". Ram
Kumar CGHS affairs I fully sympathise with you. But you
should question who has been responsible for this inhumanity. 1. Bureaucratic
blokes have made the procurement of drugs & consumables by the dispensaries
concerned quite an arduous if not impossible task 2. Any service available
free is rarely appreciated but misused maximum 3. The service conditions and
compensation to doctors in the CGHS service is peanuts. Then why wonder if you
got monkeys!!! 4.Has any service association ever bothered to ask the government
why it had not built new hospitals after the sixties? 5. In the west a doctor
normally provides consultation for 7-10 patients. In the Indian context if one
has to give consultation to 50-75 patients, well you can expect the level of quality
6. And remember you get what you deserve. No offence meant. I am only pointing
out that it is the unimaginative bureaucracy which dehumanises even the noble
profession like medicine. The most conscientious doctors in Indian medical
services become frustrated at the archaic administrative rules and controls literally
aimed at denial than facilitation. Doctors of caliber are the need of the hour
but for that you got to pay better. SP Bharathiy Clubbing
of Pay Scales Clubbing of Pay Scales will give tremendous boost and
positive motivation to large number of juniors and stagnant officers as well as
Cadre Controlling Authority for proper deployment as well as HR development. It
will be appropriate to club the pay scales from Under Secretary Level to Director
Level as the work profile of these Officers is almost of same nature and responsibility.
It will also reduce the valuable time and cost to conduct DPC and related official
procedure. Tarun Why not pay to Government servants ? The
contention of DoPT for justifying lower salaries to government servants in India
on the ground that Government's work is in the social domain is not correct. India
is certainly not a model state. It is just like any other country of the world.
Did DoPT really mean that countries like US, UK, Singapore, etc. are foolhardy
that they pay their government servants as per market rate? We emulate UK in governance
and in every other thing, then why not in pay to government servants? The United
Nations pay well to their staff. It has also been advocated that all Group-'A'
service officers are provided residential accommodations and transport facility.
But how many Under-Secretaries, Deputy Secretaries and Directors have been provided
with official transport in Government of India? None! So, the Rule is that majority
of Group-'A' officers are not provided with any transport. Regarding residential
accommodation, the statistics on housing satisfaction is so low that it would
be appropriate to say that government provides residential accommodation only
as a matter of exception, not as a matter of Rule. There is a long waiting list
in Type-II, III, IV, IV Special, V, V Special etc. The actions of the Directorate
of Estates are so slow that a tortoise can also be ashamed off. Meenakshi
Roy. How an IRS functions ? An IRS officer, who hides behind
and shoots painful arrows, enters into no harm, by revealing his name. IRS doesn't
spend anything but only collects revenue whereas the other departments never take
a solo decision-the convenient tool being-"please put up the file"-please
discuss-etc. Committees are formed to hide behind controversial decisions. An
IAS or, for that matter, no service in India takes decisions the way I.R.S does
nor will any other service opt to be in such an onerous position. The system is
that decisions are taken without any assistance or worse still, any sympathy from
the bigger bosses. Other services are well advised to work in such pitiable situations,
only to experience-how an I.R.S officer functions before talking about corruption. Raaghurane Aaj

Congress keeps on harping that the 'award' complaint against Sonia is ridiculous!!! They

but do not forget local ones!! Make sure that on a dual track of national
and local the campaign runs!! Make it abs clear that indiscipline will
result in being given the boot or laath!!! Indiscipline will be treated like
