IAS officer jailed
Suspended 1980 batch IAS officer of Jharkhand cadre Sajal
Chakravorty was sentenced to 4 years rigorous imprisonment alonwith
fine of Rs. 3.5 lakhs by Special CBI court of Ranchi today in case no
Rc 51A/96 relating to fodder scam. This case relates to fraudulent withdrawal
of Rs.38.90 crores from Chaibasa treasury in the year 1993-94 when Mr.
Chakravorty was the Deputy Commissioner. The fodder scam was exposed
by another IAS officer Amit Khare who succeded Sajal Chakravorty as
Deputy Commissioner of Chaibasa in 1995. Incidentally Khare is also
posted in Jharkhand cadre and is presently the principal secretary to
governor

Bamboo Gasifier Project at Roing coming up
soon
A bamboo gasifier project to produce 1MW electricity at Roing is soon
coming up, according to President of Golden Falcon Foundation,Sanjay
Bushan and Eri Tayu, a local entrepreneur and President of Masselo Cane
and Bamboo Farming Co-operative Society. The project, first of its kind
in the state will provide direct employment to many local youths besides
augmenting power shortages of the satellite villages of Roing, said
Sanjay Bushan. The nine crore project being funded by Ministry of Science

Empanelment process ?
The short listing of 1989 batch IAS officers once again shows that there
is something grossly wrong in the process! Year after year you find tainted
and politically "Chaploos IAS" getting into the empanelment
for sensitive postings in GOI. Through your forum we would like the Hon'ble
PM to look into this and take corrective measures so that GOI does not
end up "inefficient and tainted" completely.
One way could be to get public feedback on the empanelled officers. There
are a lot of officers who are known to be tainted within their cadres
and yet make it to the top. Can IAS associations take up the task of rating
the tainted and Chaploos officers in respective Cadres?
Or is it that with the type of political systems in vogue today only such
officers are required in the GOI?

The latest Commissioners orders are going to be as expected. The CBDT
is sticking to its policy of favouring the few at the expense of justice
and the expense of the policy itself. Pushpa Bhatnagar will have to
spend his days in Tamil Nadu which according to CBDT has better doctors
than Delhi. Saxena [Meerut] [with class 12 handicapped child] is being
told that his daughter in any case would not have got as good marks
as the officers who got benefit of child education clause in the order
of 11th July, so no point in wasting time. Those agitating against the
favours shown to the [UP-IAS]'s IRS ladies, have been told to wait till
these ladies retire. The left out officers will be accommodated in Delhi
after these ladies retire. After all its only a matter of few years.
Mrs Anita Gupta [earlier posted from Delhi to Patna ] also a cancer
patient has been sent to the non-descript Information Commission. Of
course, the CBDT has promised to view her case "sympathetically"
for Patna or Jhansi or Chennai where the treatment is good, after 5
years when she finishes her deputation. May God bless India, America,

Hot tip for IRS officers
Your wait for justice against the July 11, 12th and 18th orders may
soon be over. If the FM changes next May then the BJP FM in-waiting
has told sources that he would review the transfer policy of Customs
and Income tax which is based on absurdities like school education,
husband's service and cadre, class c/b/a cities, circles [which actually
make the policy into a circus }.
This is with reference to the comments of Shantanu on the plight of
the IDES. I totally agree that this service has been treated badly and
managed very badly by its cadre controlling authority. This service
is a kind of amalgamation of Civil Municipal Corporation and the Development
Authority with respect to the Cantonment area. What ever functions are
performed by the Municipal Commissioner and the Vice Chairman of the
Development Authority are no less performed by a CEO of the Cantonment
Board. One would be surprised to know that a CEO of a cantonment (even
if he is a junior time scale officer), is empowered to appoint group
C&D employees, which is not there even in case of a district magistrate.
A CEO is a head of the Local Self Body called Cantonment board. As Defence
Estate officer , an IDES manages the affairs of the defence land. Mind
it, all kind of defence land is land of GoI and the DEO is its care
taker and manager, and the defence forces are its user only and the
land doesn't belong to the defence forces, unlike the common perception.
But this service is being managed very poorly by the office of the DGDE.
They are silent about any of its growth. Nobody there is thinking of
its cadre restructuring, and the last cadre review was done in 1995.
They should think of introducing new posts like Estate/Land Advisor,
to be attached with every Area and Corp Commander, who can guide them
on the land matters. They should go for some post (encadred), in the
ministry which can advise Ministry on various land issues pertaining
at that level. The CEO works under the Brigadier (station commander),,
but it is painful to see that even a 1985 batch IDES is reporting to
the Brigadier who is just a Selection Grade equivalent. This is due
to bad promotion prospects and that could only be solved by the proper
cadre review and increase of post in the cadre. The DGDE should try
to post some very bright and resourceful officer in its HQ office who
can visualise better prospects and can work positively for it. Its not
the job of MoD but of the DGDE only.
Yes the heat and dust over the transfer of CITs has indeed become the
subject of ridicule and controversy. In their enthusiasm to help out
the chosen few, merit, seniority and human consideration has been left
out. The transfers defy any pattern, uniformity or balance. There is
one pattern of course-nepotism !
