Cabinet approves revised offer conditions for BSNL/MTNL
The Cabinet has given its approval to various proposals regarding absorption of Group ¡A¢ officers of Indian Telecom Service (ITS), Indian P & T Accounts and Finance Service (IP&TS&FS) and other Services in Bharat Sanchar Nigam Limited (BSNL) and Mahanagar Telephone Nigam Limited (MTNL). The proposals relate to extension of period of deemed deputation, pay scales, optional CDA and IDA pay scale, special allowance and position allowance, compensatory payments , HRA, CCA and other perquisites, accommodation, pro rata pension and incidental matters. With the proposed revised offer conditions, it is expected that majority of officers will seek absorption in BSNL/MTNL. In that event, the process of allocating requisite personnel to MTNL and BSNL and their corporatisation will be complete. This will ensure smooth and efficient running of services by BSNL/MTNL.

We have a common denominator
Most of us, as government employees, have our own frustrations, disappointments and anger. But we have a common denominator. We are certainly more privileged than an overwhelmingly large section of the society, in fact millions of them, who are economically and socially less disadvantaged than us, in a way "disabled" by circumstances. We all have a choice to make in our day-to-day life, because we have the so called "power" to do so - a peon has the power to let a visitor see an officer or make him wait, a clerk has the choice to clear a pension paper or sit over it indefinitely raising queries, an officer has the choice to interpret a rule in a positive way to help a person without breaking the rule or to simply sign on a warrant of misery and agony. One way or the other every day we make choices in our official capacity. If we are positive, sensitive and sympathetic, we will be true to our conscience and at the end of the day when we look at ourselves in the mirror, we will be proud of what we see. Lets not forget that when we see a name in a file or a case, there is a weary, haggard face behind it and the joys and sorrows of a family lurking somewhere among the lifeless alphabets. And in some other file the name and the case may be mine or yours.

Regarding increasing retirement age
Of late, I read lot of articles on the pros and cons of increasing the age of retirement for government employees. It seems that there are two sets of groups, one interested to see the age of retirement increased and the other one sees it as closing the door for promotion for quite a long period then required and dampener for employment generation. I think the government employees with the liabilities such as marriage of children, residing in government quarters are and will remain very much happy to see the increase in age limit of retirement. But we, if see beyond self interest, it is very harmful for our society in future. As we, especially govt. servants know, most of the clerical work is being done on computers and most of these aged people (with due respect for elders) do not want to learn or work on computers, thus the work is either shifted towards the younger lot or lingered to get bad impression. The second point is, if one can start calculating the fiscal position, a government servant who is not interested in learning computers is paid according to his service tenure which will naturally be more than what new recruits gets. So, by recruiting new persons, on the one hand government can recruit young, energetic, willing and computer savvy employees + it will generate employment doubly, as the person if retired at 58-60 now, will after all get pension + retirement benefits as usual and the bread earners as new recruits for newer families. If one could not fulfill his/her liability during service tenure, that cannot derive him/her to continue till they are completed. Further, I have seen many cases, where a government servant could not buy house to own, only due to the fact that they were residing in government quarter and has not bothered to think otherwise. No government servant can buy flat from the savings of his life time after retirement, if that was not planned during service tenure, with such inflation, interest rates and high prices of flats. However, this principle may not be applied in case of set of employees, who migrated from South or Bihar who aim only to remain in Delhi till they are retired or with the motive only to retain that quarter by getting employed any of their children in government service for the sake of retaining government quarter as long as possible. So, the summary of my saying is that retirement age should not be increased at any cost. It will be like keeping used bars to get further rusty till it becomes mud.

Raise in retirement age is welcome
Extension of retirement is welcome. It's sad how one fine day just because you are 60 years of age you are made to sit at home to rust both mentally and physically. The retirement should come over a period of time, maybe over one year, wherein work responsibility is gradually reduced so one gets mentally prepared for the eventual. Also, if there is an extension since when will it be effective? It should be effective with post facto effect for the period for which the pay commission will be effective. It will be unfair to the persons who retired during the intermediate period if this is not extended to them.

Retirement age should be raised to 100 years or the death of the government servant which ever is later. Then only the efficiency of government will increase to infinity.

About retirement age
I completely agree with what Kulkarni has to say about our senior citizens cum senior government officials who are due to retire. Now that the time has come for their retirement, they want the retirement age to be increased. What about the people who retired at the age of 58. I am sure these people would have been the happiest at that time. Let a message go to people like Chellamani, Time And Work Waits For Nobody. When Indira Gandhi died people thought that the nation would come to a standstill. Jab Bharat Sarkar Kisi Ke Jaane Se Nahi Rukti To Chellamani Ji Aap Jaise Experienced Logon Ke Jaane Se Nahi Rukegi.

Think of Unemployed
Chellamani, I am sure you are amongst those who are fast approaching the retirement age. You are worried about the sons and daughters of your beloved friends but not worried about lakhs and lakhs of sons and daughters who are becoming unemployed because of some sick minded people like you. Health checkups can only be done to check the physical condition of the person, what about the mental sickness? Actually people like you are worried as to how you would pass your time after retirement. May be some of you are in such positions, which according to you are responsible posts, that you could harm your subordinates. Those poor subordinates must be praying for your early retirement. A person who gets into the habit of harming the interest of others, naturally will feel crippled once he superannuates. People like you remain healthy and responsible till they die. So go ask the Government that retirement age should be increased to infinity. Afterall you have become a "Sarkari Jamhai". And let me tell you that a person who is 18+ is much more healthier and capable than a person who is 60+. And if you have excess experience, you can share it with your grandchildren sitting at home.

Sinecure for retired IAS/IPS officers -- Bravo n well done. These 'legions' will keep alive the cadres of these Field Marshals ( who never actually 'retire').They will keep blocking government accommodation and growth avenues of others , in perpetuity!!

Retirement Age:
Chellamani - just because some of your friends daughter and sons are yet to be married; it does not mean that the retirement age should be raised. Think about the parents who are anxiously waiting for their son/daughter to get employment. There is not point if a person gets employment after the age of 30. Then when will he marry and settle in life. So, therefore this stupid proposal should be dumped and we should encourage the students who are coming out of the Universities these days with more qualifications. At the most, extension of service can be given to persons after retirement and that too at the level of JS or more as it would be worthy. An increase in retirement age will automatically apply to everybody and the very concept of 'government office' will become a dharamshala. Or If there is a proposal to increase the retirement age; then they should be retained on a contract basis; at the same time they should vacate government accommodation; their presence should not affect promotion. Will they give an undertaking to this effect. They will not give; because they cannot earn freely with any tension. So far heaven's sake this proposal should not come up again and again and stop where it is.

Why delay in Pay Commission report ?
By any delay in implementation of pay commission, government employees are deprived of several allowances like HRA, DA which are generally given from prospective effect only. In case of further delay, the government should announce that HRA etc. will be given atleast from now on regardless of actual date of implementation.

IDES affair

I gone through the article on IDES sent by someone . I am a retired IAS officer who has worked with this department named IDES. I totally agree with the apathy. There is a definite nexus of land encroachers and judiciary as I also know many judgments where defence land compensation was arbitrarily hiked by judiciary which lead to severe loss to state exchequer despite of all the sincere efforts made by IDES officers . One thing I found while interactions with IDES that they get no support from either government or army or even media. They are working in the worst condition as sometimes .

Last couple of weeks political events by virtue of their sheer speed overtook the entire country nay the whole world! Scenarios were changing by hours! The political drama had the ingredients of a blockbuster : collapse of moral values, allegation of M-deal, the quid pro quo, the demands for ministerial berths, sting operation, the number game, personal attacks, stoning the houses of abstainers and others for switching their loyalties, voting by jail birds, RTI applications for revealing the mysterious CD, celebration in one camp, introspection in another! It is really a paradigm shift in moral values from the Nehruvian era! Can we still cry from the rooftop: Meraa Desh Mahaan !

Fresh IT Transfers
It is heartening to note that more and more officers are being accommodated in phases by the CBDT by transferring them as per their requests. However ,the CBDT in its exercise has quietly ignored the seniority consideration while posting the officers. There are so many places where the junior officers have been put in Senior administrative charges ,and the claim of seniors ,who were in ITAT or in other such charges has been ignored .There are so many officers whose genuine requests are still pending but their cases have not been considered for transfer because they are not able to pursue their requests on merits like the other favoured few. There are officers who have falsely stated that their son is in clXII or in final year and have been able to get stay. Then there are cases where some officers who were transferred in one order get a change in the subsequent order. One can also note with interest that an officer has been posted to Surat wef Nov2008,when he has only served in Mumbai, Delhi and Gujarat and never in a C station. Where is the rule. We should be sorry for this state of affairs.

It is strange that top political bosses in the ministry of Finance address themselves to transfer matters which ought to be in the domain of the Income Tax department only. Indian Revenue Service could have been made the pride of this nation with the officers who are most brilliant and efficient. In some of the years the toppers of the Civil Services examinations opted for IRS instead of IAS/IFS. It is sad why -why IRS officers are perceived as corrupt lot when corruption is all pervading-more so in IAS/IPS and in society itself. Do our political bosses have something to hide that they are making IRS officers scapegoats. If they had motivated the officers and made them play a positive role the IRS would have taken the country to great heights and would have been an example for the whole world. It is an appeal to the political bosses to realise their utter failure and look at the IRS with fresh perspective.

Order is OK but ---
The order is by and large okay. However, it cannot be understood that how come an officer who was earlier posted as CIT (Appeals) XV in Delhi has now been given yet another transfer and posted to another important charge ( after the hue and cry on this web site) ignoring the rule of seniority. Some people are perhaps more equal than the others.
Secondly, when cancer patients have been accommodated, how come Pushkar Bhatnagar who has the highest degree among all has still not been given the relief?
