Direct Tax collection goes up
Net direct tax collections in the first four months in the present fiscal (up to July 2008) stood at Rs.71,648 crore, up from Rs.48,756 crore, registering a growth of 46.95 percent. Growth in Corporate Taxes was 50.08 percent (Rs.41,598 crore as against Rs.27,718 crore), while Personal Income Tax (including FBT, STT and BCTT) grew at 42.82 percent (Rs.29,982 crore as against Rs.20,993 crore). Growth of Fringe Benefit Tax (FBT) was 44.34 percent (Rs.1,260 crore against Rs.873 crore); Securities Transaction Tax (STT) was 15.46 percent (Rs.2,164 crore against Rs.1,874 crore); and Banking Cash Transaction Tax (BCTT) was 33.75 percent (Rs.223 crore against Rs.167 crore).Among regions, tax growth in Mumbai and Delhi was 36.33 percent and 76.40 percent, respectively. Other regions with high tax growth are Nagpur (77.80 percent); Kochi (58.08 percent); Kolkata (49.87 percent); Hyderabad (40.69 percent) and Bangaluru (40.25 percent).Growth in direct tax collection has been driven by a growth of 44.56 percent in tax deducted / collected at source (TDS / TCS), which stood at Rs.45,935 crore as against Rs.31,776 crore in the earlier year. Growth in corporate TDS / TCS was particularly high at 60.6 percent. Robust growth in direct tax collections is a result of tax education and compliance mechanism put in place by the Income Tax department in the area of TDS / TCS and indicates further improvement in tax administration and tax compliance levels. The cost of direct tax collection, on the other hand, had declined to an all-time low of 0.54 percent during fiscal 2007-08, amongst the lowest in the world.

POWERGRID forms JV to evacuate 1200 MW power from Sikkim
Power Grid Corporation of India Ltd. (POWERGRID) being headed by SK Chaturvedi has entered into a shareholder's Agreement with Teesta Urja Ltd to form a Joint Venture Company named "Teestavalley Power Transmission Limited". The Company will develop associated transmission system for evacuation of power from 1200 MW Teesta-III Hydro Electric Project (HEP) being developed in Sikkim by Teesta Urja Ltd. The project, to be built at an estimated cost of Rs. 708 crore, comprises of construction of (i) 400 kV D/C Teesta - Mangan Transmission line (Approx. length 10 kms) and (ii) 400 kV D/C Mangan-Kishanganj Transmission Line (Approx. length 180 kms). The project is scheduled for completion by September, 2011. POWERGRID and Teesta Urja will have 26% and 74% stake respectively in the Joint Venture Company. The agreement was signed by VM Kaul, Executive Director (PI & BDD) on behalf of POWERGRID and by YN Apparao, Managing Director on behalf of Teesta Urja Ltd. in the presence of SK Chaturvedi CMD, POWERGRID and other senior officers of POWERGRID, Teesta Urja Ltd. and Teestavalley Power Transmission Ltd. The JV Board will be chaired by CMD, POWERGRID.
The project would be built up on Build, Own & Operate (BOO) basis and will also provide transmission capacity upto Kishanganj S/S of POWERGRID to various private HEPs being developed in North Sikkim. The project would be built on 70:30 Debt Equity Ratio. This Project will be an important part of the common transmission system for evacuation of more than 3000 MW generation from large number of upcoming HEPs in Sikkim to supply the power to the beneficiaries of Northern and Western regions.

Government must take advice about 6th Pay Commission

Government of India must take advice from America for granting sixth pay commission for their employees. Actually present government cannot grant or sanction anything without consultation of America. And also government should placed the sixth pay commission to United Nations before implementation. Kyonki hamare des ko netao ko apne hi des ke karamchari nikkme lagte hai aur unko lagta hai ki des ka sara paisa sirf government employee ko hi jaa raha hai. Sirf neta hi free mein desh ko chala rahe hai. Raj

Has sixth Pay Commission vanished ?Where has the 6th Pay Commission vanished. Kindly keep us updated as to what is the latest position. Are we going to see the pay commission being implemented this year? And what about the news regarding increase in the retirement age? This is too much for us to handle.Seema

Rule 6.2.2
1.It is a very good rule. However, nobody should be allowed to join an organisation with whom the officer had official dealing in the past whether directly or indirectly.

]2.The benefit of this rule should be given to Central services too.

3.It will give the officers a rounded exposure, a reality check and a break from the ivory tower we are sitting in.

4.It will also mean that some good officers of Government will go to private sector and help in wealth creation and nation building.

5.Bureaucrats can definitely benefit from their experience in Private sector.

6.There is enough talent in Government to take place of bureaucrats who will leave.

7. It will also help solve the problem of stagnation in higher bureaucracy.

I urge the PM to reconsider his decision.

Why not post an Army officer ?

It was heartening to read that Cabinet Secretary is not in favour of jumping the queue in posting empanelled officers to the Ministry. But what about suitability as against seniority? Officers from IES should be posted to Economic Affairs. Similarly, Defence Ministry also needs officers who have experience of Defence matters. In spite of integration of Service HQrs with the Ministry why look for an IAS officer to look after Ex Servicemen Welfare? Why not post a senior Army officer?

Harrassment in CGHS

I fully agree with Ashwinis comment about harassment by CGHS authorites. Why does the CGHS doubt the doctors of recognized hospitals or the officers who till they retired took all the decisions. CGHS and Government hospitals are short staffed over worked and yet CGHS wants only to harass and delay the pensioners and increase the cost to the tax payer. Is DG CGHS listening?

IRS Transfers, what an idea ?

About 40% of the IRS commissioners are busy settling into their new postings and hardly attending office. They find houses, gas connections, bedroom-drawing room-dining furniture, curtains for new houses, new car, new servants, new crockery at new city, etc. All of this of course would be interspersed with weekly visits to the old station where the families will stay on. Thus the "system" will be burdened in two places. One to look after the officer and one to look after the family. Add to that the cost of weekly commuting by air and you can be sure that we have a really buoyant economy. Once they settle in by November they start work and then start working on next transfer season by Feb. Some are trying to have kids so that after some years they will be in 12th and help parents escape transfers. Others trying to be in vigilance, some trying to fall ill, etc. What an idea?

IRS Transfers have caused so much dissatisfaction that over a hundred Commissioners have represented to FM against the transfer orders based on education clause or other irrelevant clauses. Is FM wondering if this is an over-reaction or a genuine grievance against the impractical clerical application of a policy.

How many IRS transfers-

The figure mentioned is inclusive of the transfers reversed or changed within a month or so. The actual number of officers involved would be less .Therefore this should not come in way of those who even now seek change on medical/family grounds. There would be only a handful of commissioners with children now in class 10 or 12 in view of the fact that it takes almost 20 yrs to be a commissioner after joining service. There are cases which I can give ,where officers have made bogus claims for immediate gains and thus hoodwinked the bosses at the cost of others. CBDT should therefore examine such bogus claims and take appropriate action against such beneficiaries. Why there are no such claims by officers posted in non metros? Time for CBDT brass to wake up and get out of clutches of petty middle level functionaries in their own backyard.
