Internal efficiencies pays off for SAIL in Q1
Higher sales volume, increase in special/value-added steel production, better operational efficiencies and higher interest earnings enabled Steel Authority of India Limited (SAIL) to achieve a profit (after tax) of Rs. 1,835 crore during April-June '08, showing 20.3% growth over the corresponding period last year (CPLY). The improvement in financial performance during the first quarter (Q1) of FY '09, despite a burden of Rs. 1,434 crore on account of substantially higher cost of inputs like coal, freight, ferro-alloys, fuels, etc., and provision for higher wage revision, as well as maintaining a constant price line during May-June of Q1, was mainly due to 10% growth in domestic sales over CPLY at 2.62 million tonnes, including highest-ever Q1 sales of special quality steels. This helped the company register sales turnover of Rs. 12,183 crore, with growth of 37%, during the period. SAIL's unaudited financial results for Q1 of the current financial year were taken on record by the company's Board of Directors here today. Commenting on the Q1 performance, SAIL Chairman SK Roongta said: "Our strategy of thrust on production of value-added and special quality steels, higher production with still better capacity utilisation and continual improvement in operational efficiencies has helped the company to offset cost pressures and improve profitability, in spite of holding the price line."

Retirement Age:
There has been so many views against this proposal. In spite of this, it seems government is interested in this proposal and is trying to go ahead with this. For heavens sake please don't do this and let the proposal stop here itself without being processed. The increase in retirement age will only make the efficiency zero; in the sense, already persons who are above 55 come to office just to while away the time and also stay late as they are unwanted at home. Their work is being done by some other employee. Apart from this, most of these persons are in possession of government accommodation. Many of these government accommodation have been given on rent. On the whole not only the promotion of others is affected; their accommodation facility is delayed. On the other hand; these persons are going to get salary if the retirement age is increased and they will also be earning the rent for the government accommodation. The Government is aware of this. But still if they go ahead; it means they want only old and idle persons for the efficiency in the government service. Only god should help us.

Retirement age should not be raised
For God sake the government shouldn't consider increase in retirement age for central government employees, particularly Central Police Forces. BSF is already suffering from incurable disease of stagnation and Zero carrier avenues for cadre officers' as they ( BSF officers) are almost four batches behind in promotions as compare to other CPF's parallel batches .An Independent body (less IAS/IPS) study should be conducted preferably by serving impartial Judge on service conditions, remunerations paid to them and carrier prospects available and to make it better to boost up the morale of serving and retired personnel as well as to avoid the situation of indiscipline where officers' are shooting officers'. This is very grave problem which needs urgent redressal to avoid more untoward incidents in the forces.

Deadly bias about cancer
The Finance Ministry has a "deadly" bias about cancer. They are so scared of contacting the fatal disease that the only 2 cancer patient IRS Commissioners of Income Tax in Delhi were posted out. Mr Pushkar Bhatnagar to Chennai and Anita Gupta to Patna. With these cancer patients so far off, the Board members have no chance of getting infected by cancer.

The caring hands of the CBDT appear to care for the exam fever of 12th [parents were allowed to deviate from the policy] but not for the fever of spreading cancer of Pushkar Bhatnagar, CIT Delhi [Now under posting to Chennai]. The exam fever will be over after 8 months by March 2009 but Poor Pushkar Bhatnagar's fever will haunt the souls of the CBDT members forever and ever more.

Readers were very happy to see you highlight the case of cancer patient P Bhatnagar who is posted to Chennai while he is fighting for his life. The income tax dept should just die of shame. How can the government be so heartless. The government seems to be more worried about officers whose children are in class 12 lest the marks in class 12 die for want of 'medical' attention of the mothers.

The income tax department at North Block deserves to be complimented as it has outdone the field offices in the activity for which the department is best known. What is needed is a policing policy for the transfer policy as is seen from the transfer orders issued on 11th July, 12th July and 18th July. So, honourable sirs and madams of the placement committee, when is the next shock due?

In Nalasar Law college ,the FM only on friday spoke of delivering justice to the common man. Co-incidentally on the same day his ministry issued orders of transfer of an officer with a terminal case of cancer, despite a request to the contrary. Will CBDT explain ?
Will CBDT officers explain through this forum of whispers whether they can say with honesty that any of the following main pillars of the income tax transfer policy been followed in toto:
1. Maximum 22 years in A city
2. Maximum 16 years in North Area
3. Max 8 years in Delhi in dept
4. Spouse of civil servants to be posted at one place as per DOPT guidelines
5. Medical cases to be considered sympathetically
6. On promotion officers will go to new station
7. Once posted to a B or C station the officer will stay there for 5 years.
Not one of the above pillars fo the transfer policy has been followed. In case the government changes then a thorough inquiry should be ordered by the new [Behnji's] government.

CBDT bombshell on FRIDAY
Wait for the CBDT bombshell on this coming Friday when the local transfers of IRS officers are issued. Be sure that there will be heavy anomalies and open defiant of the transfer policy in the local transfers just as there has been in the transfers from one city to another. And why not when government can lobby for votes then why not the simple IRS officers follow the example of the nations elected reps and seek votes of the members of the placement committee.

Regarding your whisper that 3 Chief Commissioners have opted out of race for Members CBDT, the reason is that prospective officers fo not want their reputations to be tarnished in the transfer scams at the fag end of their careers. This is living proof of the scam in the recent transfers of commissioners of income tax. No one wants to join the CBDT who is honest and upright. Cheers to the officers who have refused to become members. Incidentally these officers are known for their honesty.

This is regarding filling up the post of Unit Head, Disaster Risk
Management, UNDP, New Delhi. The tenure of the post is three years.
The Unit Head will advise UNDP senior management on national
strategies and policies in disaster risk management and represent UNDP in national and external policy and advocacy meetings and advocate, motivate and leverage partnerships in this area.
2. The post is to be filled up by the IAS officers of 1990 to 1998 batch
having at least one year experience in the field of Disaster Management. They must have familiarity with developmental issues in the country and regional variations in hazard and vulnerability profile and familiarity with the UNDP procedures and the UN System functioning in the country.
Officers should have High command over written and spoken English and have working knowledge of Hindi and at least one more Indian Language. Officers having direct field level experience in handling disasters should also be nominated.
3. The names of the officers who have been on an assignment to a foreign/captive posts or nominated for foreign training/foreign assignment or on study leave should not be sponsored. Officers who have been under debarment or have completed 54 years of age will also not be considered.
4. You are requested to sponsor the names of willing and suitable IAS officers for consideration to the appointment to the post within 14 days. . y~~~

Whatever the plus and minus sides of the issue, establishing old age homes on a large scale is becoming a dire necessity in our country. there may be some genuine reasons why the old parents are forced to stay alone. Think of all the young men who move to other countries for better pastures. Then medical attention becomes so frequent and in old age people become so demanding that it becomes difficult for them also. We should bravely accept like the Westerners that old age homes are much better alternative in so many cases.
