A friend in need is a friend indeed --
An open letter to Mrs Sonia Gandhi

Dear Madam Gandhi,
The Congress Party after timely oxygenation by the Samajwadi Party has got a new lease of life. I do not like to go into the politics of this shifting equation. It is, nevertheless, heartening to note that Mrs Sonia Gandhi, assisted by Rahul Gandhi, is contemplating taking some steps within C- Party. This was inevitable. It is common knowledge that the overt support (with possible covert conditions) extended by the S- Party has sent a chill down the spines of some self-styled leaders of C- Party who in their heydays were seen more loyal than the" Queen" in uttering several vigorous expletives against leaders of S- Party. Their names are anybody's guess !
Watching people like Rajiv Shukla, MP, the other day, in the TV news channels, running like children to get maximum media coverage by simply standing alongside Mrs Gandhi or Rahul Gandhi was downright disgusting. This shameless behaviour only brings disgrace to the C- Party. Why can't Mrs Gandhi suitably snub or admonish these small time local leaders to stop hogging the undeserved limelight .I am sure, she does not like sycophancy. It is an open secret that they have already become eyesores to several senior leaders of C-Party. Rajiv Shukla will be well advised not to play cricket in politics nor politics in cricket! One wonders whether he has ever played cricket at all in his life!
So the lesson to be learnt is not to rely on 'chamchaas' and let Mrs Gandhi be guided by the dictates of her conscience and the advice of senior leaders. Also, during this crucial period before the election, the civil servants should not be taken at face value. Some could even outsmart the so-called politicians.! Regards

Pathetic condition of CGHS
CGHS run Medical facility--Dr. Sanjay Singh should know of the pathetic condition of CGHS run hospitals before recommending its expansion
1.The condition of CGHS hospitals is pitiable. All the senior officers of the Government get themselves checked in private hospitals at their own expense.
2. I often envy my relatives in Banks etc. who don't have to suffer CGHS clinics.
3.I have often come across employees working under me suffering from various diseases like cancer, heart attacks, kidney problems. Despite poor salary they would borrow money and get themselves treated by good doctors and in good hospitals ,rather then get treated in CGHS hospitals conditions of which are appalling.
4.Due to complicated rules and procedures , poor employees could not get reimbursement also.
5.Feeling insecure about medical emergency is also one of the reasons for corruption, thanks to CGHS.
There is a very strong case for winding up Government run hospitals in phases.

CSS is a unique service
1983 batch Section officers are ad-hoc Under Secretaries. They are ad-hoc for 9 years! One ad-hoc promotion in 25 years. 1995 batch(12 year juniors) are also Under Secretaries) 1988 batch Section Officer(DR) are Deputy Secretaries. Two promotions in 18 years. Select list of Under Secretaries since 2003 missing. Please recommend Nobel Price for those responsible for Cadre Management.

Rajeeva

It is a fact that Whisper has no time or space for CSSS. This is a voluntary service of elite class. Yet, it is a fact that CSSS Officers cater all the services in Central Secretariat run by IAS and other services Officers whether it is Home Affairs, Security Services, Defence, Posts, IT, Health, Agriculture, Atomic Energy, External Affairs or so on. Government only thinks for the elite service Officers. I want to add that the Planners and Policy makers must not forget that every tool in the machinery is important for the smooth running. Even the small nuts and bolts if get loose or neglected can cause the machine to halt. So is the role of CSSS and other staff in Government.
There is no promotional prospect for Stenographer at Grade D level. Only Departmental exam is a channel for Gr. C level Stenographer, but the result is delayed beyond limit. Private Secretaries are still waiting their promotion after 18 years. Majority of PPS are adhoc and are not yet regularised after 3 to 9 years. And what to say about Sr.PPS. Top level Officers of CSSS even adhoc are not properly posted with senior levels but put to humiliation.
There is nobody who think about the CSSS plight. Even the top bosses of Secretary /Additional Secretary level officers also don't appreciate. It is my strong appeal that the CSSS cadre should be restructured and all aspects relating to their service and service conditions be considered and the service officers should be provided full respect and dignity.

The Division dealing with CSSS in DOPT and different Ministries/Departments may include some of the senior officers from CSSS to make reforms in the service.

Good Article by Mritunjay Sarangi

While I commend the sentiments expressed by Sarangi about his lost subordinate, I also commend those who have recognized the same and appreciated in this column. Hope remaining will also follow and keep the similar humanitarian view towards their juniors. Very motivating example Sarangi ji.
