Cadre strength of IFS in Orissa likely to be
increased to 140
Orissa is likely to get at least 13 more Indian Forest Service
(IFS) officers from the central pool by September next as part of the
cadre revision process being conducted by the Government of
India .With the possible new inclusion, the cadre strength of IFS in
Orissa would go up to 140 . State government has proposed the centre
for sanction of 15 new IFS officers to add to the existing cadre list
of 127 to fulfil its administrative requirements .

Ms Sushma Singh has assumed office as Secretary, Ministry of Information
& Broadcasting on Friday. She is 1972 batch IAS officer of the Jharkhand

this assignment. Earlier, she served as Secretary, Ministry of Development
of North Eastern Region (DoNER) and Additional Secretary, Ministry of
Water Resources under Government of India.
Direct Tax Collections (UPDATED)
Net direct tax collections in the first quarter of the present fiscal
stood at Rs.57,373 crore, up from Rs.41,391 crore, registering a growth
of 38.61 percent over the corresponding period last year. Growth in
Corporate Taxes was 32.65 percent (Rs.34,566 crore as against Rs.26,058
crore), while Personal Income Tax (including FBT, STT and BCTT) grew
at 48.84 percent (Rs.22,782 crore as against Rs.15,306 crore). The growth
in direct taxes has been maintained despite much larger refund payouts
at Rs.11,578 crore as against Rs.7,302 crore during the corresponding
period last fiscal. Growth in Fringe Benefit Tax (FBT) was 38.74 percent,
while Securities Transaction Tax (STT) and Banking Cash Transaction
Tax (BCTT) grew at 22.11 percent and 21.03 percent, respectively.Among
regions, tax growth in Mumbai and Delhi was 40.19 percent and 53.57
percent, respectively. Other regions with high tax growth are Nagpur
(74.08 percent); Kochi (68.08 percent); Bangaluru (47.26 percent) and
Kolkata (45.30 percent).Tax deducted / collected at source continued
to drive direct tax collection with a growth of about 50 percent while
self-assessment tax grew at 35 percent, indicating continued improvement
in tax compliance and tax administration.The cost of direct tax collection,
on the other hand, has declined to an all-time low of 0.54 percent during
2007-08, amongst the lowest in the world.

IAS Versus Other services
I am convinced about the general overall superiority of the IAS (service)
as compared to other sectoral services. Working in the IAS gives a much
wider exposure as compared to others who are from sectoral services
and therefore generally have a tunnel vision. And so we find, with exceptions
of course, that the IAS officers are better visionaries, are more practical
and generally more amenable to help others as opposed to those from
sectoral services. All of us accept the supremacy of the IAS and were
also not denied the attempt to join the IAS and therefore it is not
fair on our part to envy their superior authority, perks, privileges
and promotional prospects.

Why Reliance is going to lead world economy?
This is very relevant discussion. The present oil crisis has brought
entire globe on the brink of inflation explosion and energy crisis.
What is the way out? I really appreciate the way Reliance was visionary.
As you know there are two types of crude oil. One is with low sulpher
quantity and other is with higher. The lower one is called sweet crude
oil and other is of course sour. All refineries in the world have been
designed to process this low sulphur (sweet) crude oil, which is peaking
up and up in price dynamics and may be 200 dollars per gallon in a year
or two. But fortunately this high sulphur content crude oil which is
also available in abundance almost at throwaway price do not have much
takers because existing refineries have not been designed to process
this. The price of this sour crude oil is about 10 dollars per gallon.
You see the gap. To switch over to process this sour crude oil is not
very easy for refineries of Europe or America. Here comes Reliance.
The biggest oil refinery in the world belonging to Reliance, which is
yet to start soon, has been planned to process this high sulphur quotient
crude oil cheaply available and then you can very well presume what
Reliance will gain. Thanks they belong to India and how much government
depends on oil prices etc etc. Moreover being situated strategically
Reliance can cater cheap oil to south East Asia and Japan what to say
of India. I salute their vision. This is another feather in the corporate
history of India. We civil servants must help visionary corporate sectors
so that our country reaches to the top in the shortest time. It does
not matter whether we have joined corporate sector quitting the government
jobs or otherwise in the recent future.

ACR rules and Guidelines
It is rathher shocking to find that the ACR guidelines/rules are fictitious.
No objective assessment is recorded instead it develops a platform for
bosses favoritism, politics and a mindset of having a government job.
This is going to dampen the spirit of qualified personnel who in a sense
can surely contribute with their spirit and attitude to the government.
many cases of such intentional/sabotism is very common in government
service but due to limited mindset issues are not attended and still
structured reporting consequences is causing government to lose good
talent just on the name of character roll/ACR.
Government of india should work for monitoring any mismatches within
the preview of ACR and judgement of officer/officials be more open ended
with a view of foresightedness taking in consideration the limitations/constraints
in working area/division.

I know many of my colleagues in IRS (IT and C&E) who are performing
their jobs with complete honesty. I can also assure you that it is much
more difficult to remain honest in an organisation which is perceived
to be corrupt. Such sweeping remarks, as the one by Nihar Khan, do not
do justice to these people. Please do not publish such remarks in this
column. To clarify the matter further, I do not belong to any of the
above two services.

Who is this Nihar Khan the great and what right does he have to make
such general allegation, let alone IRS against any service for that
matter. Doesn't he knows that all the services are manned by human beings
and there will good as well as bad. I really don't understand why some
people grudge IRS. All these comments are baseless because IRS is the
only service which has shown tremendous performance and growth despite
insufficient staff and lowest cost of collection in the world. People
making such comments would do well to know these facts before making
sweeping allegations.

How can you suggest retirement age of 50 ?
How can anyone suggest a retirement age of 50. This will only encourage
corruption so that officers can provide for their retirement. Teachers,
doctors, judges, etc have all been given age extension. Civil servants
will show their resentment in the voting pattern.

Nuclear deal and aam admi
What do we need nuclear power for? We need it to run nuclear powered
bullock carts for the aam admi in rural areas if we are to believe a
bespectacled doctor. Here is how it works. A micro chip is implanted
in the bullocks brain. A laser beam then transmits orders to the chip
embedded in the bullock via a stationary satelite. Every few miles there
are kiosks which beam laser rays to the bullock carts. This is why we
have to go in for the nuclear deal. It is only for the sake of the aam
admi nothing else.

How to arrest inflation ?
The best way to arrest the inflationary pressure the world over due
to unimaginable rising prices of crude oil is to bring this issue before
UNO and pass a resolution to ban forward trading in crude oil because
the speculators are making huge profit by investing a very small amount
of margin money in its trade thinking that its demand is bound to increase
day by day due to development of economies. A fraction of one per cent
of net profit in future trading results in a very large amount. India
should take a lead in this behalf. Initiative will have to be taken
by Madam Sonia Gandhi otherwise politicians will have to pay a high
price if inflation is worsened. In theory forward trading may be good
but the practical experience so far has shown otherwise. "Other
things being equal" -- one of the principles of economics for healthy
competition -- is missing in practice and that is why there is so much
inflation. It would be better if forward trading is also banned altogether
at least in articles of mass consumption like grains and cereals. It
may be good only in stock and shares.
