Will retirement for Government officers & employees be
62 years? Well, it has to happen then a final decision will have been
taken by the Government of India (GOI) by July 31, 2008. After that
there is no chance for the UPA Government being headed by Indian Prime
Minister Dr. Man Mohan to take any decision.

EIC gets ISO-9001:2000 status by DNV,the Netherlands
The Export Inspection Council (EIC), under the Ministry of Commerce
& Industry, which is providing services to Indian exporting community,
has been granted the status of an ISO-9001:2000 organization by M/s.
DNV, the Netherlands. EIC has been implementing an Integrated Computerization
Project (ICP) in the organization in order to automate all its activities.
Certificate of Origin (CoO) activity, which is one of the most important
exporter centric activities, being performed by this organization was
in fact identified as a thrust area by the Ministry for monitoring.
As a result of sustained efforts in this regard, this activity has been
completely automated all over the country. Facility of online submission
of CoO application has also been provided to exporters all over the
country. Every year around 10 lakhs certificates are being issued to
the exporters. Keeping in view necessary certification requirements
of Indian exports, EIC has developed new schemes for different export
products so that these products upon certification by EIC/EIAs can get
hassle free entry into export markets. New Schemes have been developed
for various export products such as non-genetically modified food; Ayurvedic,
Siddha & Unani Products; feed additives and premixtures; gelatin;
ground nut / non-basmati rice; and sesame seed.Due to continuous monitoring
and surveillance by the EIC/EIAs of the fish & fishery products
establishments for export to EU, numbers of complaints/rejections of
export consignments have reduced considerably over the last 4 years.The
EIC's certification had been recognized by Korea (in 2004 for frozen
marine products, processed spice goods, jam, honey, tea, preserved goods
and sugar); by Turkey (in 2004 for food products and food packaging
materials); by Sri Lanka (in 2004 for more than 100 products under its
Import Inspection Scheme); by Singapore (in 2004 for food and agriculture,
electric and electronic, telecommunication and drugs and pharmaceuticals);
by Japan (in 2005 for poultry and marine products), by Italy (in 2005
for marine sector) and by China (in 2006 for iron ore). Major progress
has been achieved similarly in negotiation of Agreement/ Recognition
with many other countries like Saudi Arabia, Mexico, Bangladesh, Libya,
Pakistan, Malaysia and New Zealand.

IS HAMAAM MAY SUB NANGE HAIN!
Dear Prime Minister Sir
Corruption is not the monopoly of any single organsed Service. Some
civil servants are looting the country like Chambal dacoits and are
being let off. On the contrary, Small fries are being booked by anti-corruption
agencies. I have no problem with that. But, Why target civil servants
alone? The fountain head of corruption lies some where else. Ministers
are deciding Contracts and top level Appointments in govt. departments
and the PSUs under their control on the principal of quid pro quo. Wheelers
and dealers who were active during the NDA regime have become over active
again, it is understood. Poor CMDs of PSUs are forced to fall in line
for their survival. Due to fluid political situation ,at present, the
Ministers have gone berserk. They feel that they are not accountable
to any one - least of all the Prime Minister who is the only honest
and the first among equals!.
Can the Intelligence Bureau be directed to update their confidential
dossiers about all Ministers and Secretaries and release their findings
as part of 360 degree feedbacks to the public at large so as to prepare
them make up their minds for the impending General election!I am sure
Dr Suresh Mehrotra will show courage of conviction in publishing this
open letter on his famous website in public interest! The Prime Minister
is regularly kept abreast of the open suggestion in the website. I am
writing this letter without malice towards any particular Minister or
Secretary to GOI!

IAS Vs. IRS
Dear Mr. Editor,
I wish to draw your attention towards unecessary, inconsequential and
loathsome debate being published everyday wherein I observe, your site
encourages bashing of either of the two sought after services IAS and
IRS. Its also disgusting to note that comments of the visitors to the
site are often malicious towards either of the services and editorial
discretion is never exercised. With reference to the debate of IAS vs
IRS, I wish to inform you that I am also from the IAS cadre and am envious
of my batch mates in IRS. These are because of the following reasons
;
1. IRS officers are mostly posted in big cities which we are not privileged
enough as we spend our 10-15 precious years getting posted in rural
areas and make it to the state capital much later. While being a Dist.
Collector or RDC, I am sacrificing my personal comforts, often staying
away from my children, leaving them at the state capital. I am not corrupt
and do not get any satisfaction in leaving life in difficulty with my
meager pay, maintaining two establishments. What am I doing being an
IAS officer ? I might as well should have joined IRS !
2. Infrastructure wise; we may be slightly better but IRS have slowly
met their infrastructure requirements considering that they have provided
vehicles till AC levels.
3. I may receive the maximum abuses from an illiterate politician but
cant do anything about it. My colleagues at IRS are to a great extent
shielded from political interference and abuse.
4. By virtue of being a derivative of ICS, we have been able to occupy
most of the secretary level positions. This is solely because IAS manages
its own cadre and the rules and policies automatically favour us since
they are framed by our senior IAS colleagues. Its also the fact that
the IRS fraternity have not fought/lobbied enough for getting more Secretary
level posts in their cadre. Their cadre should be managed by themselves
and an IRS man should be the Revenue Secretary as this would ensure
efficient tax administration and greater understanding in framing tax
policies and rules.
5.Not all IAS officers become Secretaries to Government of India. In
an entire batch around 50 % only are empanelled as secretaries and most
of us remain in the state's though our pay scales are upgrades in course
of time. Most of us retire at Additional Secretary level itself.
6.The major problem of IRS is extreme amount of factionalism amongst
themselves. Each officer is trying to pull the other down. That's were
the IAS stands united !
7. Though due to our colonial heritage and legacy we are slightly better
recognised in the society, in reality most of the IAS officers envy
the powers enjoyed by their IRS batch mates, virtually extending to
all sections of the society. A few of our own corrupt colleagues fear
an Income-tax raid at their houses than anything else and the same are
increasing.
To summarise, each service has its own strengths and no service is
better than the other. Each has its plus points and minus points. Its
the way people look at it. I am of the view that a few immature people
are promoting IAS/IRS bashing supported by absence of editorial supervision
creating a bad taste. We have better things to do at home and at work
than read these bashings !

Provision of domestic servants to civilian officers
It is seen that all officers including S.O level class-II level officers
of para military/military and police are being provided servants to
assist their wives. Wives of Civillian officers even those of higher
ranks including Under Secretaries, Directors and above feel it badly
to see wives of very junior officers in para military/military and police
being assisted by Government provided servants in their kitchen and
other household functions. The Sixth Pay Commission should also remove
this disparity and provide domestic servants to the wives of all Civillian
officers.

Ashwin Lohani's ode to the IAS is misplaced. The rapacity of the IAS
is well known and evinced by the streak of aggrandisement being displayed
by them all the time. If the IAS is so very nice, why are its members
hounding Abhinav Kumar when the latter has merely come out with the
truth?

in their superiority. The fact of the matter is that IAS are only for
general administration whereas they have grabbed most of the senior

Politics of Mulayam Singh Yadav
The nuclear deal issue is going to have a big blast in the next one
week. Mulayam Singh and Amar Singh will have revenge on Congress. They
will lead Congress to the Altar and will withdraw their assurance of
support after Left withdraws it's support. UPA Govt. will fall with
a thud. UNPA will form Govt. under Mulayam Singh with BJP supporting
from outside. Mulayam Singh knows, this is his only and last chance.
UP CMship is out of his reach for next four years and his party's numbers
will dwindle from 39 to 15 in next Lok Sabha elections. As PM he may
also have the pleasure of loosing Central Agencies after Mayawati. BJP
would want to give stickers of incumbency and inflation to UNPA too.
Rest is anybody's guess !

We are eagerly waiting for the Pay Commission. I know that after the
implementation of pay commission the market will increase more, but
the government servants are waiting it eagerly. Hope to receive the
same at the earliest or by the end of this month itself.

Nuclear deal
It is ridiculous to tag the N-deal as anti-Muslim, as our great Chief
Minister of UP has defined it. In case the deal is through and we harness
the fruits of the deal like import of technology, procurement of much
needed uranium for our starving nuclear plants for augmenting generation
of electricity etc, how could it harm the interests of Muslims? The
deal can be against our national interests. The national interest cannot
be either Hindu or Muslim. National interest is supreme over and above
the communities' interests. For Madame Mayawati vote is supreme irrespective
of the fallout of communalising the issue. Our learned scholars of Deoband
have defused the communal bomb of Mayawati and have done the national
service.
