in J & K S.Jaipal Reddy open NBCC's Mega project in Delhi S. Jaipal Reddy, Indian Minister for Urban
Development, inaugurated the NBCC Plaza, a Mega Real Estate Project of NBCC, in
New Delhi the other day. Executed by National Building Construction Corporation(NBCC),
the largest construction PSU of the Government of India on 6 acres of land in
South Delhi's prime location, the six-storied building leaves around 75% of land
as green belt that takes care of the environment part. The front landscaped area
of the building has been beautified by providing 11 sets of water bodies with
fountain, coloured lights and geysers while structural glazing with reflective
glass has been provided in the outer façade with a view to giving aesthetic
look to the building.Speaking on the occasion to the media, Reddy made mention
of the Govt's various on going schemes to provide houses and infrastructure to
the people all across the country. He also said, NBCC as an important extended
arm of the Ministry of Urban Development, had been playing a major role in Govt's
schemes in the fields of Real Estate and Infrastructure Sectors. M. Ramachandran,
Secretary (UD) and Arup Roy Choudhury, CMD NBCC also spoke on the occasion elaborating
upon the present housing requirement of the country and also NBCC's stake as a
major implementing agency of the Government of India, particularly in the fields
of Infrastructure Development of North Eastern Region, Defence Housing, PMGSY
& JNNURM Projects, Border Fencing, Real Estate, Solid Waste Management Schemes
etc. Roy Choudhury in this context, gave a detailed account of NBCC's excellent
performance over the last 6-7 years and also its commitment towards fulfillment

This system was prevalent in 80's and worked quite well and nobody had any grudge against this system because based on your merit, choice and seat availability cadres were allotted. M K Sapra Cadre Management -what about injustice ? Puneet Kansal This is Kerala system Kerala government initially introduced a leave for
5 years, ostensibly for the purpose for allowing government servants to take up
jobs in Gulf. When they were about to complete 5 years, political pressures ensured
that this was extended to 10 years. This limit has since been extended to 15 years
and then to 20 years. Thus at present, a government servant can get a maximum
of 20 years leave, 5 years at one go. Government servants have now invented a
ingenious way. They join the service, complete probation of two years and then
take leave for taking up jobs in Gulf, never to return. Since these persons hold
lien, government can't make any appointments against these posts. This has severely
crippled functioning of technical departments such as PWD, irrigation, health
etc. Retirement age = 65 years It is a sound idea of the PM to increase retirement age to 65 years. It will stop civil servants from seeking post-retirement jobs. This will make the civil service more independent and fearless and honest. Devinder Singh There should be no retirement Why indulge in the luxury of selective increases in retirement age from time to time when some people simply never retire! They are always there in the government service (distinct from public service). Why, then, should there be retirement for anybody? Should we not discuss somewhat dispassionately a scheme of willing retirement or ichha retirement akin to the original Indian concept of ichhamrityu (Bhisma Pitahmah had the ichhamrityu-ka-vardan). Good governance system will not work. It will take 2-3 generations when we will come out of the mindset of "I am better than you because I was born in service X". So pity but that is how India is.
