Bharat Kumar FORUM 6.2.2 An absurd provision like 6.2.2 needs to be removed from the service rules. It creates unnecessary distinction between the IAS and central service officers. It increases pension liabilities of the Government. It is the height of absurdity that the Government 'deputes' IAS officers to serve the likes of Ambanis. This is not to say that the officers should not have exposure to research, teaching and professional work in foreign universities or international organisations. They should take extraordinary leave without pay (which does not count for pension etc.) and go. To avoid the policy of 'show me your face and I'll tell you the rule' policy practiced by in the States and the Centre alike. The permission should be presumed unless the official has had official dealings with the international organisation. NCS Height of discrimination Ajay has rightly mentioned that there should be no discrimination to any section of the employees. While issuing the recommendations of 6th Pay Commission, the Government should ensure that no section of the employees get a raw deal. The Directors who are in the SAG but working on deputation in Central Government under Central Staffing scheme as Director and their pay was fixed as 18300/- maximum of NFJAG, after opting the Proforma Promotions, are the worst sufferers. In earlier pay scale, the difference in basic pay was just Rs.100/- (18400-18300= Rs.100/-), but this 100 rupees difference has become now Rs.12830/- (52280-39450=12830/-). This is the greatest anomaly in the pay. So the interest of such officers, the Pay Commission should review its decision. If the officers in the pay scale of Rs.14300-22400 can be put in the pay band 4, then why not the Directors of SAG rank? Y Mishra Pay Commission must address aspirations of Middle Management Successive pay commissions have always kept in mind the ratio of the lowest and highest level, to appease the senior most civil servants i.e. Secretaries as well as to the unions of Group D. It is also kept in mind as to what should be the ratio of starting salary of Group A and group D (3 times). But, what is not appreciated is that for efficient administration, we must see as to where do the people stand after say 15 years of service. a man after 15 years is likely to spend next 15-20 years in the same service. Hence, a disgruntled and dissatisfied worker will affect the overall efficiency of the administration. The fourth pay commission had maintained the salary ratio of Director to SO to 2.25 : 1, Director to U.S. 1.5:1. the fifth pay commission reduced the ratio to 1.43: 1 (director: u.s). The proposed revised pay bands will make the ratio further reduced. This will set a very bad trend and will demotivate the new entrants. It will also increase the gap between the JS and director much more. The pay bands for Directors/ DIG level should be rationalized in such a manner that the gap between the JS and Director should be reduced. If JS level salary would start at Rs. 54,000, that of a Director must start at Rs. 45,000 at least. (Rs. 32,000- 50,000, and Grade Pay of 13,000). The earlier practice of keeping the lowest of SAG higher than highest level of Selection Grade is no longer required, if facilities such as housing/ TA etc. are to follow Grade Pay, and not Basic Pay, as suggested by the Pay Commission. Dilip Kumar Sixth Pay Commission The point that Government is delaying the implementation of 6th PC for want of sufficient funds is hard to digest. We don't think that our senior officers lack ideas to solve this hurdle. Government may implement the new revised pay-scales and the arrears can be transferred to GPF with the condition that 50% can be withdrawn after six months and balance 50% can be withdrawn after one year. In the meantime, Government would be able to arrange the funds and we, the employees, would get the reason to take a deep sigh of relief. Megha Singh Government salaries Apropos Government salaries, I wish to put the issue in historical perspective. During the British Raj, Civilians (as they were then called, including the covenanted / Secretary of State's Services viz. Indian Civil Service, Indian Police, Indian Political Service, Imperial Customs Service, the Excise and Salt Service, the Income Tax Service etc) were highly paid, in view of the nature of their jobs. They enjoyed very high prestige and status (so did the Ministers in the provinces when the provincial ministries were formed, e.g. Sir Chotu Ram, as a Minister in the Unionist Party government in Punjab, drew a salary of 6000/- rupees a month, in comparison, his peon drew Rs. 6/- a month which was also not insufficient to feed his family in those early days). The high salaries paid to these officials (and Ministers, Governors, Viceroy, Army officers including the Commander in Chief for India, High Court Chief Justice/Judges (there was no Supreme Court till the Federal Court came into being))became a rallying point in the freedom struggle and upon the dawn of freedom, these high salaries were generally very much reduced. Still, the salaries of the President, Prime Minister, Ministers, officials (many new Services came into being, including the IAS(drawn largely from the PCS at the time of initial constitution) and the IPS (drawn largely from the PPS at the time of initial constitution))were comparatively high for a poor country like India (keeping in mind the responsibilities and duties imposed upon these worthies). Over a period of time, salaries stagnated while inflation eroded the value thereof. Pay Commissions came only once a decade and the ratio between the highest paid and lowest paid in Government reduced to a single digit figure. The point is that this was done in order that there was no drain on a poor country like India and to reduce disparities (due to our avowed socialistic ethos). Sadly, another outcome of the low salaries was the indiscriminate recruitment at all levels (intake in the ICS was maintained at 40 a year, the largest batch in the IAS would be more than 150 in a year). All this was fine till 1991. Now, after a decade and more of liberalisation, and having abandoned socialism more than a decade back, when salaries in the private sector have hit the roof and are driving market prices of everything, and India no longer being as poor as it was to have massive reduction in salaries, surely there is ground for reviewing the pay of officers in this light as also the ratio between the highest and lowest paid functionary (which may not be as large as the private sector, but which could surely be in accordance with international benchmarks with countries at a similar level of growth/ development), the logic for both these phenomena having abated long back.
