Whether Journalist knows everything ?
When we joined government service in 1967, we were sent for training to Mussoorie. In the General Administrative Knowledge lectures we were told that "A generalist is a person who knows less and less about more and more until he knows nothing about everything" and "A specialist is a person who knows more and more about less and less until he knows everything about nothing".
Some updating is required. Seeing the names of those who write articles, opeds, etc. in the print media, it seems that irrespective of the subject a handful of journalists monopolize the media and they seem to know everything. Hence "A journalist is a person who knows (or pretends to know.) more and more about more and more until he knows everything about everything" . There is no need for subject matter specialists to cover complex issues.

Stopping UN deputations, no way to stop outflow of officers
Stopping UN deputations under 6.2.2 for JS and above is hardly the way to stop outflow of officers at this level. Stopping it makes good sense for the private sector. At best GOI could have imposed a 5-year limit instead of 7 presently for deciding whether to quit GOI or not while at the UN/World Bank. Secondly, UN jobs are by open advertisement and DoPT is seldom requested for officers. Therefore if these deputations are stopped altogether, it will work against India's representation in a world body and her international professional standing. Discrimination by DoPT for UN jobs is not entirely true. It is indeed an officer's own credentials, perseverance and effort that gets an UN job, not the DoPT. Therefore, the best thing to do may be to delegate the power to grant such approvals to all GOI departments, if not already done, including for deputationist officers) and to the states for all-India service officers. DoPT then need not play a role in such appointments. However, DoPT's role should be preserved for officers migrating to the private sector.

Rule 6.2.2: Let us follow the practice across the world
I am completely disinclined to agree with Anand that this is a very good Rule. It is a perfect example of IAS officers as always having their cake and eating it too (while the IRS/ customs officers or others have to resign from service to take up such offers). While it allows the IAS to enjoy the salary and perks of the private sector/ international bodies for upto 5-7 years, even up to 10 years at times, their seniority is protected and they are eligible for full pension for the period they have not even worked in the government (just by paying a measly amount per month as "pension contribution"). Should a government which is under severe fiscal deficit be increasing its future commitments on account of pensions for such people who have been away for long periods? The world over, people move from the government to private service and vice versa but have to resign from either service before joining, and if they want to re-enter, they have to once again go through the selection process for the appropriate position. Why should things be different for "Indian babus"? If they want to enjoy the rewards of the private sector, they should also be prepared for the risks like a "sacking" on account of poor performance or a business downturn. In such a situation they want the safety net of 6.2.2 where they can come back to the comfort of the bureaucracy. Besides, it is seen that in most cases the officers who do get selected for such jobs have had official dealings with organisations while in the ministries at the central or state level. And once they are back, what prevents them from extending return favours to these organizations from an even more senior position within the government?

No. They are not overworked but simply do not want to work. I am reminded of a recent incident which I saw in Sadiq Nagar CGHS dispensary in New Delhi. A govt. officer, whose child appears to have met a serious mishap was brought in around 9:30 a.m. The officer and his wife were carrying the child and asked Mrs. Bhatnagar, CMO as to where is the emergency treatment available. Rather than replying as a good human, she responded " Emergency opens at 2:30 p.m."

This is the type of medical practitioners which are there.

Height of discrimination.
If the news of new pay scales of the review committee is to be believed, then God help the officers of government below SAG grade. the s1(old scale) goes for 8000, a 213 % rise and the NFSG s24 goes for 28000, a paltry 95% rise. S29(sag) getting more than 200% rise( taking only the basic pay for calculation purposes.) The difference between s1 scale to s24 scale is 20,000 (28000-8000) and between s24(s24) to s28(sag)is 24,000.Isn't this the height of discrimination. How can this happen in a democracy?. I feel the GoMs studying the report before implementing it must look into this artificial gap created between two scales as this will hit hard the officers of all cadres except the IAS who get SAG grade in 14 years time bound. Before implementing the recommendations, government should ensure that no section of the employees get a raw deal.

Sixth Pay Commission
It seems that due to inflation government is slow in implementing the 6th CPC but want to quickly revise the pay of Banks and PSUs in the interest of public as more public money is used in it for the welfare of its employees; like good salary; medical facilities. Government wants only the employees of banks and PSUs to enjoy with their family with the help of public money invested in these sectors and not interested in the government employees who do the planning and other administration work indirectly for setting up of these sectors in their respective ministries. In fact it means that government non-gazetted employees should live only hand to mouth existence; risk themselves for election duty etc .but without any recognition.

Pay fixation formula
The pay fixation formula should be such that new pay including grade pay should not be less than 300% of the existing basic pay. e.g. For basic of Rs. 2550 (Group D) it should be more than 7650 and for Rs. 26,000 (fixed for Secretary to GoI) it should be fixed for 80,000.For all grades in between it should be correspondingly fixed at three times the present pay like it is being done for the lowest and highest levels otherwise there will be justified resentment especially at Director/DIG level whose increase (suggested) is comparatively much lower.

Take a careful look at the time schedule of lobbying involved in IRS transfers.
The official transfer season starts in March with the CBDT asking for 3 options from all officers, even those who are not due for transfer. Then these are processed and lists are released in July. Does a genius have to tell the readers of this column, what the IRS does during these 4 months. Then officers start representing against these transfers in August because the transfer orders itself have a specific statement saying that officers can represent after joining at new station. By August end the representations come. These are considered during Sept and Oct. So another 3 months of lobbying. Then officers wait till next March i.e. a full 4 months before they give fresh options and the lobbying circus begins again.

Astrology has it that: The IAS-IRS-UP club will be more powerful next year with a new lady PM. The 10th/12th education will work out a tuition scheme for 11th and college which will be run by IRS parents. The spouses will be seeing holding hands in North Block for more visibility. Some single ladies [not included in 10th/ UP-IAS / Spouse club] could think of innovative ways to find a place in these hallowed clauses. The education clause could cover all dependents including nephews or nieces. Finally the best for the last. In view of the fact that 40% of Delhi lives in slums, if an IRS officer moves out of his govt house, it will be treated as a C station. This way shortage of govt housing will also be resolved.
