PK Mishra takes over as Member, UPSC
Prashanta Kumar Mishra, former Chief Secretary, UP took the oath of office and secrecy as Member of Union Public Service Commission (UPSC) today. The oath was administered by Prof. DP Agrawal, Chairman, UPSC. An Indian Administrative Service Officer of UP Cadre of 1972 Batch, Mishra, in his illustrious career spanning over 36 years has held several important assignments both in UP and at the Centre. With the Right to Information (RTI) Act gaining acceptability and becoming a powerful tool to bring about transparency in governance, another book on the subject is hitting the stalls soon. DO NOT JUMP THE MERIT LIST OF PUBLIC ENTERPRISE SELECTION BOARD
This has reference to the item in your whisper about the number 2 merit in the selected panel of PESB for board level post in PSU's politicizing and lobbying in the Ministry to bypass the first merit candidate. This leads to corrupt practices, horse trading etc. This is well known to all. Therefore, as per the guidelines vide DPE O.M. No.18(26)/2004-GM-GL-60, dated 10th November 2004, it was informed that " It has now been decided that henceforth PESB will recommend only one name for each vacant post". Even in the Annual report of 2004-2005 of Ministry of Heavy Industries and Public Enterprises ,Government of India, it has been emphasized under para 5.2.2 that " henceforth PESB will recommend only one name for each vacant post". It is sad that knowing very well the facts, action is not being taken and PESB merit list is challenged giving one or other excuse. CVC, Cabinet Secretary, ACC, PMO are requested to intervene to restore faith in the system.

Pay bonanza- a carrot and stick policy is needed now
As a civil servant, I am pleasantly surprised with the raise. Let me assure the PM that honest civil servants will find this a good ground to continue working in government. Those who are in the thick of things know fully well that civil services offer the best canvas to work, notwithstanding the pressures and politics.
I will suggest to the PM and his colleagues to introduce the CRS (Compulsory retirement scheme) to weed out inefficient and corrupt civil servants; change the rules to dismiss/remove dishonest civil servants. Let only the best remain after 20 yrs and others can be given a graceful exit . (How? I am sure the PM and his team can find out the best way to do this). ARC and DoPT need to be asked to give out the CRC scheme in the next 3 months . There is no fun in allowing VRS without CRS. VRS scheme should be brought in for 15-20 yr as suggested by CPC. But this should only be a good starting point . We may not give 80 months pay. It will lead to anomalous situation vis-a-vis VRS in banking, insurance etc. May be 60 months will suffice. Moreover, there are those in the 20-25 year bracket, who get personable but will want to get out. VRS should apply to them too ( minus the severance pay package being considered for 15-20 year category). The pension could be 60% of what is due with rest coming as 60 months severance pay. There is no need for unwilling workers to continue beyond 20 years. Let them take pension and go.

Best thing for UPSC !
The best thing to happen to UPSC. Next should be Mussoorie Academy and thereafter IIPA, New Delhi. It will be in national interest to debureaucratize these two institutions as well. Sooner it is done the better. India needs Managers not Regulators. India needs development not status-quo.

Maintenance in Railways
There is a dire need evolving a mechanism in Indian Railways whereby maintenance & upkeep of rail coaches in all classes is done on regular basis. I hope Railway Minister, Lalu Prasad, will succeed in meeting this challenge. I say it's a challenge because air conditioned coaches in certain trains have rats running from one place to the other. In coaches as well as rest rooms latches, taps, lights & fans need to be maintained. I will also like to suggest that in sleeper class & general class compartments number of fans should be increased.
