CAT quashes appointment process of DGCA
The process for appointment of Director General Civil Aviation has been quashed and set aside by a bench comprising Justice Bali, Chairman and LK Joshi Vice Chairman of Central Administrative Tribunal. The Ministry of Civil Aviation had selected 1976 batch UP cadre IAS officer Dr Syed Nasim Ahmad Zaidi for the post and the matter was before the ACC. The CAT has directed that the Joint DGCA AK Chopra should also be considered for the post on promotion.

Thanks for highlighting IDES difficulties
We are thankful to you for highlighting unimaginable difficulties faced by IDES. I want to convey my request to Ministry of Defence through this website that please enquire why promotions are extra-ordinarily delayed in Indian Defence Estates Service in particular ? Senior Officers sitting in Directorate General of Defence Estates should be fixed for delaying even holding DPCs which is causing frustrations in the minds of officers.

Promotion to SAG: a nightmare to Specialist CGHS Doctors:
For Specialist doctors working in CGHS getting promotion to SAG is next to impossible. These doctors gets in to services either after MD/MS or DM/MCH with minimum 3 years experience. It means around 6 yrs (MBBS) + 3 Years (MD) + 3 years (DM) + 3 years experience makes it 15 years to get into the service. Since weightage is given to experience and minimum 3 years are actually 7-8 years for general candidates. Going by this one gets in to the service after 35~40 years of age. They have only 20 to 25 years of government service. Though government has increased the age of specialist doctors by 2 years, but very few specialist doctors could get SAG promotions. Even those who gets it; there is no incentive or facilities meant for Joint Secretaries level officer other than SAG scale. So government should either increase SAG level posts or make it time bound.

E-filing system need debugging
While the e-filing system is certainly an important step, my own experience is that the system needs some further debugging. I attempted to prepare and file e-returns for AY 2008-09 on 30 and 31 July thru the website. Here are some of the problems I encountered:
1. The return form in excel (e.g. ITR1, ITR2) become write-protected as soon as you save it, i.e. even before you have attempted to file it. In case your form is incomplete (or you need to make a correction) you have to start afresh.
2. The tax calculator gives different results at different times with the same data. Moreover, its output is titled: "net tax", while there is no such term in the ITRs. You waste time trying to find the entry in the ITR form to which it relates.
3. The connection to the Bank's portal (in my case, SBI), gives a message denying access, even after verification of personal particulars (e.g. PAN, name, etc., as well as id and password). However, the Bank's portal, if directly accessed at the same time (i.e. without going thru the income tax website) works just fine.
I make these comments not by way of criticism, but to help the income tax authorities to further improve the system.

efiling IT returns
It is a welcome step in the right direction but for God's sake make it user friendly. What is this deductions under Chapter V or sec 80 ccc or 98 ggg? Kindly spare us simple folks the torture of attempting to decodify these enigmas and use simple language instead. It is now more than 40 years that I have been filing my IT returns but not even once without taking help of friends and colleagues, even though all that I have earned so far is income from salary and something called interest from bank--both subject to TDS.
My question is why can't the IT return be simple enough to include these two incomes and go on giving eligible deductions, without mentioning the section or chapter but description such as insurance/GPF/PPF etc and calculate the tax with the help of software. Believe me, yesterday was a very cruel day for me to file my e-Return and I was confounded no ends later when one worthy said I have paid more tax than was due since I have paid tax on TDS deducted by the bank in my calculations. The only satisfaction is that I am on the right side of the law, even though it has cost me dear. Hope the assessing officer will do his/her duty!

The Bihar CM deserves to be complimented for having picked up yet another distinguished officer for the post of DGP. He may like to ensure that most of the DMs and SPs are also of similar stature. Bihar has to be pulled out of the morass of misrule and neglect and only a committed and honest bureaucracy can ensure that. Wish the CM all the best in his endeavours. Please address the power problem on priority, dear CM and make the roads of Bihar as soft as... you know what !
