ACR business
I entirely agree with Anil Kumar Jain when he says ACR in GoI have no meaning at middle or lower levels. I have just now finished the daunting task of writing ACRs with lengthy and useless columns, assessments, grading. The column for special abilities for promotion to IAS cadre is the most mocking column. Everybody in my office waits in queue with total disregard to the quality of service he has rendered. Motivation is another obsolete word. With mounting medical bills also we tend to write sound health. With rocketing corruption cases also we keep writing integrity beyond doubt. Is someone listening? It is high time the format for ACRs is redone.

The nuclear deal has stopped the implementation of the CPC temporarily. But the inflation is continuing. Nobody is bothered about this and the welfare of the employees; particularly non-gazetted who were about to get a revised pay after 10 years. The benefit would at the most being a small compensation for the increasing inflation. The excuse 'in national interest' all activities have come to a standstill simply because the government has to prove its majority and the politicians are playing one day cricket for this. Hope atleast President would look into the grievances of the employees and direct for implementation of 6th CPC irrespective of the Government at the Centre.

How accurate and true. The less you say bout CGHS, the better. Apart from Department of Estates, this is the only department which has come in for universal criticism. The crazy CMOs of CGHS, ( 4 of 5 doctors in a dispensary are CMO which stands for Chief Medical Officer) and no body listens to other. The time scale means that after 22 years, every medical officer is CMO, irrespective of IQ level. If you ask anything, the answer is "computers do not let us work properly". The system was designed after taking inputs from them but they say that it reflects the intelligence of JS ( Health). The specialist writes " No substitution for medicine" but the CMO says " I will give only equivalent which is available in dispensary. I know more than the specialist. So what if h was topper of the class and did Masters and Specialised PG diplomas. I have more experience in handling bureaucracy". If you go for indenting medicine even one day before the month is over, the request is not acceptable. The medicine is given for 30 days if the month is of 31 days. The doctors do not understand the difference between 31 and 30.

I have read come of the comments on CGHS on your website. CGHS is "seriously ill". However, every serious illness does not call for "euthanasia". Remedy lies is doing away with the ills of it and see the government servants get proper treatment. Except in the "VIP dispensaries, patients have to wait for three days to get their "indent medicine". What use it is to get medicine after three days, when the patient has approached the dispensary when he is already sick?

There is a lot of dissatisfaction from the medical services but what are the real remedial measures, no one is really interested to know and want to take. Eliminating any government organisation is not wise, improvements are welcome. The cost of improvement is less and cost and time effective .One thing I shall request the society is that medical persons who are the service provider should be glorified. Most of the time medical services are criticised just because of high expectations and sometime lack of information. The upliftment and empowerment of medical department/services upto the expected level in the government sector is the real answer not just undermine the Indian government serving medical men please.

CBDT transfer orders
The transfer orders are illegal for the following reasons:
1) As per the Transfer Policy the orders should have been out by May 2008.
2) The order is discriminatory as many officers who have spent their entire career in Delhi /Mumbai have not been touched.
3) One officer who has been transferred from Mumbai to Delhi was there in Mumbai for only 7 months. Most of the time he was on leave and was noticed moving in the corridors of power in Delhi to lobby for a change. He has been given a plush posting disregarding seniority of officers .

Hats off to you, Sarangi
I was overwhelmed by the obituary written by Mrityunjay Sarangi about his duty conscious driver who passed away in harness. I salute Sarangi for his emotional outpourings. There are good people in this world too. And Sarangi is a respected member of this rare breed. I would humbly request Dr Suresh Mehrotra to encourage publishing similar experiences of human interest by the readers. We are sometime fed up with the stories of leg-pulling among several organised services. But it should be a healthy exchange of views. Fighting against injustice of any kind is a sign of cowardice. And this appears to be the motto of this great website accessed by all civil servants -both serving and retired like me! Human interest stories must be encouraged.

Accept the views of Neelam, who had clearly mentioned the expansion of CSSS. About 20 years or more Steno D are not yet promoted or adhoc was not regularised. The reason behind the stagnation so far not known to any body. The government should immediately look into this and merge the Steno 'D' and 'C' then only the stagnation will clear otherwise one who joins as a steno "D' must retire steno 'D' itself.
