CBDT to review postings today !
Today is a good day astrologically for the IRS officers pinning their
hopes on a review of the postings in cases of serious illness. The Chairman
CBDT N B Singh has been quick to take cognizance of the hardship of
these officers and ordered a re-examination of the cases and a decision
is expected by this week-end. The Chairman has shown remarkable courage
of his convictions in taking a fresh look at these hardship cases.

CBDT Chairman takes stock of postings !
Chairman, CBDT has reportedly taken stock of the postings of CITs and
is thinking of making some changes along with the local transfers. It
is expected that some CITs who were posted out due to oversight or some
who were not posted in although they had good reasons, would be accommodated
for one year. This has been much appreciated as a honourable and gracious
gesture of the Chairman.

Longlive CBDT
It is very interesting to see the linen of CBDT washed in public on your
forum. In fact, yours is the only stage which extends a forum for these
grievances. In fact, the CBDT for reasons known to everyone never conducts
an exercise to gather feedback on transfers as its ways are shrouded in
mystery, if not opaqueness.
As I can understand, the grievances are not about one or two individuals
but about discriminatory practices adopted by the CBDT and its higher
bosses in Government. For every case of compassionate consideration, there
are dozens left unconsidered, like the case of 86 batch officer suffering
from Cancer. There is also a case of an officer whose mother is on oxygen
at home and father suffering from Paralysis but he was transferred to
a place he had not asked for. On the other hand, there are at least 6
officers who had completed their tenure of 14/18years in 'A' category
city but only one had been singled out for transfer. That too he had been
transferred to a place he had not asked for. He had been transferred to
create vacancy for some one of their favour.
One more favorite officer was transferred from Delhi to an insignificant
post but immediately was changed to an important post. Requests of officers
were never for a particular posting but for a place for various personal
reasons like working spouse, parents ill-health, children's education
etc. This fact has never been mentioned by the Babus of CBDT but they
simply project every requesting officer as if he/she is corrupt, running
around the CBDT for getting into a more cushy post for making more money
etc. In fact, there are two kinds of smart officers - A. those who stick
to Delhi/Mumbai and B - those who stick to "good" postings.
These two category of officers are never seen making rounds of Demi-gods
in CBDT but they operate quietly.
There is another category of officers who have immense faith in system,
hope that whatever is written in their representation is read and accepted
but their hopes and faiths are only belied in the altar of Transfers to
accommodate the First category of officers. Rest is all history. To sum
it up, the grievance is not against one or two individuals who get away
with orders of their choice but for not getting orders of those who are
similarly placed. That's where the sting bites! Long Live CBDT.

The whole transfer season of CBEC and CBDT is a circus where the all the
jokers out-trump all the workers. the jokers include the 'rich and famous'
and the 'cry booby ladies brigade' on whom the 22 year rule for A cities,
the 16 year rule for north area, the 8 year rule for Delhi/Mumbai, etc
have no application because their husbands are from UP cadre as if marrying
an IAS officer is a qualification. This should also sound the warning
bell to probationers in Nagpur to either marry an UP cadre officer or
become a cry booby or become rich and famous.

Inhuman attitude of CBDT
Such cases show the inhuman and insensitive attitude of CBDT. Seems
that all concerned with transfers and postings in CBDT are sadists.

Advani and CBDT do not think alike
LK Advani and CBDT do not think alike. Despite the cliff hanger vote,
Advani did not insist that one MP suffering form cancer should come
to vote on 22nd July. But CBDT does not have any consideration for cancer
patients and has posted one to Chennai [Pushpa Bhatnagar] and another
to Patna [Anita Gupta]. What compassion?

Could it be that wrong facts have been placed before the senior officers.
Could it be that the policy of the government has been mis-interpreted.
Could it be that there has been un-equal treatment of similar cases.
Could it be that silly reasons have been accommodated and those with
genuine reasons ignored because they did not have strong voices. Could
it be a total mis-carriage like the Arushi murder case investigation.
Could it be someone in north block is willing to admit that to err is
human and to give in is divine.

CBDT affairs
The placement committee of the income tax dept has plunged the whole
dept into controversy which will only lead to increase in dissatisfaction
among the senior officers because the policy is being implemented thus
that the junior most officers are posted to A cities with revenue budget
of thousands of crores whereas the senior-most officers are posted in
C cities with paltry budget collections. Is this the vision of the department?
Then by that logic, the IAS and other service officers with 30 years+
service should be posted to Bhimtal and Jhumritalia because they have
not done C cities and the new entrants to service should be in North
Block and South block to fill in the vacant slots.

Your column shows the high level of anger over the transfers of Income
Tax Commissioners. Surely the powers that be could take notice and at
least examine whether there has been equal justice. Maybe they should
send a copy of the office noting and minutes of the placement committee
to all affected officers. In any case anyone can now obtain this through

Why this heat ?
How come only transfers orders of Income tax are generating so much
heat because all other services also have annual transfers. There can
be no smoke without fire. The government could take note and have the
matter investigated. How can it be that so many people are openly critical
and yet there is stone-walling from the government. After all, isn't
it supposed to be a responsive administration that runs this country?
There are good and bad postings in all services then how come only this
hue and cry about IRS postings. Someone should see where is the injustice
emanating from.

Why not transparency ?
Hopes of transparency have been shattered by the transfers of Income
tax made on 11th, 12th and 18th July. Three Commissioners have gone
to CAT. One has filed a PIL in the Supreme Court. A lot of linen of
the Income tax officers and department is going to washed in public,
just like Arushi or trust vote. Lets wait for the fun to start.

2003, no officer would have the time or inclination to pore over. Now
,most officers are busy in dissecting the transfer policy, rather than
