SAIL takes firm steps to contain retail steel prices (UPDATED)
The country's flagship public sector undertaking in the steel sector, Steel Authority of India Limited (SAIL)being headed by S.K.Roongta, has informed its MoU HR Coil customers in writing that their purchases from the company are only meant for actual consumption and that any resale of the product will attract punitive action. The MoU customers have also been advised to inform SAIL about their stock position on a regular basis. These directions are part of a slew of measures taken by the company to ensure that retail prices of its steel products are contained in the market.SAIL, which has not changed its selling prices since May 2008, in line with its commitment to the Government, has also cautioned its dealers about selling SAIL products beyond MRRP limits. Branch sales offices of SAIL have been alerted to keep a strict vigil on this and instructed to stop supplies to dealers who do not adhere to the direction. SAIL has already informed the public about operating MRRP of products like TMT Bar and GP/GC sheets through newspaper advertisements and its own website www.sail.co.in. The company has also advertised in newspapers about the chargeable price of HR Coil in the National Capital Region.Among other measures taken to contain retail prices of SAIL products in the market, is an advisory to trade MoU customers to limit retail margins to within Rs. 1,200 per tonne over the price at which they have procured from SAIL. Any departure from this limit will invite stern action. These customers have also been advised to inform SAIL about their stockholding of SAIL products on a weekly basis.To further ensure that steel reaches actual consumers at correct prices, SAIL has introduced a special scheme in Kolkata and Faridabad for supply of HSM Plates and CR Coils/Sheets to consumers who require up to 10 tonnes of these items against an affidavit acknowledging self-consumption. This has also been advertised through the print media.

Government of India has been concealing lot many things relating to the nuke deal from the general public of India which includes Lok Sabha and Rajya Sabha. The Hyde Act, the 123 Agreement and the draft Safeguard Agreement contain a series of time bombs which will be triggered by USA as and when it is convenient to them. It is a real tragedy to see a democratic country mortgaging itself to capitalist power of the world for the gain of a few who are likely to benefitted personally by the deal. USA nowhere says that it will ensure uninterrupted supply of nuclear fuel to India ; it only says that it will try for that.
Mr. Keshav Prasad's claims that a lot of things have been concealed from public. Is he privy to them. Can he please, enlighten us with these hidden details.I also request him to identify a few or at least one of the time bombs hidden in the deal.

Plight of old age homes
Mr. Saxena was right in pointing out towards the plight of inhabitants of old age homes. But in my view in future, old age homes will be and should be the top priority of Government to built them. As we all see and hear about murders of older people in Delhi. This is the result of not but the career-orientation of our country, the money mindedness of our society. We cannot put the fault on either children or the parents solely, because in childhood, parents spend their savings and time for building future of their kids and expect them to rise to the sky limits, even if they have to be sent abroad. And when the time comes, and they do not find them in and around themselves, either they start cursing them, or the time for their plight. Are they themselves not guilty of that. So my saying is only that if, you are having enough money to spend and your children who have no time for you now, because of their commercialised life, what is wrong in staying in good quality of old age homes, where one can have the company alike, no botheration to pay electricity bill, water bill, house tax, telephone bill, no worry to stand in queue for CGHS medicines etc. You may get your medicines in time. Why don't we think twice before cursing our children, to whom we have groomed as we wished and when they have become so, we want to change them. Is it not being so selfish ?

ALL THE PERFUMES OF ARABIA SHALL NOT SWEETEN THIS HAND
The implementation of Income Tax transfer policy has holes as big as that elephants could walk through. The transfer policy states that in Mumbai and Delhi, [the 2 hotbeds] an officer can be posted only for 8 years in his career. And that one cycle will be of 8 years. An officer shall not serve for more than one cycle in a CCIT(CCA) Region during his entire service.The policy has even made the position doubly clear through an illustration which says that an officer shall not serve for more than 8 years in CCIT(CCA) Mumbai Region.
Yet the recent orders show that about 28 officers have stayed beyond 8 years total in their career in Mumbai or Delhi. The rule of 8 years in whole career applies in case of Delhi or Mumbai clearly. The phrase "entire service" is clear and it does not mean 8 years every time / at a stretch but 8 years in the entire service. Otherwise the words used would have been 8 years at a time and not 8 years in the entire service. Why then the deviation for these 28 officers. Mumbai and Delhi may wear exotic aroma but as Shakespeare wrote 'all the perfumes of Arabia shall not sweeten this little hand'

Rumblings in the CBDT!
This is in response to the message of S.K. Singh that CBDT is doing a good job. If this be so, the following questions may be answered:
1) How come an officer of the 1987 batch who was posted only 8 months back to Mumbai was transferred to Delhi in the best Corporate Appeallate charge? This was done in total disregard of seniority.
2) How come the officer in (1) above manage to be on leave for almost 4 months during the posting to Mumbai?
3) How come the officer was granted leave for such a long time?
4) Who is this person helping out the officer in getting him posted back to Delhi?
5) The officer in (1) above is habitual in getting himself transferred out. Please see how has he managed that?
Will the CBI and the CVC enquire into this. I am filing a RTI application shortly.

Ramesh's suggestion "to rid bureaucracy of CPWD and CGHS" as the panacea for removing one half of corruption in the country is rather far fetched. These two constitute a rather long list of corrupt organizations.
No bills are passed by the officers of CPWD without considerations. Let a small sample of such officers along with the contractors be subjected to narco analysis tests and the truth will come out. It is being openly alleged how transfers /postings of executive and other engineers were carried out recently by the CPWD by flouting all norms! Let some independent organizations like the CBI investigate into these allegations. It will be appropriate to keep the outgoing CEOs of all organizations under CBI's scanner. The CEOs feel most tempted to exhibit sudden boldness in their actions at the fag end of their careers! This is a suggestion for the consideration of the CVC!
The position in the central govt. hospitals is most reprehensible. It is an open secret that a large number of central govt. doctors of prestigious hospitals go for operations under false names and at odd hours in very famous private hospitals in Delhi. Surely they do not serve gratis ! On condition of anonymity, it was revealed to me during my recent visit to a govt. hospital how doctors belonging to a particular community have monthly meetings to promote their interests under the patronage of a senior doctor of DGHS . This has demoralized doctors of other communities across the board! Is Ambumani Doss aware of such goings on in his ministry? He is now free from his self-generated controversy with the former Director of AIIMS.
And , last but not the least, what about political corruption, horse trading etc.It is alleged in a section of Press that the ongoing rate for attracting an isolated MP to vote for a particular Party is Rs 25 crore . Is it media hype ?Where is the country heading for ?

CGHS hospitals & its affiliates
Ajay wrote " Those who are ill should be allowed treatment from any hospital and payments should be made to the hospitals only."
CGHS tried that a few years ago. Beneficiaries were allowed treatment in empanelled hospitals like Batra Hospital, Delhi. It was only when Batra hospital wanted reimbursement of nearly Rs. 4 crore that CGHS wanted a kickback of 25 percent. Immediately, Batra stopped treating CGHS members against credit but insisted on cash. Same is true for famous Dr. Lal's Pathology labs.

A panacea for CGHS hospitals !
Lots of complaints and suggestions are coming up about CGHS. I have some suggestions. (i) Treatment should be allowed against production of CGHS card in all hospitals whether it is PVT or Govt. Hospitals should be directed to mention CGHS card No. as what the CGHS is doing right now and the purchase of medicines may be allowed from any of medical shops or approved medical shops (approve 2-3 shops in every area near the CGHS/or any other hospital for this purpose)and payment should be made directly to the medical shop by the concerned office on production of bill signed by the CGHS beneficiaries. If need be , these can be cross checked with the beneficiary(2) CGHS Doctors should be only allowed to prescribe medicines and not to operate computers. For this purpose every CGHS should have 1 or 2 Data Entry Operator/s. It will save lot of time of both the patient and the Doctor. Now, visiting CGHS dispensary is a half day business. What is the use of indenting the medicine when the medicines are meant for immediate consumption? If it is not available for 2-3 days, one can imagine the condition of the patient. (3) Medicines prescribed by the Specialists/Doctors should not be substituted with another one. (4) Taking into consideration of the low paid employees who are not able to meet the treatment expenses, there should be an arrangement for taking advance for treatment which can be restricted to 80% - 90% of the approx cost/expenditure.(like LTC advance). (5) Reimbursement should be actual (without deductions). Deductions are meant only for junior level staff. If a senior level officer submits bills for reimbursement, generally no queries or objections are raised and full reimbursement to them.
