Rahul Asthana has been appointed new Chairman of the Mumbai Port Trust
on Wednesday.He is 1978 batch IAS officer of Maharashtra cadre.

Sarma to join as Member TDSAT
Secretary Fertilisers Dr J S Sarma who has taken VRS from the IAS is
joining the prestigious TDSAT as Member on July 28.1971 batch IAS officer
of Andhra Pradesh cadre Dr Sarma had made a mark as Secretary Telecom
.In the bureaucratic circles Dr Sarma is considered to be an intelligent,
honest and straightforward officer.

GJ Rao has been appointed as Chairman of the Tuticorin Port Trust. At
present he is vice chairman of the Chennal Port Trust.
Rumours that spoilt Ms Nair's chance
Ms Santha Sheela Nair was set to become Secretary Fertilisers in the
Government of India. Rumours of her returning to the parent Tamil Nadu
cadre as Chief Secretary , however forced the Government to change decision.
She is 1973 batch IAS officer.
Cabinet reshuffle in first week of August
Cabinet reshuffle cum expansion of the Manmohan Singh Cabinet is expected
to take place in the first week of August.

Rajesh Kumar Khullar has reportedly been empanelled to the rank of Joint

NHAI chairman and Minister are at loggerheads

NHAI Chairman N Gokulram is unhappy these days.He is annoyed because
some functionaries were shifted without his knowledge.When he wrote
a letter to the bosses that he could not perform under the present circumstances
the reply reportedly came like this "We do not want you to perform

1982 batch Indian Information Service (IIS) Officer G Ganesh has been
promoted to the rank of DG. He is presently posted in Chennai.

Two 1977 batch IAS officers Dr S K Singh and S K Chaudhary are likely
to be given ACS rank in Jharkhand.
Vinod Dhall quits Competition Commission
Vinod Dhall, who resigned from the position of Member and acting Chairman
of the Competition Commission of India in early June, has demitted office
on 18 July after expiry of notice period. His departure has taken many
by surprise and has been viewed by renowned experts and business circles
as well as consumer bodies and professionals as a big loss to the Commission.
Apparently, he was disappointed with the slow progress in bringing the
competition law into full operation, even after the passing of the amendment
act last year. Dhall is regarded as a leading expert in the field, both
in India and abroad. His work in setting up and building the Commission
has been widely commended. Those present at a recent seminar reported
that the Cabinet Secretary said in his speech that Dhall's professionalism
and dignity were an example for young civil servants. According to knowledgeable
people, Dhall is expected to continue work in private capacity in competition
law and policy. Leading law universities have offered him to be Visiting
Professor and he is already being invited by many Indian and overseas
organizations and academic institutions for giving lectures on the subject.
Tanuja Srivastava gets extension in CBI
Ms Tanuja Srivastava who is presently DIG in the CBI has been granted
extension in tenure till June 17 next year. She is 1990 batch IPS officer
of UP cadre.
Jha moves to Delhi from Patna
S K Jha has joined as DIG (Training) SSB in Delhi. 1989 batch Madhya
Pradesh cadre IPS officer Jha was earlier posted in Patna.

With the Government now free of CPM shakles, it is rumoured that the age
extension till 65 is a foregone conclusion and will be announced on 15th
August as a gift to civil servants.

What is Trust Vote:
It is only an internal understanding between the MPs to vote in ones favour.
Here the party which has won need not be jubilant as the MPs who had given
their vote when they face the election; given the present scenario they
will lose in a bad manner and surprisingly they may also not get the ticket
for contesting the forthcoming election. Therefore the trust vote victory
does not belong to the democratic people of India; but it is only for

Why delay in 6th Pay Commission report
The Central Government Employees now wish to know the news of implementation
of the VIth Pay Commission without any further delay. More so the Government
is not a care taker government. Let it take care of its own employees.

Department should be little bit sensitive to its officers and officials.
Of late, Department's sensitivity has been eroded quite a lot because
of political interferences and collusion of officials posted in CBDT.

Transfer policy is being forgotten
I agree with Anita that the pillars of IRS transfer policy are being forgotten
and being replaced by the single pillar of vindictiveness. The pillars
which are not being followed are reproduced below for those who did not
see them.
1.Maximum 22 years in A city
2. Maximum 16 years in North Area
3. Max 8 years in Delhi in dept
4. Spouse of civil servants to be posted at one place as per DOPT guidelines
5. Medical cases to be considered sympathetically
6. On promotion officers will go to new station
7. Once posted to a B or C station the officer will stay there for 5 years.
