Bharat Kumar FORUM Raising the retirement age is welcome measure Raising the retirement age to 65 should be a welcome measure to the present lot of Govt. servants who are fast approaching 60. I personally have come across at least 11 such friends who are due for retirement in a few months and have yet not settled in life. Some are yet to marry their daughters off and some are having sons whose sons are still in school. These friends have robust health holding responsible posts in their respective offices. To allay the fears of people opposing the raising the retirement age to 65, the Government can raise the age with a rider i.e. after attaining the age of 58 a Govt. servant will be subjected to face a Medical Board every year and only after clearing the fitness test he or she will be allowed to continue in Service. This way the Government can also ensure a healthy group of experienced/skilled manpower at the helm of affairs. C.K.Chellamani Retirement Age: If there is a proposal for increasing the retirement age; then the proposal should allow the person to be declared as 'senior citizen' in government office and not government servant. His work will be coming to office share his past experiences; have tea; then lunch then tea and go back home. Salary should be distributed at the room where he is occupying. But the work will be done by the persons who are not getting promotions; not getting accommodation of his choice and sitting late and getting rubbed for no fault of his. Similarly we must see what were the thought processes that went into each clause of transfer policy or maybe we will find that there is nothing on record to explain the rationale, or maybe there is no rationale that can withstand judicial scrutiny and the clauses are all tailor made to serve a handful few. Only some state government departments allow this and that too for school teachers or other petty levels of govt. GK CBDT Affairs CBDT transfer orders of Commissioners, it seems sky might have fallen. Everybody is out giving vent to his anger. Their grievance is that they have fallen out of favour when others are still enjoying the favours. Some have been accommodated on spouse ground ,some on chidren ground and some on the ground of being above law or to be precise outlaw. Some are accusing, others are applauding. Heaps of praises are also showered by the owners of this website on the Chairman CBDT. But there is a dark side of the story too. In 2007 more then 100 promotee IRS officers of the Rank of ACIT/DCIT were ruthlessly transferred from east to south and south to north in utter disregard of the policy. Not a single officer was retained even on the ground of children being in Board classes. Even dead officers were transferred, a fact also mentioned in this website. Aggrieved by the sheer apathy they have no other option then to approach the central administrative tribunal. 35-40 cases were filed in various benches of the CAT. As it was to happen , CAT cancelled the respective orders almost 9-10 months ago. Subsequently High Courts of Bombay, Punjab & Haryana, Calcutta & Delhi dismissed the writ petitions filed by the CBDT against CAT orders. Even 4-5 months after the orders of High Courts the poor promotee officers are hoping against hope of implementation of the CAT orders. Now CBDT has implemented CAT Mumbai orders in the case of Commissioners of Income Tax. Do they still feel CBDT does not care for its Commissioners? Respected sirs, is it not an ample testimony that CBDT deliberates for months and months on the transfers of Commissioners so as to leave no room for any grievance and this year 3 Chairman retired amidst deliberations. Don't be so ungrateful to the CBDT. Off course it is a blind Board but not to its Commissioners at least. Shantanu Verma Whisper of a whisper There is a whisper of a whisper that the Revenue Secretary may be discussing with Chairman CBDT about the controversy surrounding IAS officers wives being given all good postings. One order dated 11th July may also be reviewed shortly. At last justice may prevail or at least be attempted. Shukla Apathy towards IDES I want to draw attention of Ministry towards plight of officers of Indian Defence Estates Service( Group-A Central Civil service)which has been uniquely left out in the race due to turning blind eye by Ministry of Defence towards IDES. This is the only central civil service which has identical functions as of IAS eg, Municipal administration and land administration for Estates falling in the limit of defence areas . Crores of civilians also reside in those areas ,so all the administration for them also is managed by IDES. But this fact is unknown to ministry as only 2-3 subordinate level staff SDOs are sanctioned for managing lacks of acres land at different levels with meagre contingency. Honest officers are punished by anti-social elements by fabricating false cases of connivance for encroachment with local CBI officials and this is the only service where nearly 90 % officers are facing criminal court cases against them due to apathy by MOD. I request to any senior ministry officer to please do a surprise visit to any state such as M.P. ,Punjab, Andhra Pradesh and visit the Defence Estates Officers offices and appreciate that how bravely they are countering the criminal-mafia-judiciary nexus as for even entering the government land for inspection ,judicial officers are ordering prosecution of IDES officers without listening the officers. I also request to investigating journalists to lay a trap for such nexus to highlight the so called emperors. Even then this is the unique service which bears uniform example of not promoting its officers .Officers get even normal promotion 5-7 years late and if any one tries to represent his/her case for promotion then that becomes agenda to harass by posting him to outskirts of J&K and North East. Some times it appears that we have not cleared the same exam which IAS has qualified. My rank was within 150 in civil service exam and I opted IDES instead of IPS because it offered me same nature of administrative job as CEO of Cantt as IAS becomes for municipal corporation. I am quite satisfied by the exposure which i got from service yet there is no sign of promoting us even after completion of all prerequisites such as duration of service and blotless career.I request to the Honble Minister and senior officers of MOD to please stop treating IDES as subordinate to Army as it is the only IDES who has protected defence land from misutilisation by several including forces and only IDES can establish real democratic institution of country as true buffer between civilian government and uniform bosses.
