He is a Himachal Pradesh cadre IPS officer who belongs to the 1973 batch.Ashwani Kumar who has been in the CBI earlier ,enjoys a very good reputation.

CAT quashes appointment process of DGCA (UPDATED)
The process for appointment of Director General Civil Aviation has been quashed and set aside by a bench comprising Justice Bali, Chairman and Mr. LK Joshi Vice Chairman of Central Administrative Tribunal. The Ministry of Civil Aviation had selected Naim Zaidi for the post and the matter was before the ACC. The CAT has directed that the Joint DGCA AK Chopra should also be considered for the post on promotion.

Discrimination of Military Nursing Service Officers by Defence Ministry
Britishers in India started Military Nursing Service (MNS) during their colonial Rule. It is a service purely by ladies. These ladies were not allowed to marry and whoever were caught; used to be dismissed from service. Their service conditions were also not conducive for married life. The same tradition was continued for some time even after independence of India. Now though marriage is permitted but service conditions have not been changed for leading a healthy conjugal/family life. As a result of this, there are plenty of Military Nurses remaining unmarried throughout their lives. Due to frequent transfers after every 3-4 years and service conditions/long duty hours, married MNS officers are compelled to lead troubled family lives. Divorces and marital discord leading to suicides therefore have become parts of their lives. Therefore it is found that many MNS officers left defense service and joined as civilian nurse. But there is no reverse locomotion/movement.
There are separate service cadres of Army, Navy and Air Force Doctors. But there is only one single cadre of Military Nurses. Working cultures are also slightly different and these nurses have to adapt themselves according to the hospital they are posted. This adds difficulties to their lives and more places of possible transfers/postings.
As many male military personnel live without family due to, inter-alias, frequent transfers disturbing children's education, these military nurses are susceptible to sexual exploitations. To protect these hapless ladies, they were given commission and ranks like any other Army officers. But subsequent Pay Commissions and Defence Ministry, possibly under pressure of male army officers, gave these ladies lower pay scales and it is totally different from the rest of army officers. Also these ladies were denied rank pay. This is a gender bias by GoI and sexual/gender discrimination.
Sixth Pay Commission saw this separate pay scale only for MNS Officers in Army as surprising & unjustified and recommended for same pay scale & grade pay for these ladies as for rest of the army officers. But it forgot to give Nursing Allowance, as it is applicable with their civilian counterparts. It is also remembered that these ladies are also commissioned officers.
Unfortunately the Chiefs of Staff Committee (CoSC) looking into the 6th Pay Commission recommendations are possibly ill informed and, therefore, written about their "serious reservations" about commissioned officers "being equated" with Military Nursing Service Officers, holding that this will create "functional imbalances" in military hospitals and "impact" patient care. This has been reported in Times of India, Delhi dated 13 July, 2008. Such apprehension is out of place as there is clear-cut demarcation of duties of Defence Doctors and Nurses. Had there been both male & female military nurses such gender bias would not have happened. Also, these nurses are commissioned officers and worth to be equated with any other commissioned officers in defense forces.
Gender bias in defense forces is not new and so is its track record. And chiefs of Staff Committee are all males and therefore their suggestions could be well known beforehand. If one remembers correctly about 2-3 years back one Deputy Chief of Army Staff said "we can do without women". Later on he had to openly apologize through different media for that comment. Last year one Bengalee Lady Officer hailing from Raipur committed suicide. She was from Army Supply Core(ASC). Few days back another Lady Captain from the same Core complained about sexual harassment as reported in newspapers. Famous or notorious ASC and Civil Supply Departments have similar track record. Flt Lt Sunita Gupta also made similar complaint and her Court Martial etc were reported in newspapers few years back. If it is remembered correctly D Raghunath, DG(AFMS), on his retirement press conference said sexual crime rate is more in defense forces compared to civilians. About 3-4 years back, there was hue and cry on uniform of these military nurses by male army Bosses and on intervention of PM, Dr. Manmohan Singh, that move had been shelved.
It is hoped that discrimination & exploitation of Military Nurses would be stopped by authorities who are responsible for giving final touch to the 6th Pay Commission recommendations and its implementations so that MNS Officers are given same pay scales as any other military officers. Also they should be paid Nursing Allowance( like NPA to civil & military Doctors) as it is paid to civil nurses(refer para 3.6.16 of 6th CPC recommendation). Also wrong notion may be erased that MNS officers are not commissioned officers as written by CoSC. In fact MNS officers are commissioned officers.

Less promotional avenues in Indian Forest service
I am to refer to the comments of Deepak Srivastava regarding Indian Forest service. I am to say that the promotional avenues for the officers of the service are too less and it is almost stagnant. Situation is too bad in some states where even first promotion is not received after rendering 20 years of service. This has resulted not only in tremendous financial loss to the officers, but loss in avenues in GoI besides a lower status for so senior officers. Consolidated efforts are required by all service members to bring the situation under control, else the service and country will suffer due to no motivation to work better.

P&T Compilation is perhaps the oldest Service Rules/ Regulations in the country. In view of this, induction of Indian Postal Service Officer into CAT is a welcome move. It is necessary to at least try to demystify the IAS cadre or else the other AIS cadres will be eclipsed and that may not be better for the country.

Motivating a Public servant
IRS is one of the premier services in the country, which is doing a good job from all yardsticks(revenue collection etc.).Yet the officers are feeling extremely demotivated.
In IAS 1994 batch has got super time scale. However, 1994 batch IRS officers will get that scale after 25 years of service .Is it fair? Government should introduce time scale of pay to alleviate this grouse.
FM has promised 1% of excess collection as incentive.However this incentive is more on paper than in reality as various proposals of utilisation of this money is languishing in file on various flimsy objections.
Management of IRS cadre is in the hands of non IRS officers who are not sympathetic to the genuine problem of officers.
If government wants to motivate its officers and is serious about reducing corruption ,it should take care of these basic problems.
