For the first time in the country an IPS officer has been empanelled to the rank of Secretary in the Government of India. The proud IPS officer is B K Dey of Assam-Meghalaya cadre. He belongs to 1973 batch.

Book of Aruna Sharma released
UNDP and IIC jointly organized the discussion and release of the book Resource Convergence Mantra Model written by Aruna Sharma (1982, IAS). The book was released by Ms Syeda Hameed, Member Planning Commission. Ms Maxine Olson, UN Resident Coordinator and UNDP Resident Representative made the welcome and opening remarks and highlighted the relevance of the book and why UNDP has adopted the concept. The other speakers were Justice S Rajendra Babu, Chairperson NHRC and Tarun Vijay. Mrs Aruna Sharma also made the presentation on PowerPoint about the book. The function was in the main auditorium of IIC on 14th of July and was well attended by UN bodies, bureaucrats, academicians, NGO groups and press. The book is published and distributed by Sheriden Book Company sheridenbooks@yahoo.co.in; The book is flagging the issue of fiscal management by converging resources available in the district. The author highlights more than 1200 crores is available in the district for development (minus salary component) per annum. However, it is thinly spread over more than 1000 schemes. Many schemes have similar objectives and many a times they are in same department or spread over different agencies. To combat the management problem of plethora of schemes, multiplicity of agencies, personality based approach, no systematic tool the author has advocated Resource Convergence Mantra Model. The Model presents paradigm shift from planning for schemes to planning for thrust activity to bring in convergence, holistic plan and establish horizontal linkages. The author has also introduced the concept of 'seasonality' factor for interventions so as to protect from trap of execution just to satisfy targets of financial year. The chapters are divided into thrust activities for Agriculture : to increase productivity, Food Security, Child Development, Women empowerment, Drinking Water, Health, Poverty Alleviation. The approach also speaks how the above approach can enable for qualitative improvement to achieve the MDGs. There is also a chapter of Convergence for Credit Financing and then for the Corporate Social Responsibility and convergence. The shift from philanthropy to that of giving management skills to optimally converge the resources to achieve the development qualitative outcomes.

CBDT is doing good job
Some officers of Income Tax department are maligning the image of CBDT at whisper because they could not get their choice postings. As a matter of fact, this year, the CBDT observed utmost care in tranfers. Very few officers have been shifted which shows the honest approach because more transfers means more corruption. So please do not blame the fairness and honesty for your own self interest.

The plight of old age homes
After having retired from government service with twelve years experience as Joint Secretary to GoI, there was no possibility of getting further assignment as I did not belong to the Indian Ashwatthama Service (euphemistically called the IAS).A private sector organisation offered me a cushy job with ten times the perks and salary. But the job involved laisoning with government top brass and keep them in good humour! This was alien to my genre and the matter ended there. So far so good.
I took to writing. This famous website came in handy.
The story of old age home interested me. I visited several such homes in Delhi and personally interacted with the inmates. These experiences are separately under compilation. Much to my dismay and amazement, the inmates while narrating their tales of woes including extreme maltreatment at the hands of their own children and daughters- in-law inadvertently revealed the names of their children. While listening to their woes, my head hang in shame. The list included names of Who is Who of GoI- Secretaries, Joint Secretaries, Directors belonging to the elite IAS,IPS IRS etc. I can't reveal the names of these "kapoots", as I do not wish to embarrass anyone. I am sharing this experience in the fond hope that these so- called senior officers mend their ways as they will get back the same treatment from their children, sooner than later. This is written without malice towards anyone!

It is difficult to understand any logic of appointing a DGP, who has only few months to superannuate, in a crime prone state like Bihar. What to talk of Grade D Steno, the whole scenario of CSSS is dismal. Particularly, after the cadre review of CSS and CSSS, personnel belonging to latter have been left way behind vis-a-vis the promotional chances. It is heard that another cadre review for CSS is in the pipeline. These two cadres being the sister cadres must be merged with immediate effect for all the existing and future incumbents. In isolation, the cadre of CSSS is doomed for the step-motherly treatment it has been subjected to all along. Nobody listens in the present system, so the need of the hour is "Halla Bol".

ACR business
Thanks to Ambardar in this column who has atleast given a thought on the suggestions given with regard to ACRs. I think, others should also go for it, others means the top bureaucrats should also think over it and if possible the Class III & IV Government employees should be exempted from the burden of writing of ACRs by their senior. In the need of ACRs, some corrupt officers got completed their ill wills. These are my personal opinion and may be possible that I may be wrong and these may not be liked by some one or may be liked by all. I am thankful to the website whispersinthecorridors.com which is giving a chance to the general public by publishing its idea on any subject irrespective of the post the person giving his idea has in the Government organisation. Tail -piece
A man found a cocoon of a butterfly. One day a small opening appeared. He sat and watched the butterfly for several hours as it struggled to force its body through that little hole. Then it seemed to stop making any progress. It appeared as if it had gotten as far as it could, and it could go no further. So the man decided to help the butterfly. He took a pair of scissors and snipped off the remaining bit of the cocoon. The butterfly then emerged easily. But it had a swollen body and small, shriveled wings.
The man continued to watch the butterfly because he expected that, at any moment, the wings would enlarge and expand to be able to support the body, which would contract in time. Neither happened! In fact, the butterfly spent the rest of its life crawling around with a swollen body and shriveled wings. It never was able to fly. What the man, in his kindness and haste, did not understand was that the restricting cocoon and the struggle required for the butterfly to get through the tiny opening were God's way of forcing fluid from the body of the butterfly into its wings so that it would be ready for flight once it achieved its freedom from the cocoon. Sometimes struggles are exactly what we need in our lives. If God allowed us to go through our lives without any obstacles, it would cripple us. We would not be as strong as what we could have been. We could never fly!
