Altogether 35 IAS officers belonging to 1975 batch are believed to have
been empanelled to the rank of Secretary in the Government of India.Now

Now Petroleum Secretary will be from UP ?
Now it is widely believed that new Secretary Petroleum will be only
from, the Home State of Mulayam Singh Yadav and Amar Singh, Uttar Pradesh.
It means 1972 batch UP cadre IAS officer Naresh Dayal is again the front-runner
for the post. Secretary Petroleum M S Srinivasan is superannuating by
this month end.

P D Sudhakar has been empanelled to the rank of Additional Secretary
in the Government of India. He is 1976 batch IAS officer of Uttar Pradesh

The inclusion of Kalka Shimla Railway in the world heritage list of
UNESCO as a serial nomination of the Darjeeling Himalayan Railway is
good news and will prove to be a boon for tourism in Himachal Pradesh.

6th CPC report
What has happened to the 6th CPC. The Government has completely fooled
its own employees. It seems that they will set up another committee for
looking into the date of implementation if possible. Apart from this,
if the rumours are going to be correct about increase in retirement age,
they may involve in cheap politics by trying to increase the retirement
age and create more confusion and problems for the existing employees
who are already exposed to accommodation problem as the Government quarters,
and also promotion, will be occupied for another two years.

Permitting executives of private company for the board level post of CPSU
In order to have better competition and recruit capable persons, DPE has
now permitted the executives from State PSUs and also from Private companies
to apply for the Board level appointment. Although this is a welcome move,
it may result into more political lobbying and pressure from ministry
for inclusion of outsiders on the panel not on the consideration based
on merit but for their own agenda detrimental to the organizational interest.
Hopefully PESB will prevail and thwart such attempt.

Retirement age is govt policy
The government is seriously working on whether to increase retirement
age or not. Every one is having his own expectation to fulfill his committment.
One shouldnot differentiate between ladies and gents because every one
is having equal responsibility and earning. If he or she doesn't wants
to continue after 60, he may quit the job. There is no point discussing
this issue at length. Let us leave it to the government.

Regarding retirement age, has the PM and Sonia Gandhi heard the voice
of the minorities, SC, ST, OBC and the poor who all join the service
late. All these groups want age extension till 65. Its only the upper
caste articulate lot which wants early retirement. Please listen to
the voice of reason. Make it optional. Those vying to retire early can

40 per cent posts of CIT in CBEC lying vacant
There are 40% posts of Chief Commissioners lying vacant in Central Board
of Excise and Customs (CBEC) for want of date for D.P.C. from UPSC.
No DPC for Chief Commissioners has been held since last one and a half
year About 60 posts of Commissioners are also vacant.Is this HRD policy
of CBEC to deny timely promotions to its officers.

Wrong decision to appoint P K Mishra
PK Mishra has taken VRS from the Governmnet Service recently. Now he
has been appointed as Member, UPSC, again a Government service. Isn't
it fundamentally and constitutionally wrong to appoint a person again
in the Government service who has taken voluntary retirement . Isn't
it wrong on the part of the policy makers.

Agony of CSS officer
I am a Central Secretariat Officer. In order to avoid acute stagnation,
the Government, in 1999, decided to provide in-situ upgradation to all
the Section Officers who had completed 12 years of service to the level
of Under Secretary on personnal basis. When I completed 12 years and
requested for similar upgradation based on the principle of Right to
Equality, my request was rejected. I approached the CAT and got a relief
in my favour. When the Government delayed the implementation of the
CAT's decision, I put a contempt notice. The Department of Personnel
ran for safety and filed a Writ Petition in the Delhi High Court, which
is yet to give its decision though two hearings have taken place. The
main plea of the Government in their case, with the approval of Ministry
of Finance, is that it will have financial repurcussions and open flood
gates. On 1.1.2008 the Government provided in-situ upgradation to 1974
batch officers from the level of Additional Secretary to the level of
Special Secretary. I sought information from DOP&T under RTI Act
that whether the financial implication factor has been taken into consideration
and the Ministry of Finance consulted while providing the in-situ upgradation
to IAS officers. Their response was no.Perhaps on this account the in-situ
upgradation of 1975 batch officers is being avoided.

Is there a move to engage with Pvt sector Health insurance in lieu of
CGHS ?
There was a move to privatise the CGHS system or atleast to allow for
the facility to GOI personnel stationed in non CGHS area. This move
started from Ministry of Health in 2005 got lost somewhere. Left was
also opposed to it (now that they are not around- maybe things have
started moving !) Is there a fresh move to rehash the proposal? Does
it mean closing CGHS benefits to new employees joining GoI and to existng
employees ( optional). Will the Government come open and discuss the
options before announcing or imposing any new scheme? Also, there is
a need to ensure that we do not fall trap to the MNC/Pvt Insurance Companies
who are doing the rounds of government offices?. It is best to avoid
them, as there is complete information asymmetry and the governments
cost of health care towards its employees and pensioners will only increase
many fold ( commissions, TPA charges etc) .since 80% of CGHS beneficiary
are in 4 cities. Delhi accounts for 50% rest Mumbai, Chennai and Kolkata.
Does it not make sense to build our own dedicated superspecility facility
for the GoI personnel. Ajay Maken, MP, had infact made this as an election
promise but it has never materialised for obvious reasons.
