Super time only after 16 years in service
The Indian Government is reportedly actively considering to revert to old system of giving super time scale to IAS officers after they have completed 16 years.At present super time scale is being awarded to such bureaucrats who have put in 14 years of service.

Steel Minister announces Rs. 25 lakh award for Sushil Kumar(UPDATED)
Sushil Kumar has upheld the hopes of the Indian Ministry of Steel and Steel Authority of India Limited (SAIL) by bagging the bronze medal in the 66-kg freestyle wrestling competition at the Beijing Olympics on August 20,2008. Indian Minister for Chemicals & Fertilisers and Steel Ramvilas Paswan has congratulated Sushil Kumar on his unforgettable achievement. Paswan has also announced that the bronze medalist will be honoured with a cash award of Rs. 25 lakh by steel PSUs on his return from Beijing. SAIL Chairman S.K. Roongta has also conveyed his compliments to the bronze winner.Sushil Kumar and Yogeshwar Dutt, both competing in the Beijing Olympics, were spotted by SAIL as potential medal winners in international games. The company has sponsored their training and other expenses for preparation for the 2010 Commonwealth Games. Another wrestler taking part in the Olympics, Rajiv Tomar, is also being developed by SAIL for the Commonwealth Games.

Book tormentors to ensure justice
Suicide attempt by Director traaining of RAW in front of PMO to draw attention of authorities against her sexual harassment by her seniors is a very serious matter. Inspite of Supreme Court guidelines, in the case of Vishakha Vs State of Rajasthan, complaints of sexual harassment get brushed under the carpet when offenders are powerful persons. That such a thing could happen and offenders go unpunished in an office which is under Cabinet Secretariat is indicative of extremely sad state of affairs. Instead of the lady officer being subjected to more mental trauma by registering case against her for attempted suicide and labelling her as suffering from mental illness, her tormentors should be immediately brought to book irrespective of the position they may be holding. She needs to be supported wholeheartedly to ensure justice.

Country lacks visionary leaders, better appoint Musharraf as CEO

There is grave shortage of competent leaders who can pull the country out of grave crises of Jammu and Kashmir, constant dangers of terrorism and provide effective governance. With mainstream parties fighting among themselves for showing larger support to organisations aiding destructive forces, mud-slinging, vying for votes etc, situation appear dismal. There is no visionary leader who can think of immediate, short term and long term problems faced in the country, look and plan for solutions. Only very few leaders like Dr Abdul Kalam, Narendra Modi etc. have such vision but unfortunately they don't have vast following in entire country. With Musharraf now out of job, 8 year experience of managing our neigbouring country well and out of turmoil in great crises situation, should we not consider to appoint him our CEO for a contract period of say 3 years with provision of extention and removal earlier form the job based upon performance.

Equal pay for equal work

I fully agree with Vijay, who I think is frustrated like me and others who have to sit late without any financial benefit. Though we as Government servant are bound to have 24 hours duty, frustration creeps in when we see the staff in offices coming office only after 10.00 a.m. and leaving it at 5.00 p.m. regularly. Still, they are not being asked about the reason for late coming for months and years together whereas the officials who are performing well are questioned about whereabouts, if not found in the office by 9.30 a.m. In my view the quotation 'sincerity pays' should be changed to 'sincere pays'. I remember the days when I was posted in a Ministry and was forced to sit late, not to do the work, but due to officers lack of confidence over his work, who had to wait till his boss calls him up to rectify his drafts, and I was bound to sit late for his lack of complete knowledge or you may say habit of buttering his boss. Thereafter, I was posted with a nice officer, who in his farewell has very rightly said "If a government employees works honestly for 3-4 hours, there is very little need to sit late".

These are different narrations of posting and luck. But whatever the reason, when everybody is aware that in government offices, employees are getting equal pay + overtime even if they are leaving office at 5.00 p.m. then the frustration is bound to live up. Some serious steps need to be taken to avoid humiliation and create a better harmonious atmosphere in office.

Where civil engineering marvels as pot holes on roads !

The civil Engineering marvels as a land mark in the shape of massive pot holes in Delhi roads during rainy season. The Slogan of CPWD as "150 yrs of Engineering excellence" in the print media 1-2 years ago is the shining example of dilapidated Government building/quarters with poor maintenance record. Though maintenance of Delhi roads are not CPWD job, yet PWD Department of Delhi Government are some way administered by CPWD. In Delhi there are only 2-3 stretch of roads where we find that maintenance is done in a proper way, i.e. stretch of Janpath road in front of CM Delhi and probably few stretches in New Delhi area. Rest of the area is in shambles. Under the circumstances, let the private contractors do the job independently with accountability to RWA's and do away with so called excellent Engineering Departments for the sake of saving tax payers money.

On the whispers I read about the RTI book and immediately called for a copy of the same. The book on the RTI Act by Dr. Verma is an excellent do it yourself guide for the PIO and the first appellate authority who are facing increasing number of queries from the public with no authentic material to rely upon. Thankyou for bringing such news which would help in removing a lot of confusion.

War Memorial - Kudos to Madhya Pradesh

I attended a function organised by the Madhya Pradesh Foundation at the India Habitat Centre, Delhi on 10 July 2008. In the presence of Jyotiraditya Scindia, MoS for Communications & IT , the Chief Minister Madhya Pradesh Shiv Raj Singh Chauhan (BJP) announced that Madhya Pradesh would take steps forthwith to establish a War Memorial in the state. He also requested Scindia and the former CM of MP, Digvijay Singh to help get the message across to the politicians at the centre regarding the crying need to set up a national war memorial at Delhi. To my mind it was not an empty promise. It was made in the presence of Army Chief, Vice Chiefs of Army & Navy, DGOS, DGMS(Army) & Brig Tom Pande, Mahavir Chakra - all are sons of Madhya Pradesh except Army Chief whose father in law Brig Tom Pande is from MP.
The occasion was the second annual lecture in memory of late Col Ajay Mushran (he was a contemporary and good friend of Gen. SF Rodrigues, present Governor of Punjab at the Training Academy ) who served with distinction 26 years in the Army & 24 years in politics. Col Mushran was the respected Finance Minister in Digvijay Singh's cabinet. The CM also announced that the stadium at Narsinghpur, MP, would be named after Col Ajay Mushran. The CM deserves kudos & the gratitude of Veteran soldiers from all over India for speedy implementation of his promise. Last week, I came across the Tender notice issued by MP, inviting Expressions of Interest for setting up the War Memorial in the hills around Bhopal. Incidentally, at the function, the quote of the day & - one which was echoed by others came from Brig Pande. He said that today's soldier should be given a better quality of life and that the gaurav & samman of earlier days should be returned to him. He elaborated that everyone should realise that soldiers will often risk / lay down their lives for that one inch of ribbon and not just for money !
