DIG CISF takes VRS
DS Murdeshwar, Deputy Inspector General, Central Industrial
Security Force, North Eastern Zone, Kolkata has voluntarily retired
from service on Wednesday. Murdeshwar joined the Force in 1987 as an
Assistant Commandant and has served in various sensitive public sector
undertakings all over the country. He has also served in two United
Nations missions in Mozambique and Sudan. He is a recipient of the prestigious
Indian Police Medal for Meritorious Service and also two UN Peacekeeping
medals.
International Agency honours Kerala Police
Station
Palakkad south police station of Palakkad district in Kerala
has achieved a rare distinction by receiving a honour from international
agency for being best in India and second best in South Asia. The award
was given in a competition held at Royal Police academy, Kualalampup,
Malaysia. 1996 batch IPS officer Vijay Sakhare, SP, Palakkad, represented
Kerala and made presentation in the competition.

Lalu for fresh panel of IRCTC's MD
Indian Railway Minister Lalu Yadav has sought a fresh panel
for the post of Managing Director(MD)in Indian Railway Catering and
Tourism Corporation(IRCTC).R.K.Tandon who was number in the panel for
the said slot is due for his promotion.The Minister is not favourably
inclined to make Tuli as the MD who was number two in the panel.Therefore,entire
exercise will be carried out afresh by the PESB to select new MD of
the IRCTC.

CIC to have four Joint Secretaries
The Central Information Commission (CIC) which so far so
far had three Joint Secretaries will now have four Joint Secretaries
after Ms.Anita Gupta joins. So far she was Commissioner of Income Tax(CIT)
(A)-I Patna. Ms.Gupta who is from the Indian Revenue Service(IRS) belongs
to the 1980 batch. Other three Joint Secretaries in the CIC are: L.C.Singhi,Tarun
Kumar & P.K.Sharma.
AK Sinha is Commissioner (Coordination &
Systems)
AK Sinha who was shifted from the post of Commissioner (Coordination
& Systems) in Central Board of Direct Taxes(CBDT), on May 26,2008,
is back on the same post. So far he was Commissioner (A & J) CBDT.
He is an Indian Revenue Service (IRS) officer of the 1979 batch.
RK Tewari is Commissioner (A & J) CBDT
RK Tewari has been once again posted as Commissioner (A &
J) in Central Board of Direct Taxes(CBDT).Earlier, he was Commissioner
(Coordination & Systems) in CBDT. He is an Indian Revenue Service(IRS)

No major changes in Punjab

Cadre strength of IFS in Oissa likely to be
increased to 140 (UPDATED)
Orissa is likely to get at least 13 more Indian Forest Service (IFS)
officers from the central pool by September next as part of the cadre
revision process being conducted by the Government of India .With the
possible new inclusion, the cadre strength of IFS in Orissa would go
up to 140 . State government has proposed the centre for sanction of
15 new IFS officers to add to the existing cadre list of 127 to fulfil
its administrative requirements .

Devi Singh Bhati, a senior and influential Rajput leader from Bikaner
is to be sworn in as a Cabinet Minister in the Vasundhara Raje led government
in Rajasthan. Bhati, the only MLA to have been elected MLA six times,
has also been cabinet minister twice in Bhairon Singh Shekhawat's Government
1990 and 1993. This is seen as another masterstroke of Vasundhara Raje

Sixth Pay Commission Says Rs.100/- =Rs.12830/-.
I think point raised on the immediate need to address the anomaly
by pay commission is very valid. Otherwise how does one explain the
sudden exodus of Directors from Central Deputation. Some have already
left while others are on the verge of leaving. Point ix of pay commission's
errata " that there will be no change in the pay band that the
officer is withdrawing before the deputation" does not seem to
be addressing the problem at hand, for it talks about 'before the deputation'.
What about those who have got senior grade in their parent service soon
after joining deputation (they may be senior to those lucky few who
may have drawn the grade, say even for a couple of days before joining
the deputation). Does it mean they will draw Rs.20,000 less?
Another point to note is what band the errata Point ix is referring
to? There was no band earlier, there was only scale which was separated
from each other by a mere Rs.100. Pay Commission should come out clearly
on what band the Directors should be. Logic says pay band IV otherwise
it will be really one of the most serious anomalies.
Anomaly: Under Secretaries, Deputy Secretaries, Directors will all be
in one pay band and the difference between a Director's pay, who has
got SAG in his cadre while being on deputation, from his fellow batchmates
will not be Rs.100 as earlier, it won't even be Rs.12,830, infact it
will be more than Rs.20,000 after including emoluments.
All that pay Commission needs here is a clarification on pay band of
Directors and then re-fixation of their pay , against the pay they would
have actually drawn had they not be on deputation (the second part is
already done at the time of Directors getting SAG promotion in their
cadre/service). It is only payband which may create confusion here and
that needs to be addressed quickly.

Government orders enquiries against scams and misdeeds of one party
or the other and spend crores of rupees to complete the enquiry, but
conviction or even outcome of these enquiries either tardy or not at
all finalised, like the one above. Already 8 crore rupees have been
spent in above enquiry, and I don't think any enquiry can conduct a
fool-proof enquiry and recommend action against the miscreants. Then
why to empty the government treasury? Better re-think on such enquiries.

by the website. This man makes allegation that IRS officers don't need
government pay. What does this harishchandra want to prove and to which
service he belongs to. Just tell me the service, I will show you the
mirror in which you will see an ill-illustrious officer caught by CBI
or Income tax. So my dear don't generalise a service. There are black
sheep in each organisation.

While your column allows publication of such malicious comments as written
by Nihar Khan against IRS officers ,would it allow the same comments
written about, say IAS cadre, to be published on this website. Of course
not, the rules of the game change for the Kings. But remember when the
king appropriates(concessional plots etc.) it is legitimate, but when
the subject appropriates, it is unlawful.

Go through Transparency International report
Nihar Khan would do well to go through Transparency International's
sectoral corruption index and obtain for himself where Income Tax stands
on corruption. For easy reference, it ranks below schools, police, land
administration, judiciary, electricity, government hospitals, rural
financial institutions, municipal services, and no where in those set
ups is there an income tax guy either at the top or middle or in the
bottom. Its far too easy to throw in a sensational line and gloat at
your senselessness !!

IRS is most responsible service
People like Khan should be responsible before they make such sweeping
and objectionable statements about the service. On what basis can such
statement being made. I believe that IRS is one of the most responsible
service but at the same time has been a victim of the fact that there
is no adequate representation at the higher level.
I would suggest that the website should screen such irresponsible statements.
