Internal efficiencies pays off for SAIL in Q1 (UPDATED)
Higher sales volume, increase in special/value-added steel production, better operational efficiencies and higher interest earnings enabled Steel Authority of India Limited (SAIL) to achieve a profit (after tax) of Rs. 1,835 crore during April-June '08, showing 20.3% growth over the corresponding period last year (CPLY). The improvement in financial performance during the first quarter (Q1) of FY '09, despite a burden of Rs. 1,434 crore on account of substantially higher cost of inputs like coal, freight, ferro-alloys, fuels, etc., and provision for higher wage revision, as well as maintaining a constant price line during May-June of Q1, was mainly due to 10% growth in domestic sales over CPLY at 2.62 million tonnes, including highest-ever Q1 sales of special quality steels. This helped the company register sales turnover of Rs. 12,183 crore, with growth of 37%, during the period. SAIL's unaudited financial results for Q1 of the current financial year were taken on record by the company's Board of Directors here today.Commenting on the Q1 performance, SAIL Chairman S.K. Roongta said: "Our strategy of thrust on production of value-added and special quality steels, higher production with still better capacity utilisation and continual improvement in operational efficiencies has helped the company to offset cost pressures and improve profitability, in spite of holding the price line."

Sources say that the matter regarding implementation of pay commission and increase in retirement age to 63, is under active discussion of PM & Soniaji. An early announcement is expected after the trust vote. Civil servants have an air of expectancy from Soniaji who is the doyen of the bureacrats.

Let public decide !

It's true that US is not committing for uninterrupted fuel supply but rather than looking at something implying, one should see the direct benefits to a large section of society. Surveys and opinions can be biased. Even technical experts possess nerves controlled by natural brain cells. So, even they tend to be biased. Probably this is the biggest problem with India that we can't get even a technical opinion in unbiased frame.
Further we are not putting all our reactors for IAEA inspection. Weaponised reactors will bear no IAEA safeguards restrictions. If we go by the documents available to the public, even a dummy can say that we should go for the deal. We are not going for a war on daily basis but we need power on daily basis, in fact we need it uninterrupted. For a country where million starve of basic amenities probably it's better if we go for something which is by and large meant for a larger section, Leave aside the prospects of Manmohan or Musharraf. Let public decide their fate.

CGHS affairs

A lot is being written about the rot that has set in the CGHS. I wish to point out another facet namely long pending medical claims. The CGHS has put up status of pending medical reimbursement claims on its web site for each zone which cannot be accessed. Whichever be the zone, the response is that "In case of any discrepancy or confusion, please feel free to contact the East Zone Office between 3 to 4 PM on all working days from Monday through Friday." Why should a beneficiary of South, Central or North zone go to east zone for ascertaining the status? Can't the IT services be properly utilised for the benefit of the CGHS patients?

R S Pandey is renowned for introducing the concept of Communitisation in Nagaland in 2001-02 when he was Chief Secretary. He got PM's Award on Civil Service Day last year. This year he has been honoured by United Nations by giving him Award for Public Service. In January 2008, he joined Nagaland as Advisor to Governor, when President's Rule was imposed. This was a rare opportunity when a serving officer was appointed as Advisor to Governor. Earlier in his career he spent 5 years as collector of Mon, a relatively backward district of Nagaland.

Will UGC look into this matter ?
I, on behalf of a good number of college teachers of West Bengal, would like to draw your kind attention to the following matter.
I am sorry to say that the UGC has demonstrated a discriminatory attitude towards the teachers, who joined the service with Ph.D. before 1st January 1996, by depriving them of the incremental benefit for Ph.D. degree.
A teacher who joined the service before 1st January 1996 without Ph.D. degree is entitled to get two incremental benefits as and when he/she obtain Ph.D. degree under pay scale revision scheme of 1996 on the ground of acquiring such degree while in service. He/she has been eligible to enjoy all facilities including study leave under FIP programme for the completion of Ph.D. degree. On the contrary, the UGC has not given such incremental benefit to the cadres who have joined the service with Ph. D. degree before 1st January 1996 ( i.e. in between 1973 and 1995). They become victims to the preferential treatment and consequent deprivation. But it is not known for what they are deprived. This seems to be an injustice to those bona-fide teachers who do not have any deficiency except acquiring a Ph.D. degree before the stipulated date. Surprisingly, the teachers who have joined the service with Ph.D. on and after 1st January 1996 are entitled to get four advance increments for Ph.D. degree.
Secondly, it is clearly stated in the clause of the Career Advancement Scheme that a teacher is eligible for promotion and placement to Readership/Selection Grade Lectureship after completion of five years service in the post of Lecturer (Senior Scale). But a feeder cadre having a Ph. D. degree is promoted to the Readership on the day he/she completes total service of nine years, disregarding the provision of completing five years of service in the post of Lecturer (Senior Scale). Interestingly the teacher-cadre of 1986 has been promoted to Readership/Selection Grade Lectureship after completing 15-16 years of service. The tragedy lies in the fact that a teacher who is junior to a senior one by six years in service is drawing more salary than the latter. For example, a senior teacher, who has joined the service on 27.7.1983 and obtained Senior Scale on 27.7.1988, and Ph.D. degree on 27.7.1983, has been placed in the Scale of a Reader on 27.7.1998 with Basic Pay of Rs. 12000/-, whereas a junior teacher, joining the service on 27.7.1989, and obtaining Senior Scale on 27.7.1997 and Ph.D. degree on 26.7.1989, has been placed in the Reader Scale on 27.7.1998 with Basic Pay of Rs. 12840/- .

All about horse trading
There seems to be some confusion in the public mind over the pricing of horses. One politician said it is a fixed price of 25 crores. What do such men know about horse trading? Are they aware of trading in horse futures on the internet? Obviously not. The price of a horse varies from horse to horse as any horse trader would know. The quality of a horse is judged by the quality of its teeth. This is why horses for sale always show their 32 teeth to you in wide watermelon grins. The horses mouth has to be opened by a buyer and the condition of the teeth should be closely examined with a magnifying glass if required. The teeth should be even , large and a brilliant white something like Senator Barrack Obamas white teeth when he grins at black men. Both, the incisors and the molars of the horses teeth should be sharp and strong to ensure proper mastication and digestion of hay. The horse should have a long face but should not look dejected. It should be obedient to its master after the sale. The horse should be broken in and should not be wild or it will cause no end of trouble to the buyer. The buyer should regularly feed his horse with goodies like carrots and jaggery quite apart from its regular diet of hay , oats and multi vitamins. At night in the stables the horses may be given rum and horseplay among males may be permitted. This will ensure that the horses remain docile and loyal during the day even many years after change of masters. Such horses may fetch a price as high as 75 to 85 crores. Prices may rise further if details of secret negotiations are leaked out to the media. Another 10 % commission would then have to be added to the final sale price of the horse as payments made to the media. Although much is made of nuclear power it is horse power which still has the last neigh.

Situation of coalition government if occurs after the next polls, simply implies that our masses do not want to think in terms of national welfare as a whole and remain interested in petty and locally affecting issues only to be sorted out with the help of regional political parties. A little bit more mature thinking in the electorates needs to receive importance.

Does it mean that just by belonging to a religion or community everyone in that group should support him or her irrespective of his or her actions? Muslims are now not going to vote based on such considerations.

Even Prachanda was not taken seriously in the beginning. Regional parties always prefer Non-Congress and Non-BJP government at the centre. If Karat emerges successful then RJD, SP , BSP etc. may team up with Karat @ Party to let him rule at the centre and allow the regional parties to rule in states in accordance with their internal number and equation. So, Karat has a chance. China may also certainly help him for obvious reason.

Too many lawyers in North-Block
There is an old legal saying in Britian that the "law in ites majestic equality forbids both the rich and the poor from sleeping under bridges" and that is exactly what the income tax dept has done in its current transfers. All officers claiming posting under spouse clause have been told an emphatic "No". All medical cases have been told an emphatic "No". All parents of school children in class 10 and 12 have been allowed to deviate from the policy so that they can give tution to their kids. All officers wanting to come to Delhi have either been told uniformly "No" or have been posted to small village-like towns near Delhi, say within 5 hours driving time. So, as I said the law has been uniformly applied and is majestically equal. Too many lawyers in North Block!.

This is in reference to Amit Kumar's CBDT rumblings. His tirade against the 87 Batch officer seems to be more of personal vendetta then any real concern for policy & fair play. Mandarins in CBDT have already mastered the art of making a mockery of the policy but definitely not in the instant case. Mr. Kumar has not mentioned how the transfer of the poor soul violates the policy. Had he cared to have a look at the posting profile of the officer, the subject of his malice and aversion, he would have not indulged in such malicious campaigning. The officer has just put 3 years only in Delhi when he was posted out of Delhi on promotion. What is the fault of the officer if the wrong done to him earlier has been set right. What an idealist are you. The mighty sharks who have never left the shores of Mumbai or Dehli in their entire career and who are above all policies are not visible to you and A small fish just getting his due right has infuriated you. Through this , I would like to make a humble request to Dr. Mehrotra to kindly verify such nonsense before posting them on this site. Everyone has a right and duty to raise his or her voice against the administrative misdeeds but no right to settle any personal scores in this manner without any factual background. I know the Officer very well and he is a thorough gentleman. Despite the wrong done to him in the earlier year's order he has not sought any judicial remedy. His modesty and humbleness has just been rewarded. I congratulate CBDT for having done some good job in this regard.

The appointment of these nine gentlemen as Governors has very little to do with their past service as IAS or IPS officers. They possess rare qualities and attributes not shared by their typical (IAS/IPS) batch mates. The considerations determining choice of a person as Governor are multi-dimensional and very complex, and not linear restricted to past vocation.
It is sad that a Portal like the Whispers has chosen a report that attempts to overplay the so called IAS-vs-IPS sentiments. Unfortunately, these 2 Services have inherited the ICS-vs-IP feud which as study of modern history reveals was deliberately sown by a section of the Nationalists to weaken the Steel-frame in order to destroy the Raj. The perpetuation of this feud in independent India suits the modern day politicians. Both sides are losing in this feud. It would benefit the nation a great deal if the Officers of each Service realise the uniqueness of the other Services' position and give up this unexplained shadow-boxing to focus jointly against the real enemies.

The transfers of Commissioners of Income Tax generate so much heat and dust. Has anyone in CVC or CBI wondered why. The transfer policy is there on file and so are the orders. Why does Minister not check? It will satisfy lot of curious minds in the public and in other services.

Real action of the CBDT to start
Now that the CBDT has cleared the inter-city transfers, the real action will start in the intra-city transfers of IRS officers. Will they follow the seniority principle of giving better postings to senior officers as per their written policy guidelines or will they follow the 'play the fool' principle where research cell or legal cell or statistical cell is designated 'most important' and the business wards relating to revenue generation are designated as the 'useless routine posts'. In this manner, by simply assigning 'appropriate' designations to good/bad jobs, the placement committee will 'manage' the show and adhere to the seniority principle and yet get bad postings for the favoured. Elementary, my dear Watson.

Political parties and national interest
Today the BSP-Left combine is the third largest, after UPA and the NDA combines. If the BSP-Left and NDA fail to dislodge the UPA government, the international Civil Nuclear Cooperation Agreement (of which the USA is the gatekeeper) shall sail through IAEA, Nuclear Suppliers' Group (NSG) as well as the US Congress. Yet, nothing will be lost, if we do not choose to get nuclear supplies from NSG, and the status quo ante can continue at the choice of the next government. Elections are bound to be held by March 2009, and the BJP is unlikely to lead the government.
If the BSP-Left combine and the NDA combine succeed in dislodging the UPA government, we lose the chance of having the option of not operationalising the international Civil Nuclear Co-operation Agreement in future, with continued bar on scientific exchange with the nuclear world. Safeguards will be only for those facilities requiring new inputs but our scientists can interact all over the world in fields of nuclear energy as well as space research. If the deal comes through, India will be the top nation in nuclear technology as well as fuel (thorium) within 10 years. All that we need is time, and mind you, we are not a rogue nation, and have better record than US or Russia or China. The question of national interest still subsists as above political manipulations.
I am reminded of what Shobha De said in an interview to a TV channel couple of months ago - that the future prime ministers shall be Mayawati and Narendra Modi, in that order, and that it is inevitable.
May be, the best thing that the BJP can do today is to abstain in voting, to safeguard the national interest in strategic terms for long term future of India as no. 1 in the world. Indira Gandhi, Atal Behari Bajpayee, and APJ Abdul Kalam have shown us the way for India's future. The writing on the wall is more than clear for BJP. If the Left cannot be trusted, can I say that even the BJP cannot be trusted to guard the national interest over party interest?

Do Not change present system
Now that we have got used to the present system of Pin code, they are thinking of change. Some things should not be changed at all. Britain stuck to Left Hand Drive. Both UK and US have stuck to mile system. Anybody who has worked in a Hindi-using state knows the havoc that was created by frequent changes in Hindi typewriter keyboard. I could never learn Hindi typing, on of the reasons being this.

The CBDT & CBEC have issued very fair and transparent orders but whispers is only printing criticism of the Boards. The Boards deserve praise for completing this exercise in a fair and honest manner. There is no smell of money as claimed by the 'all the perfumes of Arabia' idea on the forum.
