R.P. Singh who is the Managing Director(MD),Bharat Oman Refineries Ltd(BORL) a joint venture company of Bharat Petroleum Corporation Ltd & Oman Oil Company Ltd., of Sultanate of Oman will be retiring on July 31,2008.Under R.P.Singh's captaincy the overall physical progress of the project is 70.1% against the scheduled progress of 63.7% while commitment is Rs.9,200 crore.Engineering and ordering activities have almost been completed,said Singh on the eve of his retirement.He said that the project is moving at a pace of four% per month.It is expected that commissioning of boiler and utilities will start in the last quarter of 2008.The project is likely to be completed before the scheduled completion date of December 2009.R.P.Singh had completed his Mechanical Engineering from NIP Allahabad and did his management from Jamnalal Bajaj Institute of Management, Mumbai. He started his career from Engineers India Limited(EIL)& other organisations including BPCL in different capacities with distinction.R.P. Singh has been a visiting faculty to various premier management institutes in Mumbai, for the last 20 years.

Stringent steps required for tackling terrorism.
Sir, with due respect to the pulls and pressure of modern day life in any metro, where policeman are highly pressurised day and night, I wish to suggest that the Central Government and all State Governments must direct all their police forces, including para military forces, as well as its citizens to immediately kill anyone who is found to be indulging in Terrorist activities. There is no need to arrest them, produce them in Court, create all the media drama, where the cases drag on for years and years. We should immediately kill anyone found to be actively or remotely connected with nefarious activities, whether they belong to Hindus, Muslim, Sikhs or any religion. In the process, our police authorities all over India are more likely to overdo their assigned job and some innocent people would also be killed in the name of terrorists, but still that option is better than letting them kill innocent people at will anywhere in India. If they are not behaving in a humanly way, we should have no mercy for them and should talk to them in the language which they understand. We should realise that in terrorist will not be able to attack USA, UK or Canada every two three months. They can attack once but after that they will be hounded and killed all over the country. In India it is other way round. Politicians ask people to keep calm to maintain communal harmony etc., but no real work is done to hound these terrorists, whether mastermind or simple executioners of their plans. For all those Muslims who are not willing to accept Common Laws of India, we should have separate Shariat courts, where Muslims clergymen be appointed to hand them punishments according to Shariat laws, as is being done in some primitive Muslim countries. Only then they will realise how great a feeling is to live in a Hindu dominated peaceful and tolerant country.

Purpose of IRS transfer policy defeated
The objective of the transfer policy was to prevent nexus developing between IRS officers and business houses and presumably to bring some measure of satisfaction and morale in the service. How this translated itself into A B C cities. No more than 2 deputations, only 8 years in Delhi, only 16 years in area. special treatment for IAS wives club, Catering to Children's education. Ignoring health problems like Anita Gupta and Pushkar Bhatnagar. This would mean that those with cancer are more likely to develop nexus than those with class 12 children. Also if spouses are together, does it increase corruption? It looks as if the objective of the transfer policy has been totally lost sight of. For every one happy officer, there are ten disgruntled ones who are taking no interest in their work.
Someone has made a fine suggestion of accommodating IRS officers by examining the transfer requests at the level of Chairman [or Member of Board]. In personnel matters, what matters is compassion and understanding and not ruthless application of policy. CBDT should realise that as officers grow older their problems grow. But here we have a policy where the young officers are posted in A cities and the ones nearing retirement to C cities. The policy does not even have a clause for posting of choice in last 2-3 years of service to enable them to plan for retirement. This is there in all policies. On the other hand we have 12th class clause. This simply defies all logic. The IRS transfer policy has made income tax commissioners the laughing stock of the civil service.

CBDT would make excellent cardsharps. If you see the archives of last three years transfer orders, you will find that many of them are given extension for one year with the rider that it is only till next transfer year but by then CBDT forgets. Not quite an elephant's memory

Lack of transparency in public appointments
I agree with Mahadev's views on empanelment process. In fact the entire process of empanelment about central deputation is based on the policy of pick and choose. This applies to all the ORGANISED services across the board. The lack of transparency in ACC mechanism suits all deptts/organisations like DOP&T,Cabinet Sectt and the PMO. Decisions are taken not on merit but on extraneous considerations, which are anybody's guess. I would most humbly request the Prime Minister as in-charge of DOP&T to order streamlining the whole process and rely less and less on the bureaucrats in deciding such matters. The data bank of DOP&T has not been updated for decades resulting in arbitrariness and the same gets the stamp of approval of the Competent Authority, which happens to be the Prime Minister in ACC matters. I am making this statement without malice towards anyone but, based on personal experience.

IDES the service at the last
I think Ministry should hold a meeting with the head of IDES cadre i.e. Director General of Defence Estates (who is equal to Secretary to GOI) along with field Defence Estates officers of some problematic stations such as Pathankot, Secunderabad, Kashmir,MHOW and Jabalpur to sort out the long pending issues/court cases which are causing losses to the exchequer. More facilities should be attached with field offices as contingency, vehicles for frequent inspections and some sort of magisterial powers to field officers /control over police inspectors of cantt police stations to root out land administration problems. I know one Defence Estates Officer who is dead honest and exposed the wide scale misuse of defence land in Delhi by Armed forces senior officers who unauthorisedly got constructed commercial complexes and subsequently misappropriated the money received from private persons as premium, rent and kind gifts.I sincerely request to bosses sitting in GOI to please hold hand of IDES very strongly to retain democratic institution lest the situation turns like Pakistan Army Dictator.

The question of retirement age has been raised in the forum time and again. Those in favour argue that [a] govt will save huge funds and use them for fudning the pay commission arrears etc [b] the developed world all have retirement age of 65 [c] the age in the judiciary, medical line, teaching, etc has already been raised by three to five years. Those against increase in age argue that [a] their children need employment [b] they feel they will be doddering old men at 60 and mentally / physically incapable [c] it is better not to get arrears of pay commission and have lesser pay raise so long as the age is not increased. How will this dispute be settled
