What is happening in Lok Sabha ?

Last night a bout of prolonged neighing and snorting was herd from the Lok Sabha stables. This was followed by much stamping of hooves and kicking of stable doors. After some time there was shrieks of horses in pain as if they were being branded mercilessly with hot irons.Finally some horses bolted and ran down Raj Path in full gallop. There was a loud sound of stable doors being bolted after the horses had fled. What is happening in the Lok Sabha? According to insiders there will be an auction of horses today. The famous Marwari Mare will fetch the highest price of over 100 to 150 crores.Some american breeds are also for sale, strongly recommended by an american cowboy called George something or the other. Since sales are expected to be brisk even mules and donkeys are at a premium, costing anywhere between 30 to 35 crores. Such animals are called independents in horse trading circles. Since demand has outstripped supply even some dark horses are being considered.As Gandhiji said, horseshit is the stuff of democracies.

Directorate of Estates
Recently there were some opinion in this site about the bungling in the Directorate of Estates regarding initial allotment and change in respect of technical acceptance. It is clear that persons waiting after giving technical acceptance for desired locality is made to wait for long time as there is no equation between the quarters shown in the vacancy register and allotted. Still known persons through either Minister's office and some VIP are involved in bungling. We only feel the concerned officer control this and see that the persons waitlisted get their choice of their accommodation within the stipulated time. It is true we believe in god. Because he only know what type of manipulation and justification your estate office gives when it allots quarters to the persons who jumps over the persons who is eligible. Atleast think about your conscience.

The selection of officers for the post of first Secretary to Mauritius and Singapore is not fair. no interview were held by FM AND TWO officers who are likely to be commissioner are selected and will report to their junior officers of IFS. ACR has no meaning in GoI
It is true that ACRs are not given true rating by the reviewing authority or accepting authority. Moreover in GOI there is no use of rating of ACR either beyond doubt, should be given out of turn promotion or like wise. That is the only reason that now a days only senior officers care about their ACR and the Babu category are no more interested in their ACRs because they know that they will be promoted only on their turn and not on the basis of rating in the ACR. For this the best solution to my mind is that the writing of ACRs should be kept only for the persons in Government offices who have to be promoted in selection grade and for others it should be relaxed. I may be wrong to some extent, but I think others will like my idea.

Few news about CSSS etc

Through your site (whispersinthecorridors.com) I daily come to know about the news of various All India Services like IAS, IFS, IPS, IRS, IES etc., but there are very few news about the CSS and CSSS cadres of the GOI which I think covers a large percentage of employees of GOI. These are two cadres which are highly neglected by the government for years. Here are few instances: (1) Delay and little interest of the Government in restructuring of both the cadres resulting in stagnating for decades at a particular post - for example Grade D Stenographers of 1983-84 batch are still not promoted on regular basis. (2) No interest of Government in declaring the result of SOs/PSs Ltd. Departmental Examination, 2005 (conducted by UPSC in December, 2006) even after the orders of Delhi High Court of 27th March, 2008 (directing the UPSC to declare the result at the earliest) resulting in frustration among the Assistants and Personal Assistants who have appeared in this Examination. The DoPT, UPSC and Ministry of Law is pushing the ball in each other's court over this for last three and a half months citing the orders of the HC ambiguous and have taken no steps to get a clarification from the Court, if at all the order is ambiguous. (3) Step motherly treatment of the Central Secretarit. Services by the 6th Pay Commission by giving them the scales much lower than the other services.

You will be surprised to know that CSSS is widely known as Central Secretariat Stagnation Services in place of Central Secretariat Stenographer Services for the long period of stagnation members of this service have to suffer. Any body have any view on this.

Voluntarily retirement is no bar

U.P.S.C. is a constitutional Body and not a Government body. Yoginder's interpretation that a retired\voluntarily retired civil servant cannot be appointed to another Govt. Post ......is not only erroneous but at the same time it clearly indicates the ignorance about the constitutional provisions. There are many instances where retired \voluntarily retired civil servants have been appointed to such constitutional bodies. Therefore I fail to understand the logic behind Yoginder's objection. What is more important is to see the qualities of the person and necessary qualification to be met under the constitutional provisions.

Please listen to the voice of others

Why not Maniji, if I may say, so. Government should listen to everyones voice. What else has government to do? You are free to join government service any time you like and why 65? You can leave it anytime you like. Rules are only for the underprivileged upper caste articulates. Why voluntary retirement for them? It should be made mandatory and that too at 55. In fact you should be getting a special pay packet besides what the upper caste articulate is getting. For God sake, stop differentiating and discriminating yourself. When we enter service, we all become government servants getting equal pay packets. Self pity is self destruction.
