Dr. Suresh Mehrotra bereaved
Sameer Mehrotra, son of Dr. Suresh Mehrotra, Chief Editor, whispersinthecorridors.com, passed away early morning on August 15,2008 at the Bombay Hospital, Bombay, after a brief illness. He was 35. He is survived by his father Dr. Mehrotra, mother Mrs Asha Mehrotra, wife Sapna Mehrotra and daughters Arushi and Khushi.
LIC gearing up to meet challenges from pvt.sector
Life Insurance Corporation (LIC) of India is gearing up to meet challenges from increasingly aggressive private insurance companies and in this context the Chairman of LIC of India T. S. Vijayan is going to different parts of India to meet senior officers & companies agents of different Zones.In an exclusive interview with <whispersinthecorridors.com> he threw light on the company and its future.
Q.Has LIC's business shrunk by 12 per cent in the current fiscal?
A.No, the projections are varied and there is a shortfall. However, I am confident that by the time we close the year we will register a healthy growth.

Q.How is LIC planning to meet challenges from the private insurance companies?

A.LIC is India's biggest financial institution and it will continue to be so in the future. With the opening up of Insurance sector a lot of private players have come in. bringing in increased competition. Considering the fact LIC too have restructured its policies and have come up with some innovative policies. I can say with confidence that despite stiff competition from about 20 private companies LIC's market share has grown continuously. Our emphasis is to keep our customer base intact and attract new customers by improving upon policy servicing and settlement of claims. Infact, LIC has been a leader in settlement of claims settling over 10 times the claims settled by any other private insurance company in India. We aspire to win over our customer's confidence and maintain it lifelong.
Q.There is a speculation that LIC is losing business in the High Net Segment, your comments?
A.No, it may be the case in some parts of the country but when you take the scenario in-toto gives a clear picture about LIC's standing. We still are leaders catering to the High Net Segment. We have large number of customers in Rs 40 crore and above segment.
Q.What happened to the proposed credit cards LIC was to come out along with GE Money?
A.Credit cards business is obviously a tricky business. LIC had entered into a Memorandum of Understanding with GE Money for its credit card venture. However, GE Money has gone cold on the proposed venture.

Q.Will LIC go ahead alone to issue credit cards?

A.Well, we are getting proposals from several established players for a tie-up for the credit card venture. However, no decision has been taken on it as of now. Neither has LIC decided to go ahead with credit cards venture on its own.

With the Right to Information (RTI) Act gaining acceptability and becoming a powerful tool to bring about transparency in governance, another book on the subject is hitting the stalls soon. The new book titled "Right to Information Law and Practice" has been written by Dr. Rajesh Verma Joint Commissioner, Customs and Central Excise, Madhya Pradesh. The Company has declared a whopping gross profit of Rs.418 Crore with a Total Income of Rs.2025 Crore. The company has been consistently maintaining the status of the largest Central Public Sector Undertaking (CPSU) in the Construction & Infrastructure Sector. The Board of NBCC also declared a dividend of Rs.55.97 crore to be paid to the Government of India which is 62% of its paid-up Capital of Rs.90.00 crore. Further, NBCC also announced its results of the year against key financial parameters. Arup Roy Choudhury CMD, gave whole credit of the tremendous turnaround of the Company to its employees who have worked relentlessly towards this achievement.

Pay Bonanza- now a carrot and stick policy is needed
As a civil servant I am pleasantly surprised with the raise. Let me assure the PM that honest civil servants will find this a good ground to continue working in government. Those who are in the thick of things know fully well that civil services offer the best canvas to work, notwithstanding the pressures and politics.I will suggest to the PM and his colleagues to introduce the CRS (Compulsory retirement scheme) to weed out inefficient and corrupt civil servants; change the rules to dismiss/remove dishonest civil servants under 56 . Let only the best remain after 20 yrs and others can be given a graceful exit (I am sure the PM and his team can find out the best way to do this). ARC and DOPT need to be asked to give out the CRC scheme in the next 3 months . There is no fun in allowing VRS without CRS. VRS scheme should be brought in for 15-20 years as suggested by CPC. But this should only be a good starting point . We may not give 80 months pay. It will lead to anomalous situation viv a vis VRS in banking, insurance etc. May be 60 months will suffice. Moreover there are those in the 20-25 yr bracket, who get personable but will want to get out. VRS should apply to them too ( minus the severance pay package being considered for 15-20 year category). The pension could be 60% of what is due with rest coming as 60 month severance pay. There is no need for unwilling workers to continue beyond 20 years too. Let them take pension and go.

6th pay commission:an eye opener for a person like me
i) What is this "equal work equal pay " concept?
ii) What is the maximum limit of hours of work that we can be asked to do... and for how long? and because of the long duration of work if there is a health hazard and the medical category is downgraded , who should be held accountable? Is there any provision to claim compensation? If my boss asks me to work beyond stipulated hours ,without any financial benefits, on routine basis... can it be taken as offence ( forced labour) ?

No IRS in UPSC ?
Why no IRS official has been ever selected for the position of Members or Chairman of UPSC ? It is IAS dominance all along. Present DoPT Secretary is anyways anti IRS as all policies framed by him are anti IRS e.g. the criterion of 5 years Additional Secretary rank for being eligible to apply for CAT membership though an IRS officer remains on Additional Secretary rank for a maximum of 3 years after which he retires or the chosen few become Special Secretary by virtue of being CBDT member.

After all it is a question of hygiene
There is no disputing the fact that railways should be earning profit but not by cutting corners. While travelling in one of the south bound Rajdhani express I was shocked to see that the bearers were utilising the space in between the toilets for preparing the food trays and they were using the washbasin (in which people are otherwise seen spitting and cleaning their teeth) for washing the food trays and tea cups. After witnessing this, I stopped having food on the Rajdhani even though the food charges are included in the ticket fare. Railway Board should seriously consider having a separate pantry car for serving food to Rajdhani travellers. After all it is a question of hygiene.

Where food is stored in toilets
Some more important needs need attention. It is too time consuming to buy platform tickets in large stations like Nizamuddin, particularly for seeing off people in evenings, because only two windows are manned. Then the placement of bogies in daily trains is also changed as a routine. Linen in trains like Bilaspur- Rajdhani are very unhygienic & dirty. Food is stored in toilets & served in a very dirty fashion.

Sadly, I did not see any discussions on the latest snub by China- in not inviting either our President or PM when most Heads of Governments/State could be seen on TV. How long are we to accept humiliation in this manner? Any views?

System of referral be stopped
I agree with the pensioners grievance about CGHS facilities. The system of referral should be stopped and taking permission from ones department should also be stopped. If at all, the CGHS dispensary should refer to specialist after asking the individual whom he/she wants to consult so that people can consult doctors in their area which has CGHS approved private hospitals rather than going to RML where there is long queues and one who is not sick will also catch lot of infection. The system of supplying medicines is okay but as rightly pointed out should be supplied for a minimum period of three months to avoid rush at the dispensaries.

Demotivation among bank and insurance employees
The 6th CPC has had a very major fall out on Public sector bank and insurance employees as they feel left out. I am sure the Finance Minister will deem it fit to set up a pay panel for Bank and Public sector insurance companies immediately. Or otherwise I can see them all as demotivated.

Even aviation companies need to pull up their socks
This is with refreence to observations made by Shyamali about pathetic maintenance in rail coaches.I must express my deep concern on behalf of thousands of air travellers. There is an urgent need for Aviation companies including Air India to pull up their socks in terms of maintenance of aircrafts & catering aboard flights.
