Changes in cadre allocation policy
Regarding the cadre allocation policy - significant changes have been made for IAS/IPS/IFS aspirants. Now cadres will be allocated on the basis of merit, preference and vacancy. The vacancies to arise will also be displayed at the Personnel Ministry website before commencement of the exam. This will bring in a lot of transparency. The rooster system has been done away with. This will help the attrition rate of IAS officers serving outside their home states (or close by), and also of young entrants who leave after getting allotted cadres not of their choices and availability of wide opportunities in the private sector. A very good decision by TKA Nair indeed!

Boss is always right?

Deewan, you have highlighted such a issue which is prevalent in almost every government departments. Bypassing the channels is definitely bad and a sign of destruction of the foundations of bureaucracy in the country. If some channel is bypassed, it means something is fishy. The bosses who adopt such tacts definitely fulfill certain hidden motives or interests. So proper auditing must be done periodically so that system should not be suffered and country should not be put on loss for such actions. I don't recommend such bosses to be judged as right.

Why Can't Centre adopt Kerala pattern ?

Kerala officers move is a welcome development. I wonder when would DoPT wake up to the usefulness of such a move in Central services." Such scheme was pioneered by Haryana Government in 1996. The scheme was also adopted by Rajasthan Government. Can anybody enlighten the readers of this newsletter about the benefits derived by these state Governments . OR is it that history keeps on repeating itself ( or the state Governments are condemned to repeat the history.

Aaj Ki Aawaz

Prior to presenting Budget Laloo said that challenges come and challenges go!!!
And Laloo ji Ministers comes and go and this you must already know!!

Seated on your Mantri chair just swivel around and see the names on the wall!!!
Inn sabh ko ex Railway Mantri karte hai call!!!

So this Budget is Laloo's bow!!!!
He knows he's kuch time ka Rail Mantri now!!!

Laloo now wants to become a man of the masses!!!
In his breakfast with journalists he said he did not care for classes!!!

He ate breakfast in dehati style and emerged from his home in a Pringle pullover,
Did this signal that his dehati avtar for the time being was over????

Rajdeep Sardesai still has nightmares of having a meal with Laloo,
At that time Rajdeep wondered 'apne mooh mein chawal Laloo ki tarah kaise daloo'!!!!

Laloo said he was least bothered about the Metro hi-fi lot!!!!
Seems in Laloo's book we city dwellers are a blot!!!

Laloo reached Lok Sabha to find the House in turmoil!!!!
MPs were crying out that Farmers were not getting fair price for their toil!!

When matters cooled down Laloo got into his act!!!
This time seems with a poet he had a pact!!

Because every now and then he broke into prose!!
And for his prose from the House laughter arose!!

People start laughing when Laloo opens his oral cavity!!!
And very often what he has to say shows his sheer depravity!!

Seems this time even in his private Salon his nose gave him pain!!!!
Despite the air freshners the stench from the toilets in the rest of train did not wane!!

So this time Laloo has tackled the toilets in trains on a war footing!!!!
About making toilets in the trains go green Laloo is this Budget is tooting!!

Hope he realizes the limitation of green loos!!!!
When a horde of people use these green loos these loos get the blues!!!

Aam Aadmi will not be able to say bye bye to your near and dear!!!
Platform tickets will become very dear (Rs.30)!!!

And Laloo has budgeted for frills,
But for Aam Aadmi in the Budget there are no thrills!!!

Cleanliness, CC Tv's, Green toilets etc., but no reduction in fares!!!
Seems he forgot for what the Aam Aadmi really cares!!

Laloo boasts that on Indian Railways he's done a 'chakk de'!!!!
And voters in Bihar are shouting ' Laloo ko ek aur dhacka de'!!!

In the end Laloo's Railway Budget was like Laloo,
Made all laugh and was indeed very chaloo!!!

Chaloo because …… Railway Budget is all hype!!!!
About this Budget the next Railway Minister will gripe!!

Laloo's promised the World and he knows he'll be out of this chair next saal!!!
So you can say he's played a chaal!!!

It'll be the next Railway Minister who'll have to find the funds and deliver on the vaadas!
So its east to gauge Laloo's actual iraadas ( objectives)!!!

Sonia was seated next to Laloo and had a tough time not literally rolling with laughter!!!
Though she must have done this in the car on the way home Budget ke after!!

Punjab Congressis took friendly farmers for Sonia's darshan or obeisance karne ke liye pay,
If you ask me it should have been the other way!!!

Photographs of the meeting show all showing their 32 teeth!!!
Back in Punjab the farmers karr rahe hai seethe!!!

There have been suicides by debt ridden Farmers in Punjab ,
And water in villages is so bad that one sip and you'll end up with julaab!!!!

Seems Sonia likes this drama baazi!!!!
Because if she goes to the Farmers she'll have to face their naraazi!!

So her chamchas round up friendly farmers and march them to Sonia's ghar!!!
Where Sonia has no ' facing farmers naraazi' darr!!!!

Speaking of Punjab .... Akali Dal says 'Raj nahi Sewa' (not ruling but serving)!!
Punjabis say....for sewa they don't listen to tarlaa (begging), asees (blessings) but want mewa (materialistic things)!!!!

India will be paying more for Gorshkov ... why???
On this why don't the Commies raise a hue and cry????

Karat ji please let us know on this what you have to say!!!
On a sealed and signed Deal (price) why more India has to pay????

Coming back to Laloo……. he feels he has public's pulse in his haath!!!!!
Actually he has our 'funny bone' or nerve that brain se humaar haath mein jaath!!!

Confucius says…… You cannot joke all the time…..even jokers don't do this!!!
They know when to give their buffoonery a miss!!
