My driver Meher Chand
Four years ago, when I landed in Delhi on a late night flight from Chennai
to join the Delimitation Commission, I found Meher Chand waiting for me
at the airport. From the next morning he came every day, always punctual
to the dot, never late, not even by a minute. He went on leave only when
he had to go to Hamirpur in Himachal to see his 102 years old mother or
to attend a family function. He never took alcohol, was never sick, always
at home, to get ready and report in half an hour in case something urgent
came up. Whether it is four o' clock in the morning or twelve midnight,
Meher Chand was always there at the airport or railway station. Occasionally
when my wife and I went to late night dinners and Meher Chand drove us,
he would never, not even once, accept money from us for having some food
outside, always saying, "Mein ghar jaake khana khaunga". In
my thirty one years in civil service, Meher Chand was the best driver
I ever had, beating the next best by a mile. Like all pahadis, he was
sincere, hardworking and a thorough gentle man. He was flawless in driving,
immaculate in behaviour and had a quiet dignity, very occasionally punctuated
by outburst of strong sentiments on mehangaai, beimani or insaaniyat.
Meher Chand died last week, suddenly, without any warning. He had left
me on a Thursday evening, complaining of slight fever and headache. I
called him the next day to inquire about his health and again the next
day and day after that. Meher Chand tackled his fever like most of us
do, first take crocin for a day or two, then go to the local doctor who
would prescribe antibiotics. I offered to refer him to my friend who is
a senior CGHS doctor, but Meher Chand preferred his regular private doctor,
"Jo strong dabai deti hey, per bilkul theek kar deti hey". After
calling him four-five times I found Meher Chand was getting increasingly
embarrassed with a feeling that he is failing me by not turning up in
the mornings with his car. I asked him not to worry on that and take care
of his health. I reminded him that I don't mind at all because this is
the first time he was on sick leave. On Sunday evening, nine days after
Meher Chand had first complained of fever and headache, his name flashed
on my mobile. I picked up the phone and said, "Kyoon Meher Chand,
theek ho gaye, kal office chalengey?" His son answered, "Sir,
Mein unka beta bol raha hoon. Papa bahut beemar hein, ICU mein hein".
He told me that Meher Chand had jaundice which had rapidly turned to septicemia.
Next morning it was tragic to see Meher Chand gasping for breath. With
multiple organ failures he survived another thirty hours. On Tuesday evening
he passed away, stunning everyone who had seen him a healthy, strong Himachali
only ten days ago in the corridors of the Election Commission.
His family is devastated. With the condolence meeting over, the office
will soon get used to his absence. He will be another name in the pension
list, his family a serial number in the long list of applicants waiting
for appointment on compassionate ground. My maid who was quite fond of
"Meher Chand Bhaiya", tried to philosophise, "sir, jab
koi bagichey mein phool todney jataa hey, jo achhey phool hotahey, unhiko
to todta hey. Bhagawan bhi aisey kartey hein". I am sure Meher Chand's
family will not be comforted by this thought. The immediate worry of financing
the two children's education and the prospect of vacating the government
house have already started haunting them. I am writing this long piece
because somehow I feel that Meher Chand's death could have been prevented.
When I visited his family at Laxmibai Nagar on Tuesday night, immediately
after the news of his death was broken to them, and sat in the verandah
outside, I was struck by the thought that I could have come one week earlier,
put Meher Chand in the car and taken him to Safdarjung hospital or AIIMS,
just a stone's throw away. If only I had told him to go for a blood test
when the fever didn't go away after three-four days! If only I knew he
had diabetes once upon a time, but had stopped medicine six years back
because he thought he had been cured! Is there a lesson for all of us
in this? I feel yes. There are quite a few. We all know medical science
has reached dizzying heights now and can provide miraculous cure only
if we knock at its door. Most of the times, we delay, procrastinate or
ignore warning signs and leave our families to blame God or fate or destiny
or whatever that is not answerable to us. We must organize awareness campaigns
annually in our offices to know and let others know what we should do
to protect our life and health.
First, we should know that most diseases now are silent, stealthy killers,
won't give you a chance if you are unguarded. A fever is not always just
a fever, to be tackled by crocin or some self-prescribed antibiotics.
If it goes beyond three days one must go to a doctor and get the tests
done. After all, the employer is going to reimburse the cost, so why delay?
Second, after the age of forty, annual health check-up is a must, not
only for the officers, but also the peons, drivers, and everybody else.
It should be done by the government in a staggered manner spread across
the year, so that CGHS or other hospitals don't get overwhelmed by the
number. Once the month is assigned to an employee for this check-up, no
salary till the certificate is produced. Money spent by the government
on this is worth it. A penny spent will be a pound saved.
Third, our family members know about our day-to-day problems. But each
one of us must take a friend, a relative into confidence and familiarize
them with our health profile so that in case of emergency they will know
what to do. A family can be overruled by the patriarch, but not a friend
or a relative.
Last, but not the least, we should never, never hesitate to call upon
a friend or a neighbour to help us in health emergencies. I know two cases
where the husband told the wife not to disturb anyone at midnight and
didn't live to see the morning. After all what are friends for, if not
to stand by you at your hour of crisis?
If we can motivate and convince people working with us on some of these
ideas through a campaign in our organization, I will feel that in Meher
Chand's death a life has not been wasted. These campaigns will be a good
tribute to the memory of a good soul and I owe this to Meher Chand. Again
to quote my maid, "Sir, agar hum achhey logon ki kadar nehin karengey
to burey log sochengey unhikaa raaj hey". I am sure Meher Chand,
wherever he is, will understand.

Need to review India's foreign policy
There is need to review the foreign policy in the wake of attack on Indian
Embassy at Kabul. There seems that India's foreign policy is faulty that
is why all our neighbours are not happy with us. India and Indians do
not carry a good image abroad. I suggest India should withdraw diplomatic
relations with as many countries as possible where there is no need to
have a diplomatic mission. Kabul, Islamabad, Kathmandu, Dhaka, Kuala Lumpur
are some to suggest. Like the Chinese foreign policy (no contacts, no
missions during the days of its development), India should also remain
aloof from other unwanted countries. Let's think on this.

Income Tax transfer policy
A case has been repeatedly made that Income Tax Department is its biggest
enemy. How true? A look at the current amended transfer policy would
make it clear. Post 2005, Officers have followed or were made to follow
a clear unambiguous government policy on transfers. Most officers made
their individual informed choices like where to stay for what length
of period, for their own and for their children et al. Come 2008, another
policy comes and over rides the earlier policy retrospectively. Now,
officers who abided by the earlier policy are destined to move and suffer
a round of transfer. No where under any law, even administrative law,
a rational Government attempts retrospective application of such rule.
Try doing it on the tax paying citizenry. Try retrospective increase
in tax rates. Officers now would bend backwards to appease the powers
that be, may be make International Taxation or LTU as tenure posts or
discover newer ailments or move on to the Administrative Tribunal or
move on disgruntled. Corruption and attrition in the Income Tax are
directly proportional to its own ham handed and care a damn personnel
policy.

What if the Samajwadi party betrays the Congress? If general elections
are held this year or the next the next PM is going to be Mayawati with
BJP support. This has been predicted in the Srimad Bhagvat which says
that in Kaliyug shudras and mlecchas will rule and all other castes
have to emulate them if they are to survive in this world. The guna
of Kaliyug is Tamas not Rajas or Sathva which means there is no place
in Kaliyug for rajas and sadhus like Raja Diggy or Rani Vasundhara or

Civil servants and retirement
The government will survive and now without the CPM [who opposed age
extension and other reforms], the UPA will be able to move quickly to
bring age extension and other reforms which are in keeping with a fast
moving economy. This will also bring in the votes of the huge civil
servant lobby which is reeling under the impact of inflation and dreading
the idea of managing on only a small pension and no accommodation. Most
of them are asking 'How will we survive after retirement?" Some
wise guys say that civil servants should take private employment. How
many people from any sector, private or public, like to start a new
career at 60 and how many people would employ them [except for the wrong
reasons of liaison which is quite disgraceful].

fully agree with the comments on the recording of ACRs of officers.
There are several instances of officers who were graded as outstanding
by the Reporting Officers which was reduced to Very Good or Good without
assigning any reason as required under the rules. This whimsical and
arbitrary attitude runs contrary to the canons of good governance and
has ruined the careers of many officers without their even knowing about
it. Unfortunately, the review meetings do not spend any time in reviewing
this aspect of the matter even though it ought to be their duty to address
these issues in the interest of justice, such committees have ended
up being another manifestation of `babuism' characterising the manner
in which the bureaucracy functions, insensitive, arbitrary, unjust and
manipulative.
